Overview of Canada-BC Labour Market Agreement (LMA)
• Approximately $66M/year funding over 6 years ending 2013/14
• For 2009/10 and 2010/11 only, BC received $56.5M of funding
under the Strategic Training and Transition Fund to assist with the
economic downturn
• LMA Eligibility Criteria – funding must to used for incremental
spending on labour market programs/services for eligible clients:
o Unemployed non Employment Insurance (EI) clients, or;
o Employed low skilled individuals (lacking high school,
certification or essential skills)

LMA Programs and Performance Outcomes
• 28 LMA initiatives operating in BC in 2009/10
• Over 11,500 clients were targeted to be served in 2009/10 -- 13,186 were
actually served
• Highlights of 2009/10 performance outcome report:
o following the intervention 43% of individuals were employed and 12%
were in a further intervention
o three months post intervention, 53% were employed
o 61% of individuals served received a credential through their
participation in an LMA program/service.
o Over 93% of the clients served indicated they were satisfied with the
program/service they received and felt the intervention was helpful in
meeting their labour market goals

• A strategic planning process was completed to assess effectiveness of LMA
investments made to date. Each year, the plan will be reviewed to ensure it meets
constantly changing economic needs across the province.
• New initiatives for 2010/11:
o Job Options BC – province wide group based program for unemployed
individuals based on the successful TIOW model
o Youth Skills BC
 Youth Skills BC – Workplace Pilot Program (RFP in progress)
 Youth Skills BC – Entrepreneurial Pilot Program (under development)
 Youth Skills BC – Community Based Pilot Program (under development)
o Labour Market Solutions
