Agriplan, in consortium with GK Holding and TOPICS International, is the main contractor of the
project "Integrated Pig Production Project, Bosnia-Herzegovina" (PSOO/BH/1/25) in Bosnia-
Herzegovina, which is implemented within the framework of the PSO-plus programme in Bosnia &
Herzegovina. It has been agreed that Agriplan will render the services of Ms. Vesna Katie in this
project as translator/interpreter and project assistant for the duration of the project, in accordance
with the terms as stipulated hereafter.

project assisuini for a Dutch PSO project, as local project team coordinator I was
working closely with her and direct responsible for her activities.
During this period Mrs Katie was working as an interpreter and assistant and T can
state that she was of great value for the project and me. Her English skills in writing
and speaking are cf a high level and T appreciated especially the adequate and fast
simultaneous translating- Even though the matter of the discussions was strange for
her as it was very specific, she mastered the terms fast aod was able to translate

5. TO WHOM IT MAY CONCERN
From May to July, 1998, the Organisation for Security and Cooperation in Europe (OSCE)
organised Election Registration in Bosnia. During this period, Ms. Vesna Katie worked
closely with me as an interpreter.
Ms. Katie was more than an interpreter. She carefully learnt all stages of the registration
process and assisted the local team, with whom she had excellent relations, in this process.
She showed initiative, reliability and willingness to work long hours in occasionally
adverse conditions.
It was a pleasure working with Ms. Katie. Her team spirit with colleagues and other

Miss Vesna Katie acted as my interpreter when I served as an International Elections
Supervisor with the Organization of Security and Co-operation in Europe during the municipal
elections held in the Republika Srpska September 13-14. She was a skilled interpreter and willing to
work long hours and to help out in areas other than interpretation. She showed initiative and
intelligence and was able to get on well with all of those with whom she came in contact. I was very
lucky to have had her help during the elections. I can recommend her services unreservedly to any
future employer.
I have had experience working abroad, having spent thirty-four years in the Canadian
Foreign Service with two appointments as Ambassador (Argentina and Saudi Arabia) and have been an

1. Reference Army Regulation (AR) 700-137,16 Dec 1985 and Army Materiel Command

{LOGCAP)"; Field Manual Interim (FMI) 4-93.41, "Army Field Support Brigade Tactics,

2. Purpose: Contractor is in operational support of the U.S. Army's LOGCAP contract and is
providing direct support to U.S. Forces in various OCONUS locations. Travel has been
determined to be in the best interest of the Government. Period of performance is through
8/31/2008.
3. Travel Authorization: In accordance with U.S. Army's LOGCAP Contract Number
DAAA09-02-D-0007, the following named individual, an employee of Kellogg, Brown and
Root Services, Inc., is authorized to proceed in support of subject contract as required
from Houston, Texas to various OCONUS sites in support of Operation Iraqi Freedom.

During the period of performance:
You will be under the administrative control of the designated Army Field Support Brigade
(AFSB) and/or the AMC Forward Commander.
You are hereby entitled to all discounts (hotel, rental car, etc.) given to civilian personnel
working for the Department of Defense in accordance with the Joint Travel Regulation.
Otherwise, contractors will utilize the lowest commercially available rates. Essential mission
equipment will be transported with traveler.
You are authorized to use Government facilities and services as prescribed by the
appropriate Post Commander, to include transportation, billets, rations, PX (including POL),
commissary (including rationed items), and medical support.
4. Mode of Transportation: OCONUS U.S. MILAIR flights authorized and encouraged as a
cost avoidance measure when required for direct support of LOGCAP mission. Required
commercial transportation from and return to CONUS shall be at contractor's expense.
