2. ECM REGULATIONS
European rail operators more and more feel the heavy responsibility of
keeping under control the safe circulation of their wagons inside the rail
network.
A small problem on a wagon can be the cause of a bad accident that can
sometimes involve human beings and infrastructures.
On May 2011, the European Authorities provided the EU Regulation N°
445/2011 for Entities in Charge of freight wagons Maintenance (in Italy, the
D.Lgs. 43/11 officially creates the figure of the Maintenance Certified
Responsible), defining the standard guidelines and the specifications for the
implementation of a Maintenance Management System qualifying an Entity
in Charge of Maintenance (ECM) for rolling stock material.
The European regulation 445/11 defines the limits of actions and
responsibilities of different functions involved and is going to become the
only reference standard for the certification of entities responsible of
maintenance, in line with the targets of market homogenization and free
circulation across Europe.

4. ROLES DESCRIPTION
ECM : The Entity in Charge of Maintenance coordinates and controls the other
functions of the Maintenance System, taking the management function in the chain
and securing that all the functions involved operate complying with the
requirements and standards, both managerial and technical.
The ECM organizes the audits on the main Maintenance Management System and
on the Management Systems of the companies involved in the network; is in
charge of the risk assessment, coordinating and ensuring the information flows
among the parties and keeping the wagons ‘’maintenance file’’ updated.
ECD : The Entity in Charge of Design and Development of Maintenance takes care
about maintenance engineering : defines the maintenance strategies and the
technical specifications of repairs, periodically revising them after having analyzed
economical and operational information of repairs, break down and returns of
experience.
The ECD manages and updates the maintenance documents/files of every railcar
and is responsible of the project and development of wagons technical changes or
updating.

ROLES DESCRIPTION
ECFMM : The Fleet Maintenance Manager is responsible for the Planning of
maintenance activities, takes care of the wagons removal for maintenance and of
their return to operation after maintenance.
The ECFMM supervises the daily operations, managing the activities of workshops
and flying squads carrying out the repairs; is taking care of the flows of materials
and spare parts and of the technical information and is responsible of verifying and
validating the repairs ensuring that all the operations have been made following
the technical specifications required.
ECE : Certified workshops execute the repairs strictly under the control of the
ECM that audit the Maintenance system and the standards , and of the ECFMM
that keeps under control the process and the quality of maintenance activities
performed.
6. RSM: The Network Structure
Rollin’ Stock Maintenet (RSM) is a project that gathers a network of
qualified companies working together in a coordinated, advanced
Maintenance Mangement System in line with the most updated European
Regulations and Standards.
Working together in a unique Maintenance Management System, utilizing
an Information System designed to support the net and totally on the web,
secures a high level of integration and coordination of the maintenance
activities at every level.

7. RSM: The Network Structure
The activities of maintenance engineering, jobs planning and information
flows management are supported by a purpose-built Information System
studied for an organization that works with high flexibility, dynamism and
decentralization, able to give a quick reply to the various needs of an ever-
changing market.
The maintenance services have a nationwide presence thanks to
anetwork of flying squads and workshops and able to operate on the
tracks.

The Network Structure and the Management System organized per macro
functions allows to offer a wide set of services, such as the assumption of
complete responsibility as Entity in Charge of Maintenance (ECM), or the
Fleet Management (ECFMM), or the simple execution of a repair by
qualified flying squads or workshops (ECE), or consultancy for defining the
maintenance strategies, or analysis of information about the repairs, or
engineering of technical changes (ECD).

9. RSM: THE COMPANIES IN THE NETWORK
RCS - RAILCON SERVICE S.r.l. : a young and dinamic company founded by two
operators active in the logistics area. RCS takes the role of certified ECM and is
responsible of coordinating and controlling all the duties/activities (both inside the
company or outsourced) related to the railcars maintenance.
The other responsibilities in the RSM network are shared as follows :
- Entity in Charge of Design (ECD):
- Railcon Service S.r.l. – Consulting company in the areas of logistics and
management
- Engineering company specialized in the design of rolling stock
- Entity in Charge of Fleet Management ECFMM) : DueBi S.r.l. – company operating
the maintenance of rolling stock.
- Entity In Charge of Execution (ECE): certified workshop located country wide.
This organization enables RSM to supply a wide range of services to the railcars
operators, from the single repair service to the complete maintenance management,
taking in charge the responsibilities of their fleet as ECM.
Although the biggest operators already made the right steps to follow the ECM
standards, the actual situation in Italy is in evolution regarding both regulations and
organizations. In this picture, the market shows a strong request of companies able to
supply professional and coordinated maintenance services at competitive rates.

10. THE SERVICES
ECM
RSM provides a complete service as ECM, taking care of the maintenance of
the entire fleet of the customer. Thanks to its information system, totally web-
designed, customers can permanently monitor the state of the maintenance
of their fleet.
The modular structure of the network allows to use even one single part of
the services/functions of the maintenance. Companies already certified as
ECM may assign RSM even a single function of the chain, or any
combination of them :
• ECD – Maintenance Engineering
• ECFMM – Planning and management of maintenance operations
• ECU – Repairs executions

11. THE SERVICES
FLYING SQUADS
It is often necessary to organize urgent repairs of railcars stopped by the railway
operators because not anymore allowed to the circulation due to an occurred
damage.
RSM organizes and manges Flying Squads able to reach the wagon where it is
stopped, repair it with the appropriate means and leave it able to circulate, without
organizing a transfer to a workshop.
The Flying Squads, leaving always from the nearest base, ensure a quick and
professional solution minimizing the travelling costs.
PLANNING AND ACTIVITIES CONTROL
Workshops and Flying Squads are coordinated by the RSM Operations Centre,
that plans and controls the execution of all maintenance operations, keeping the
customer constantly informed about the result of repairs. RSM is equipped with
the most updated technologies to keep the job under control, such as video
cameras, digital cameras and tablet PC, keeping a constant connection with the
on-line RSM information system, easily consulted by the customers, wherever the
operators are.

12. THE SERVICES
MAINTENANCE SERVICES IN WORKSHOP
RSM is organized with a network of qualified workshops in the territory,
able to provide maintenance services following the specific technical
requests.
Services can be supplied either in the workshops or on tracks at disposal
for this scope.
Upon customer request, RSM is available to evaluate and develop new
areas where to operate.
PREVENTIVE MAINTENANCE
Sudden damages can give big inefficiency and additional costs. To solve
this problem, RSM is able to organize, in cooperation with the customer,
special preventive maintenance programs following the customer needs.
The program can be done either in the RSM workshops or, better, directly
in the terminals where the customer operates specific trains. The
maintenance control may be programmed following the customer needs,
avoiding long stopping time and reducing the overall costs.
