Addressing Radicalization: New Challenges and Solutions
Through a series of indoctrination techniques, individuals and groups in at-
risk societies embrace extremist ideologies conducive to recruitment in
terrorist organizations. Due to the advanced indoctrination and recruitment
techniques of ISIS, an effective de-radicalization strategy is needed. This
panel will address a series of strategies and behaviors that can be adopted
in the defense against terrorism. The discussion will focus on innovative
measures that can disrupt the radicalization process by developing
effective counter-narratives, rehabilitation, reintegration, and de-
radicalization programs. The political, financial and operational support
required to thwart the spread of extremist and violent views will be discussed
by practitioners in the field.

Psychological Aspects in the Fight Against Terrorism
Psychology and a significant number of its sub-disciplines are increasingly
applied in effective counter-terrorism campaigns. Psychological aspect in
the fight against terrorism require: developing awareness and promoting
resilience in the population, training personnel in early detection
performance, implementing methods to treat victims of attacks more
effectively and enhancing capabilities of first responders. This panel will
examine the most useful psychological instruments and techniques applied
by practitioners in the fight against terrorism.

Technology and Human Factors – Two Faces of the Same Coin Against
Terrorism
The human factors in the defense against terrorism are interconnected with
the growing importance of finance, cyber space and social media. As a
key component of a terrorist network strategy, organizations such as ISIS
have shown an unprecedented ability to use social media for
indoctrination, recruitment and training and building ways to finance
criminal activities. Thus, a closer synergy between NATO Allies and Partner
countries is essential to developing effective counter narratives and
information campaigns that will discredit extremist propaganda online. This
panel will gather experts and practitioners who will present relevant case
studies in order to develop an effective strategy that can counter terrorism
financing, vulnerabilities in cyber space and propaganda in social media.

Preventing Radicalization by Enhancing the Information Sharing Among
NATO
Allies & Partners
Following recent attacks linked to or inspired by ISIS in NATO Members such
as Belgium, Canada, Denmark, France, Turkey and the US, along with
attacks in NATO Partners such as Australia, Egypt and Tunisia, the need to
share information among NATO Members and Partners has increased
significantly. The continued threat of foreign fighters, weak border security
and terrorist supporting networks creates a need for enhanced
cooperation. This panel will analyze the joint intelligence, surveillance, and
reconnaissance methods used by NATO Members and Partners as well as
relevant institutions and stakeholders (Europol, Interpol, Centers of
Excellence and Five Eyes) to prevent radicalization, thwart terrorist attacks
and apprehend terrorist operatives.

The Role of International Organizations, NGO’s and Other Relevant
Stakeholders
in Countering Terrorism and Preventing Radicalization
During NATO’s campaign in Afghanistan, cooperation between security
institutions, NGO’s and various relevant stakeholders (local authorities,
donor organizations and academic institutions) took on a new meaning in
the international community’s efforts to de-radicalize an at-risk population
during an ongoing military campaign. Following the completion of the ISAF
mandate, cooperation between NATO Allies, NGO’s and relevant
stakeholders has continued in an ongoing effort to effect de-radicalization
campaigns throughout NATO Member and Partner countries. Facing the
growing threat of ISIS recruitment and terrorist operations within NATO
Members and Partners, there is a growing need to harness effective
practices in countering radicalization. This panel will concentrate on the
measures used by NGO’s, relevant stakeholders and practitioners in
Belgium, France, UK, Jordan and the UAE in countering radicalization
among at-risk populations.
