Subject: Data Requests to Support UN-HABITAT City Level Study on
Financing for Resilient and Green Urban Global Solutions
The United Nations Human Settlements Programme (UN-HABITAT) is the coordinating agency
within the United Nations System for human settlements activities and urban issues and the task
manager of the human settlements chapter of Agenda 21 and responsible for promoting and
consolidating collaboration with all partners, including central governments, local governments,
governmental agencies and institutions, private organizations, and non-Governmental
organizations in the implementation of the Habitat Agenda and in promoting economically
productive, socially inclusive and environmentally sustainable cities. The Secretary-General
pointed out in 2009 that the need for strengthening international partnership – “has now reached
emergency proportions, rather than simply being a matter of urgency”. UN-HABITAT has
increasingly put emphasis on enhanced partnership in the implementation of its mandates. The
Global Initiative on Financing for Resilient and Green Urban Global Solutions (FRUGS) is an
important response to the United Nations Secretary-General’s call for strengthening international
partnership to implementing Sustainable Development Goals (SDGs) and financing SDGS.
UN-HABITAT, KfW, African Development Bank, Inter-American Development Bank, and
Shelter Afrique have partnered to develop a joint global initiative on Financing for Resilient
and Green Urban Global Solutions (FRUGS). The main purpose of the FRUGS Initiative is to
assess the financial needs and status for housing, infrastructure and urban services, and to
identify and prepare potential projects to be funded or partially funded by Development Banks
and other international sources. We are very pleased that Bhubaneswar city has been identified as
having the potential to be one of the first batches of cities in the world for the FRUGS Global
Initiative.
UN-HABITAT has engaged a consultant – Mr. Aashish "Aash" Mishra to prepare a city level
study on the Bhubaneswar City to identify investment needs for affordable housing and
corresponding infrastructure and urban services, addressing low-carbon and climate resilient
development and recommend approaches and sustainable financial instruments, and to prepare
future fundable projects to advance the resilient and green urban development in Bhubaneswar
city. In order to have a successful city study and identification and preparation of future fundable
projects in the city, we hereby request and appreciate your kind support to collaborate and share
data and insights, and render your support in the process of this study and project identification.
