Even in states without closures, like Mississippi and North Dakota, the sole clinics are only open due to judges temporarily blocking enforcement of new regulations. Many states did not track abortion providers separately from other medical practices, making accurate clinic counts difficult, but most did not pass new restrictions in the last three years.
