Editor's Notes
Thank you for watching the Teach Memphis Transfer Application Info Session. This video is intended for those teachers interested in exploring new opportunities by participating in Memphis City Schools’ voluntary transfer process.
Here we will review the eligibility requirements for transferring, the transfer application process and demonstrate our online application. We hope that this video will provide you with all the information you need to successfully guide you through the transfer process from start to finish. There’s generally two different types of teachers who will participate in the transfer process: teachers who have positions but want to try something new at a different school and surplus teachers. Surplus teachers who meet specific requirements are eligible to participate in the voluntary transfer process. Memphis City Schools is a huge believer in mutual CONSENT. This means that when you interview with a principal, she must decide you’re a good fit for her school and you must decide you’re a good fit for her school. By participating in this process, surplus teachers take an active role in finding a new position and lessen the chance of forced placement.
Let’s go through the eligibility requirements teachers must meet to participate in the transfer process.
“ Generally, these are the eligibility requirements to transfer out of your building: you may not be on an interim contract. An interim contract is one that’s temporary. You are placed on an interim contract if, for instance, you are filling a position for someone who is on medical leave. It’s a temporary contract that has an end date on it that coincides with when the person is returning from leave. There is also an addendum attached to your contract. If you’re not sure, take a look at your contract, and if it has an end date and an addendum, you are a teacher on an interim contract. Teachers filling interim positions go back into the Teach Memphis candidate pool after their position ends and may interview for positions for the upcoming year once they are open for external hires. You may not transfer if a decision on whether to grant you tenure will take place next year. The reason that requirement is still there is you’re with the same principal this year as next year who will grant you tenure. If you’re going to a new building, your principal might not have the context needed to say whether or not you deserve or don’t deserve tenure. You may not be teaching on a permit. That requirement has to do with your licensure. If you are fully certified or if you’re not on a Transitional license and are eligible for renewal for an additional year, you are fine. But if you have a permit or an Interim B or an Alternative Type II, you’re not eligible to participate. You cannot have been non-reelected by your principal. YOu probably wouldn’t know if you were non-reelected by your principal at this time of year, but when we have transfer processes later in the year, you may be notified that you’ve been non-reelected. If you are currently in one of the district ’s Striving School Zone schools, you cannot have voluntarily transferred in the last three years – so if you applied to and were selected for a transfer in the transfer period of Spring of 2009, 2010 or 2011, you may not transfer. And if you are in any other school, you cannot have transferred in the last two years, so if you applied to and were selected for a transfer in Spring of 2010 or 2011, you may not transfer. Teachers who are surplussed from their buildings due to a decrease in budget allocations CAN transfer, even if they voluntarily transferred in the last three years or two year (depending on school type), are allowed- in fact – encouraged to apply for positions in the transfer period. However, if you are on a permit or filling a position for a teacher on leave and your position is surplussed, you may not transfer. Q: on a transitional license and working on full certification. Can I transfer? Not if you’re up for tenure. You have to meet the other eligibility requirements and I’m pretty sure you have an appointment around March 15 to prove you’re on track to renew your certification.
Now, let’s go over the application process.
Application Process Contact information Information about licensure Apply for positions You can if you want, upload a resume. That gives us another thing for principals and hiring teams to look at to see your qualifications and work experience. We highly encourage you to upload a resume so that principals can review your qualifications in advance of your interview. Once your transfer application is screened and you are deemed eligible to transfer, you can go in and search for positions by school, subject area or region. You may then select any positions you would like to apply to. From there, you go to a status called Ready to Transfer. That means you've met all the eligibility requirements. Now we move on to the interviews by seniority–the transfer process is done by seniority. As per the contract negotiated by Memphis City Schools and the Memphis Education Association, principals are required to interview the top four most senior candidates who apply for any one position. If you and 10 other teachers apply for a position and you're a less senior teacher, it's less likely that you will get an interview for that position. Sometimes there are positions that don't get a lot of interest, and with those, if you're a less senior teacher you can get an interview because teachers with more seniority didn't indicate an interest in that position. When we tabulate seniority for that position, you'll get an email that says "You're one of the top five most eligible teachers for the position at Grandview." You'll know to expect a call to schedule an interview with a principal After that interview takes place, the principal will make a recommendation. You'll know if the principal is recommending you because you will sign the recommendation form. This form means the principal wants you in that position, you want the position. When the form gets to our office, we will mark that position as filled by you. Keep in mind, you have the right to refuse any position, but we do encourage you to take any and all offers seriously. If you don't accept that position, it's likely that the principal will choose the next eligible candidate. If you do sign a recommendation form, but you have other interviews scheduled, please do not sign any additional recommendation forms. [Do applicants have to tell the principals that he/she's signed a recommendation form and will not need to interview or does the STARS office do this?—good question for transfer FAQ] From that point, for everyone who got a position via the transfer process, we'll send your recommendation forms over to HR and then you'll be notified that you'll be in the position for the next school year.
