• Lotteries & Gaming Authority (LGA)
LGA is the single regulatory body for both land
based and remote gaming activities in Malta. The
main aims or the regulator are;
- Protecting minors and vulnerable persons;

- Promoting responsible gaming in a safe environment;
- Ensuring the integrity of games and gaming devices;
- Keeping gaming free from criminal activities.

- Class 1
Operators manage their own risk on repetitive
games which results depend on random
generation. Example; casino type games, slots
and online lotteries.
- Class 2
Operators manage their own risk by offering bets
on events based on a matchbook. Example;

conduct gaming business. Fit and proper test on
the UBOs, Directors, CEO and employees of the
gaming company.

LGA assesses the feasibility of the gaming

The systems auditor will audit the live

The licensing process usually takes 3 to 6
months and is valid for 5 years.

Maximum tax is € 466,000 per annum per license.
Class 1
€ 4,660 per month for the first 6 months, and €
7,000 per month for the entire duration of the
license. Class 1 on Class 4, operators pay €

Operator pays a sum equivalent to 0.5% of the
gross amount of bets.

income (revenue less direct costs that include

Class 4
