Richard J. Spencer, Benjamin Watkins' direct manager at Battelle, writes a letter of recommendation for Mr. Watkins. Spencer oversaw Watkins for several years where he superbly supported clients at the US Army Corps of Engineers. Unfortunately, declining government funding led to Watkins' project being underfunded, forcing his release from Battelle. However, this was due to budget cuts and not the quality of Watkins' work. Watkins is highly respected by his client and considered a talented project manager and policy analyst. Spencer highly recommends Watkins for a new position, praising his leadership, professionalism, technical expertise, and dedication.

Letter of Recommendation for Mr. Benjamin Watkins
To Whom It May Concern:
I highly recommend Benjamin Watkins for a position with your organization. As his direct line manager
I have supervised and worked with him since he joined Battelle. During his time with Battelle, Benjamin
has superbly supported his client at the US Army Corps of Engineers.
In my management position with Battelle, I oversee a $12 million a year business encompassing 30
Battelle full time staff that supports 10 different clients in the Federal government marketplace.
Benjamin was easily one of my top protection operations specialists supporting very important
programs to the company. Unfortunately, under the fiscal pressures of declining government spending,
the client no longer possessed the funding to continue Benjamin’s services. His release from Battelle is
not indicative of the quality of his work but rather, a business decision made by Battelle management
when a client surprisingly underfunded the project in which Benjamin had been supporting. His
professionalism and dedication allow him to provide the best support possible to some of my most
politically sensitive clients. His expertise will be missed. Benjamin is highly respected at all levels
within his client’s organization from the SES director down to the wage grade technicians. Considered
a talented project manager and antiterrorism policy analyst, he is often sought out by his government
client counterparts for advice and guidance.
Benjamin Watkins is an asset to any team or organization he supports. I highly recommend you select
him for a position within your organization. His leadership, professionalism, and technical expertise
combined with his dedication make him a strong candidate for any endeavor he pursues.
Please feel free to contact me to discuss Benjamin Watkins’s outstanding qualifications.
Sincerely,
Richard J. Spencer
