Hina Rabbani Khar was born on 19 November 1977 in the landowner family of Kot Addu. Her father is feudal lord of kot Addu, Ghulam Noor Rabbani Khar and she is the niece of Ghulam Mustafa Khar. She is married to Feroze Gulzar and has two daughters, Annaya and Dina.
She graduated in Economics from LUMS in 1999 and completed her M Sc (Hon) in Business Management from the University of Massachusetts, Amherst in 20

Introduction
Hina Rabbani Khar was born on 19 November 1977 in the landowner family of Kot

Political career
Hina Rabbani Khar came in the national political arena during the period Prime Minister
Shaukat Aziz in 2004 as a Finance Ministry. In 2005, she was grand to the position of deputy
minister of economic affairs. As deputy minister, she contracted comprehensively with the
donors during the earthquake of 2005.
After the PML-Q denied her a ticket for re-election in 2008, she joined PPP and was
elected for a second time. In 2008, after successfully defending her constituency, she was
selected as Minister of State for Finance and Economic Affairs in the cabinet of Yousaf Raza
Gillani. She worked on the financial budget in the absence of the then Finance Minister and on
13 June 2009 presented the 2010 federal budget in the Parliament and has the distinction of being
the first woman politician to present the Pakistani budget in the NA.
As a Foreign Minister
Khar was appointed as Minister of State for Foreign Affairs on 11 February 2011, as part
of Gillani's cabinet rearrange. After Shah Mehmood Qureshi's resignation as Foreign Minister,

she held the Foreign office as temporary Minister of Foreign Affairs on 13 February 2011. She
was formally appointed as 26th Foreign Minister on 18 July and was avowed in on 19 July,
becoming the first youngest female Minister of Foreign Affairs. She was appointed foreign
minister during a difficult period in Pakistan: when the country's armed forces were tackling
stern elements in Western Pakistan and anti-American sentiments ran high over the Raymond
Davis incident.
Shortly after her engagement in Foreign Ministry, she visited India from 27-28 July 2011
and held peace talks with her Indian counterpart, S. M. Krishna. Relations between the two
countries had been perched following the 2008 Mumbai attacks, restarting in February 2011. The
Indian media reported extensively on her trend and look. She held talks with leaders of the
Kashmir independence movement before meeting Indian government representatives, a
resolution which was condemned by the BJP.
In July 23, 2011 Foreign Minister Hina Rabbani Khar addresses 18th ARF Ministerial
Meeting. In her address to the ARF Ministerial Meeting at Bali, Foreign Minister, Hina Rabbani
Khar condemned the bomb attack in Oslo. She urged the international community to recognize
and respect sacrifices made by the Pakistani people in the WOT. She highlighted that the
international community must support Pakistan in this grave resistance. On the sidelines of the
18th ASEAN Regional Forum the Foreign Minister held meetings with the Russian Deputy
Foreign Minister, Indonesian Foreign Minister as well as the US Secretary of State, Hillary
Clinton. Foreign Minister, Hina Rabbani recommended the Russian side to have better financial
appointment in Pakistan. Both the Ministers agreed that in view of their senior leaders meeting in
Dushanbe in September, they needed to highlight detailed areas for further discussion to build up
their economic cooperation.. Indonesian Foreign Minister assured Indonesia’s support for

Pakistan’s mission to secure full dialogue partner (FDP) status with ASEAN. Foreign Minister
Hina Rabbani believed that Indonesia being chairman of ASEAN, Pakistan hoped for its moral
assistance in seeking the FDP position. Both the Ministers forwarded their invitation for official
visits to each other’s country.
In August 2011 she visited Beijing, China and held talks with Yang Jiechi, the Chinese
Foreign Minister and called on Premier Wen Jiabao. Hindustan Times stated that, in contrast to
her greeting in India, she was unnoticed by Chinese media.
Hina Rabbani Khar participated in the opening session of the 66th session of the United
Nations General Assembly, September 2011 in New York. She addressed the General Assembly
session, delivered the national statement and held various bilateral meetings on the sidelines of
the high level debate. She also met the Foreign Minister of Japan Koichiro Gemba, and EU High
Representative Lady Catherine Ashton and held bilateral meetings with the Foreign Ministers of
different countries. In addition, she had extensive interaction with media entities.
She also visited the UK in February 2012 to review the progress of the ESD (Enhanced
Strategic Dialogue) with her British counterpart Foreign Secretary William Hague. Pakistan
greatly appreciates the generous development assistance by the Government of UK, especially in
the Education and Health sectors.
On the invitation of the Foreign Minister of the Russian Federation, Mr. Sergey V.
Lavrov, Hina Rabbani Khar paid a visit to the Russian Federation on 8-9 February, 2012. This
was the first ever official visit by a Foreign Minister of Pakistan. During her stay, she held useful
meetings with the Russian Foreign Minister and Energy Ministers and other government
functionaries as well as private sector representatives. Both Foreign Ministers agreed to

undertake necessary steps to enhance bilateral cooperation in the spheres of trade and
investment, energy, agriculture, education, science & technology, regional cooperation and
cultural exchanges. Hina Rabbani Khar extended an invitation to her Russian counterpart to
come to Pakistan.
On 12 August 2012, while speaking at the 16th Summit of the Non-Aligned Movement in
Tehran, Hina Rabbani Khar said that increasing conflicts over Iran’s nuclear program was
threatening further insecurity in the broader area, and a diplomatic decision of this problem is
still achievable on the basis of mutual confidence-building actions
Foreign Minister Hina Rabbani Khar visited Japan on her first official visit to Japan as
Foreign Minister to participate in the 18th International Conference on the Future of Asia (23
May to 26 May 2012). The Foreign Minister spoke on “Pakistani’s Perspective on the Future of
Asia”. She also held joint meeting with the Japanese Foreign Minister, Mr. Koichiro Gemba,
during her visit to Tokyo.
On 6 June 2012, Pakistan changed its call for a U.S. apology over the killing of 24 armed
forces in U.S. warplane attacks at the Shalala check post, as Foreign Minister, Hina Rabbani
Khar argued that "higher principles should take precedence over politically popular
considerations". She confronted the U.S. to "live up to its democratic ideals by respecting the
will of Pakistan’s elected legislature”. She also informed the Hillary Clinton that the United
States will be to blame for defeat in the war on terror in the cause of suspension of financial
assistance, as Pakistan could not fight the war single-handedly.
Hina Rabbani Khar, on a visit to Kabul on June 7 2012, said that Pakistan has "no hidden
agenda" in Afghanistan, where Western services intended to pull out troops by 2014. "Pakistan's

desires and hopes for Afghanistan are nothing more than a peaceful, stable Afghanistan," she
said. While Afghan Foreign Minister Zalmai Rasoul told the same news conference: “Pakistan
plays a key role in Afghan peace process. I hope Ms Rabbani’s visit is the beginning of a good
relationship between our two countries.”
October 30, 2012 Hina Rabbani Khar leaves for Three day Official post-revolution Egypt
visit where she met the top leadership of the newly-formed Egyptian government — Pakistan’s
first ever visit to post-revolution Egypt. The meetings are aimed at strengthening ties between
the two Muslim countries.
During her visit to Bangladesh on 9 November 2012, Khar was advanced by the Foreign
Minister of Bangladesh Dipu Moni to settle awaiting post-independence matters, emphasizing
especially an apology from Pakistan for the genocide it had carried out during the Liberation
War of 1971.Hina Rabbani Khar restated that Pakistan had felt sorry its 1971 actions. She further
called for the two countries to move ahead together for their respective betterment.
Pakistan remained in the fore front of fighting Islamophobia and discrimination against
Muslims. Hina Rabbani Khar presented a Ministerial Declaration on condemning the recent
release of defamatory material on internet, in the OIC Annual Coordination Meeting held in New
York on 28th September 2012, which was later adopted by consensus in the 39th Session of OIC
held in Djibouti on 25-17 November,2012.
On November 21, 2012, Foreign Minister urges special trade agreements among D8. She
has called for early operationalization of better trade‚ visa and customs agreements to strengthen
economic support among the member countries of D-8. The Foreign Minister said Pakistan

offers profitable investment chances to the foreign investors in the areas of energy‚
communication and agriculture.
On February 18, 2013 Foreign Minister Hina Rabbani Khar has called upon India to
exercise control and stop killing of guiltless Kashmiris in Occupied Kashmir. Addressing the
meeting of OIC Contact Group on Jammu and Kashmir in Cairo‚ she said those guilty for such
offense should be brought to justice. India must also take steps for early liberate of political
prisoners and abolish the draconian laws. She said decision of Kashmir dispute is crucial for
harmony and strength to South Asia and ameliorating the agony of the Kashmiri people.
Lamenting the aggressive announcements Hina Rabbani Khar said we are equipped to work with
United Nations Military Observer Group and would also welcome an OIC fact finding mission to
explore the recent incidents of ceasefire violations along the LOC.
Conclusion
Hina Rabbani Khar held the Office of Foreign Ministry for more than 2 years during
which she extensively maintained the diplomatic relation with the neighbour’s countries and
tired to clearly define the diplomatic moves of country. She beautifully demonstrated the public
opinion on the Shalala Incident and firmly championed the cause of NATO blockade. Despite of
her youngest age she manifested her wisdom with style. Wherever she goes, she left her mark as
style icon and genius lady. No doubt after having her degree in Hotel Management, she came to
the politics and appointed in one of the important portfolio, she showed her caliber in dealing
with the diplomatic delegation and in dealing with the tough foreign affairs. Her office was
replaced by the Sartaj Aziz on 7th June, 2013.
