5. Regional Administrative Agencies
Six agencies
Administrative Agencies are responsible by law for:
1) helping to implement the objectives of the national
library policy on public libraries within their area
of operation;
2) monitoring and evaluating the operations of
the public libraries within their area of operation;
3) promoting the local, regional, national and
international development projects of the public
libraries; and
4) performing any other duties assigned to them
by the Ministry of Education and Culture.

6. Objectives of Public Libraries Act (2017)

7. Tasks of Public Libraries in Public Libraries Act (2017)
Public libraries are tasked with:
1) providing access to materials, information and cultural contents;
2) maintaining versatile and up-to-date collections;
3) promoting reading and literature;
4) providing information services, guidance and support in the acquisition and use
of information and in versatile literacy skills;
5) providing premises for learning, recreational activities, working, and civic
activities;
6) promoting social and cultural dialogue.

for organizing the operations of public libraries. They may organize the public
library operations independently or in cooperation with other municipalities or in

18. Updating Education
Regional Administrative Agencies have organized updating education about
several subjects including knowledge management (KM), development projects
and statistics.
Several sessions about library statistics and KM in 2017 and 2018:
– ½ day: Library statistics (8 sessions)
– 1-2 days: Basics of knowledge management and information sources for public libraries (3
sessions)
Nation wide coverage (partly streamed and possibility to see recordings)
Participants: approx. 250 librarians

19. Conclusion
Tools provided helps in many levels: national, regional and municipal
Methods and principles of knowledge management or strategic management are
not widely used in libraries => role of assessment is not always recognised
Use of tools varies a lot
Education needed to promote use
Libraries have many more data sources.
– Problem is not the scarcity of data but the amount of it
– Education and help needed to combine data and analyse it
