• Real-time surveillance and hands-on supervision of aid transactions
should replace and complement historical control/audit procedures to
secure that funds reach its final destination
• The basic idea of DEAR is transfer of knowledge and technology from
key industries to aid by introducing a new scalable and transparent
governance model with global potential
• DEAR offers a visible anti-corruption strategy implemented by a digital
transformation of the core business model

• Idea-originated by Sverre Lilleng and Jan Erik Audsen in 2011
• A core project group supported by Sven Arild Andersen and Brian Taylor
was formed and project scoped during 2011-2012. Oda M. Myklebust
participated from 2016
• Presentation towards Norwegian governmental departments and
industry in 2013-2015, well received, but with some hesitation to
engage

• Increase and multiply the desired direct effects of
development assistance and thus contribute to reduced poverty,
economic growth and better distribution of welfare
• Improve confidence to national political systems, government and
institutions and pave the way for foreign industrial investments and
traditional risk capital
• Strengthen Norway’s position within modern aid efficiency and anti-
corruption
