1. Hazard Vulnerability Assessment & Spatial Analysis Skills – Ability to process and
analyze spatial data relationships of various data to identify the most suitable land
use and compatibility checking the existing Land Use with the natural hazards and
climate-related parameters likely to influence the critical environmental. Ability to
process spatial vulnerabilities based on landscapes/seascapes, soil, geomorphologic
and geologic condition of exposed communities, critical infrastructure and other
assets sitting in areas susceptible to geo-hazards and/or hydro-climatic hazards.
Ability to asses and analyze what data to collect analytical locations of investments
or critical infrastructures, settlements and natural resources that are vulnerable to a
multi-hazard zone. Ability to find the most suitable permanent relocation sites,
evacuation sites, safe evacuation route, relief distribution/assistance route.
2. Land Capability Assessment and Spatial Analysis Skills - Ability to characterize the
geophysical environment and its natural features (topography, landscape and
geologic features, hydrography and seascapes, critical watershed, elevation, slope,
vegetation, land cover, drainage and tributary patterns, etc). Ability to process
spatial information needed to analyze capability of land forms, topography, slope,
hydro- geo-hazard zones, soil erosion and vegetative cover,
drinking/industrial/agricultural water source proximity, wild life access and
disturbances, drainage/stream flow and flooding inducements, surface water quality
and threat to ground water, displacement of settlers and land ownership conflicts,
public health and safety threats, traffic congestion, etc.
3. Land Use Optimization and Planning Skills – Ability to combine GIS with
environmental planning practices to analyze and assess complex problems related to
actual land utilization, land use change and Land use area allocations and
optimization. Ability to analyze of a number of thematic maps needed for a better
appreciation of the land use trend, spatial development strategies, development
thrusts, and future land and infrastructure requirements in a land use plan. Strong
analytical and critical thinking skills to analyze potential disaster/climate risk-related
consequences of a project, identify environmental issues concerning project design
and execution, assess land Use changes and inconsistencies, tenurial issues, etc.
Understand technical issues on land utilization and categorization based on various
government standards.Monitoring and Evaluation Skills – Ability to collect
quantitative and qualitative data using excel, access, and GIS analysis tools to
identify success indicator needed for any M&E to achieving desired outcomes for a
project related to poverty reduction, environment protection and DRR. Experience in
profiling demographic, social and economic indicators such as population age group
by gender, labor force by gender, livelihood, source of income such as fishery,
agriculture forestry, etc and other socioeconomic, gender-responsive indicators and
etc. Experience in developing baseline information for vision reality gap analysis and
rating key outcomes and results indicators which will serve as basis for monitoring
and rating the comprehensive land use plan implementation. Experience in

demographic data and projections, geophysical, socioeconomic, cultural and political
environment. Knowledge of issues on land utilization, e.g., the impact of illegal land
conversion or non-conforming land utilization of local economy and environment.
Knowledge on political exercise for possible reversion of privately-owned land, but
subject to eminent domain to boost the local economy through proper land use
planning and zoning implementation and at the same time promote local resiliency.
Ability to create GIS-based map output for M&E which can improve the effectiveness
and communications of results management, stakeholders and end-users.
4. GIS Skills to Re-create Maps (20 years experience) - Ability to compile geographic
data and create attractive, readable statistical maps generated using various
mapping techniques. Ability to create multi-hazard maps that can be an effective tool
for communicating complex study results clearly and concisely while providing visual
impact. Ability to re-create new layer maps showing vulnerable areas and exposed
populace or critical infrastructures which can be used as inputs in mainstreaming
DRR into the land use plan or technical inputs to the formulation of spatial strategies
and mitigation measures to cut disaster risks and impacts of natural calamities of
vulnerable or exposed communities, critical infrastructure and other assets. Ability to
custom large to small-scale briefing maps and presentation materials for reporting
and profiling, planning and operations, technical consultations and public hearings.
5. GIS Skill to Collect & Integrate Spatial Data (23 years of experience) - Ability to plan
and develop integrated methods for data accumulation on the various sources and
formats avoiding duplication efforts. Ability to gather, measure, clean, process and
integrate geo-data sets to produce new layered maps. Ability to evaluate maps,
measure quality, positional accuracy and limitations of geospatial information and
ability to field validate raw maps on the ground using modern tools and/or
indigenous techniques. Ability to identify data gaps related to territorial jurisdiction
and administrative units, demography, taxation, voters precincts, environmentally
critical areas, etc. and ability to assess its quality, accuracy and use limitations of
maps and data integrity. In depth GIS software operation skills e.g., ArcGIS Desktop
10. x, ArcPAD, ArcGIS Explorer, ILWIS, MapInfo, AutoCAD Map, Open Source GIS
softwares e.g CBMS, Moneyfold, QGIS, etc.
6. Photogrammetrist (10 years experience) stereo plotting and Photo/Imageries
Interpretation
7. GIS Skills in Spatial Database Design and Development (10 years experience) –
Ability to design a spatial database, define data structures along with rules,
relationships and geometric properties (such as point, line, and polygon and types of
coordinates) of feature classes, raster, and attribute tables as well as the set of
columns in each table of each key dataset in a geodatabase intended for land use
planning, disaster risk assessment, tax mapping, political mapping, etc. Use
Microsoft Visio and other tools to generate series of graphics of datasets and its
elements. Define coordinate system and spatial properties for each dataset; includes

NAMRIA from year 1998-2000. Familiar with HLURB GIS Cookbook for CLUP and ZO
formulation, CBMS database of DILG, LDRRMO database required in the RA10121,
Real Property Taxation Database and Business Licensing Database. Ability to lead

designed for technical or non-technical personnel. Patient in developing GIS skills,
particularly if training participants are coming from various levels with educational
background. Ability to supervise local information production at various levels of
project organization and project partners and offer solution whenever needed to
address data gaps to ensure timely deliverable of project outputs. Ability to conduct
participatory data collection and validation, customizing training for non-technical
users to produce maps, statistical tables and graph presentations. Ability to train on
how to collect, capture, analyze and interpret aerial photos, satellite imageries and
other geospatial data form to model ecosystem processes and functions. Ability to
train on how to integrate a wide variety of data into common formats, such as maps,
graphs, statistical tables and to produce maps. Ability to train how to verify GPS
positional accuracy of any map information. Resource Speaker and Facilitator e.g.,

disaster risks. Ability to design and develop training on Real Property Assessment,
Tax Mapping and real property tax collection enhancement towards resiliency of local
government units. Knowledge of importance of Gender Sensitivity in training and
capacity building.
