2. THE DEBATE
- Energy security is essential / – we cannot afford to have blackouts, markets heavily depend on a constant supply of
energy;
- Not too many transboundary issues when it comes to energy – but some – e.g. cumulative effects (environmental
concerns);
- Is cumulative effects a planning issue? Is it to be addressed here? If yes, then how?
-  What about wave energy? What about floating wind energy? – [technology] export potential for Sweden (Blue
growth);
- OFW development: not possible without political support;
- Economic constrains of developing offshore energy and interconnections – need more guarantees of continuation –
commercially viable?
- Discussion about Reactive approach versus Proactive approach – need to see the long-term perspective /proactive
approach (A visionary approach);
- Land-sea interaction – possibility to connect any technology off-shore with the grid;
- Add a layer of a complete map of transmission system;
- Submarine telecom cables: how many, where and owned by who?
o No comprehensive understanding of what cables are there and to whom they belong.
- Plan needs to be as open as possible – there should be room for flexibility.
o Not to hinder innovation in the plan, because the technology of offshore energy is developing really fast;
• Stakeholder involvement is a major issue! In Latvia particularly stakeholders are now demotivated by new legislation that
demotivates investment in RES (but things will be changing soon as MoE is reviewing RES support system)
