Responsible for the effective use of the council’s education estate and responsible for
ensuring it is maintain to a high standard. This estate consists of over 95 education
establishments teaching over 27,000 pupils.
Responsible for ensuring the safe occupation of school premises and ensuring urgent Health
and safety works that are the responsibility of the council are identified and prioritised.
Contribute to the council corporate asset management strategy and ensure the education
asset management plan informs the wider estate strategy.
Ensure school capital investments meet asset management needs and influential in the
progression of asset management processes.
Ensure that London Borough of Hackney complies with all government guidelines and lead
on the submission of AMP data, acting as the first point of contact for feedback and queries.
Responsible for making recommendations for capital project prioritisation, yearly capital
spending and maintenance work in accordance to locally managed responsibilities and DFE
AMP prioritised data.
Liaise with schools including Head teachers, governors and business managers to ensure
that the information held by London Borough of Hackney on buildings is up to date and
accurate.
Responsible for managing the Reactive Maintenance and Statutory Compliance Framework
for the Primary and Children Centre Estate.

buildings including all data input, integration, spatial cognition, data migration , analysis,
quality assurance, reporting, and controlled user access at the highest level.

prepare training manuals for their use, providing the necessary ongoing support for online
asset management systems.

Strategic Management
Developed and managed the Asset Management Plan strategy in London Borough of
Hackney. Set governance arrangements and agreed prioritisation processes with partners.
Capital Programme Prioritisation
9 years’ experience of capital programme prioritisation for the primary, secondary and early
years’ estate
Develop capital programme of works (circa £10 million procurement annual value) to meet
the requirement of schools and early year’s establishment.
Excellent ability to analyse large volume of asset management data (condition, suitability
and sufficiency survey) and present result in a digestible format to aid senior management in
making strategic decisions.
Project Management
Managed teams of external technical contractors’ responsible for producing technical
documents which were used to develop asset management plan for the estates.
Developed the strategy and managed the Safer Schools Programme which supported
security projects in the education estate over 9 years with a budget of £1.6m.
People Management
I provide ongoing advice to Head of services (Education, School Place Planning, School
Finance, and Inclusion), project managers and Head Teachers on all matters relating to
asset management, and mitigated any risks of miscommunication and health and safety
issues
Managed a team of technical contractors’ responsible for producing documents which are
used to develop the estates asset management plan.
Co-ordinate meeting with the Voluntary Aided Sector with aim of effectively allocation grants
to capital projects identified in asset management plan. The value of these subsequent
capital projects which benefited from my input circa £2 million annually.
Manage the work load of 2 Assistant Asset management Officer, and ensure 26 Children
Centres have up to date Asset Management Plan
Contract Management and Procurement
Lead on the procurement of technical (Condition and Measured survey) contractors used to
develop the Asset Management Plan the value of which is circa £200,000. Effectively
managed the tender process including specification, evaluation and supplier selection.
Represented the education department in the procurement, review and management of
several frameworks developed to provide statutory testing and maintenance services to the
corporate and education estate in London Borough of Hackney.
Education Asset Management & Database Management
In depth knowledge of school building issues, space planning and suitability of school
premises and government guidelines, Building Bulletin 103, Health and Safety Regulation.,
Asbestos Regulations CAR 2012,Carbon Reduction Commitment Scheme). Achieved 30%
reduction in energy consumption between 2013-15.
Procured, manage and maintain the Asset Management Database from the supplier
Technology Forge. The system is used as the central repository for all asset management
data. As the system manager, I ensure that the database is up to date and also influence
how the system evolves.
Lead on the annual review and submission of Net capacity assessment for the education
estate (54 primary school,13 secondary schools) to the DFE.
Achieved successful implementation of Traded Services, which has a value of £20,000
income for the Department. I was responsible for developing and monitoring the processes
and documentation used to sell the services provided by the asset management team to
schools.
Communication and Engagement
Lead on communication with head teachers and governors regarding strategic initiatives
including presentations to head teachers and governors on capital programme, asset
management strategy, space planning and other building related issues.
As the sole Officer responsible for data management, I supplied the key data for pupil intake
forecast which allowed Hackney to meet the targets for providing over 1,000 children’s
school places. This enabled Hackney to meet its statutory requirement to submit annual
School Capacity returns to the Education Funding Agency government body. This SCAP
return shows how local authorities have used their capital funding to provide school places,
and it is used to inform on allocation of basic needs grant.
2006 – 2007 - Homes for Islington - Support Manager
Responsible for the maintenance of staffing and management records related to the
caretaking service and support officers. Including recruitment, absence monitoring, training,
work allocation, supervision and appraisals.
Responsible for the maintenance of records of estate inspections and the production of
analytical performance reports.
Responsible for the completing of monthly ownership returns on the caretaking and cleaning
service in order to ensure accurate service recharge to leaseholders.
Responsible for assisting with the development of written procedures and guidelines and the
setting up of systems.
Responsible for liaising with housing staff and various contractors who provide service to the
estate services team.
Responsible for the administration and implementation of the team training plan designed to
