2. KaMMMPi Proposal
KaMMMPi is a confederation of small farmers, fisherfolks and
farm workers with chapters nationwide.
It seeks to partner with private and government agencies to
implement a new approach to modernize farming small holder
farmers through GET (Green Energy Technology) SMART FARMS
(Systematic, Modernized Appropriate Rural Technologies for
Farmers’ Sustainability).
It offers to irrigate rainfed farms and cluster the same for
commercialization .At the same time, it will introduce a
community based power generation called “GREENERGY” using
agro-forest feedstocks to irrigate rainfed farms through “
electrigation” and provide
cheap electricity for rural industrialization.

6. BACKGROUNDER:
THE POOR PRODUCTION OF OUR
FARMERS AND FARMS IS MAINLY
BECAUSE OF THE FOLLOWING;
1. The Jurassic practice of seasonal planting (based on
irrigation schedule) that is now aggravated by the
Climate Change.
2. The antiquated system of planting and harvesting by
hand (instead of farm mechanization).
3. The absence of controlled irrigation systems and
support systems in crop production.

7. Meanwhile, hunger is upon more or less 50% of the
population with practically 1/3 of the children
malnourished as shown by the following graph;
9. KaMMMPi developed a social engineering approach to
establish a network of warehouses and organizations that could
house common service facilities, i.e. rice mills, gasifiers and food
processing facilities to service small farmers and eventually own
and operate the same.

We have now the anomaly of farms
and farmers producing less than
50% of their capacity.
We must now embark into a
paradigm shift in our production
systems to for small holder or
rainfed farmers to be climate smart.
We will now have to correct this
anomaly since we are now living on
dangerous times of an eminent food
crisis if no drastic measures are
made such as:

1. Providing Countryside direct investment (CDI)
with sovereign guarantee (similar to FDI;s) to
encourage banks to finance countryside projects to
irrigate more farms.
2. Providing Professional Management & Licensed
Agriculturists to ensure the yields and profitability
of farming.
3. Training New farmers to have the technology and
a sense of urgency.
4. Encourage Corporate Social Responsibility Projects
towards agri-development (not just social development) to
create new SME’s in the countryside to prime the
economy and pump prime the local economy towards
IMOD (Inclusive Market Oriented Development) as an
“inclusive business” as proposed by ICRISAT and ADB.
13. THE CHALLENGE:
A report (hidden from the public) shows that the shortfall in
rice supply continuous to be more or less 20% (not 2%) as claimed
by Sec. Alcala, based on the projected population for the next 10
years

21. The OBJECTIVES:
The basic objectives of this proposal is to establish the following:
1) Incorporate 1,000 farmers by contributing one hectare
each to the project to have the economies of scale and
operate a commercial farm with complete facilities for
continuous farming and producing export quality rice or
vegetables..
2) Market Linkage to have value adding.
3) Retire ageing farmers and encourage their
children to participate in the project.
22. The OBJECTIVES:
The basic objectives of this proposal is to establish the following:

physical infrastructure) to generate economic

23. The GSF Farmers:
– Smallholder will have a choice of possible incomes
from GSF as follows;
1. As Assisted Farmer by GSF
2. As Shareholder with 30% Net Production Share
3. As “Porsyentuhan” with 10% of production in
addition to 30%
4. As Farm Labor provider in addition to 30% of
total production or 30/100.

24. THE PROJECT FUNDING & MARKET:
– The proposal is for the FUNDER to provide P 800,000,000 (US $ 15 M) soft
loan or grant as seed fund to finance the purchase of the following
components;
1. Renewable Energy for Clustered Farms controlled by the
community.
2. “Electrigation” controlled by the farmer.
3. Tractor Pool
4. Rice Mill
5. Village Level Processing Centers.
– This will now set them up into an agribusiness mode to supply uniform
varieties of rice to the funder and the market with quality rice for
employees and clients including the free one bag of rice for the 3.5 M PPP
beneficiaries and the military .
25. COMPARATIVE ADVANTAGE
– KaMMMPi/FARMCORP will insure that the smallholder farmers will have a comparative
advantage in enrolling as follows.

was engaged to do BASELINE SURVEY of a typical
area in Aborlan, Palawan as prospective site and
found the following;
1. The combined area in Aborlan alone is 1,386
farmers. This is more than the area required
1,000 farmer needed.
2. There is only one tractor doing custom
plowing while the farmers have their own
hand tractors which are inefficient.

area in Aborlan, Palawan as prospective site and
found the following;

per hectare which is two times the price with that
of Luzon.
4. The harvest per hectare is only from 70-80 bags
5. There is no soil analysis to serve as guide for
fertilization.
6. That the farmers indicated interest to enroll in
the SMARTFarmS and undergo TESDA TRAINING.
