- The document is a transcript of a speech given by Bantu Holomisa, leader of the United Democratic Movement (UDM) party, at an election rally.
- Holomisa criticizes the ruling ANC party for rampant corruption and calls on voters to not give them another 5 years of power, as corruption and poor governance will only continue.
- He argues that one-party dominance breeds corruption and that South Africa needs a multi-party democracy with checks and balances to end corruption and mismanagement.

Another five yearsof corruption
The bulkof the millionsof registeredvoterswill casttheirvotesonWednesday.
Theywill be cognisantof SouthAfrica’sfalteringeconomythathasproducedjoblessgrowth,andthe
situationhasbeencompoundedby corruptionandmaladministration –especiallyoverthe pastten
or elevenyears.
It’sup to the voterto assessthe statusquo and decide whatkindof leadershiptheywantforthe
future.
The commissionsof inquiry,especiallythe Zondocommission,have unmaskedacommon
denominatorinthe yearsof nauseatingcorruptionandlieswe hearaboutthese days.
We have heardhowBosasa andthe Guptashave bankrolledthe AfricanNationalCongress(ANC).
We erroneouslythoughtthatthe formerpresidentandsome of hiscabinetministerswere the sole
perpetratorsof corruption.
However,the revelationatthe ZondoCommissiontellsanotherdeeplydistressingstory.We now
realise howBosasaboughtthe topechelonsof the rulingparty.
2. You will recall thatthe UDM, togetherwithotheroppositionparties,have soughtthe constitutional
court’sinterventiononseveral occasionsinanefforttofightthe rulingparties’lootingandmisrule
overthe past nine years.
Had it notbeenforthe opposition,there wouldnot have beenanychange ingovernment’s
leadership.Itistime forthe votersto recognise the contributionwe made torootout corruption.
Votersmustrealise thatthe rulingparty’sso-called,self-correctingnature,isamyth.
The questionvotersmust nowaskthemselvesisthis:“Dowe wantanotherfive yearsof corrupt ANC
rule?”.
Shouldtheygeta simple majority,we are definitelyinformore of the same.
We will have the same corruptindividualsatthe helm, andSouthAfricasimplycannotsurvive under
these conditions.
We have seenfirst-handhowtheyoperate.
We knowthatthe comradesincorruptionsee nothingwrongwiththeirmisdeedsanddon’tcare
that our people are payingthe price.
What isworse is thattheyare not evenashamedof their blatantlies.
We knowthatstate institutionshave becomethe private banksof the rulingelite.We,forexample,
knowhowthe PublicInvestmentCorporationwrote off billionsof the GovernmentEmployees
PensionFund(GEPF) monies.
We nowknowhowa choice group of people,builtempiresusingpensioners’monies,making

What nonsense isthis?
People shouldnotbe surprisedwhentheysee thisnarrative repeatedif the statusquoremains.
How muchmore proof doesthe votingpublicneedtosaynoto anotherfive yearsof ANCrule?
One-party dominance
One-partydominance breedscorruption.Multi-partydemocracyensuresthatwe have a
governmentsystemthathasthe checksand balancesbuiltin.We have tofightforthissystem.
The simple truthbe told,shouldthe currentrulingpartygeta simple majority:
• Lootingof state resourceswill notend;
• Insteadof growingabiggereconomiccake,economicdepressionwill continue;
• Dreadful joblessnesswill endure;
4. • Ourclinicswill still notbe equippedtotake care of our people’shealthneeds;
• Oureducationsystemwill remainintatters;
• Ourroads and infrastructure will further deteriorate;
• The tolerance forcrime and lawlessnesswillcontinue;
• Environmentalproblemssuchaspoor waste managementwill continue toplague informal
settlementsandtownships;
• Societal ills,suchasalcohol anddrug abuse,will neverbe rootedout;
• We will still have elite projects,like the eToll system, impactingonbusinessesandworkers,and;
• We will still have agovernmentof noconsequences.
Aftera twenty-five-yeartrack-record,the ANCstill hasthe temeritytocampaignonthe anti-
corruptionticket.
Givenitsreputation,whywouldthe votingpublicgive themanotherchance?

5. We mustbe especiallyvigilantwhenitcomestothe markingof the votersroll,to ensure thatcrooks
don’tcast more than one vote.
What are the firstthings the newgovernmentshouldattend to?
Prioritynumberone fora newgovernmentshouldentailabroadapproach,withthe publicand
private sectorsincluded,tocreate sustainable jobs.
The role of governmentshouldbe ironedout.It’sof nouse to rattle off numbers,sayingthatso
manymillionsof jobswill be created,whilstwe see people beingretrenched.
Once thisexercise iscompleted,we cansayhow manyjobswill be createdwhere e.g.inthe
agriculture andthe textile industries.
We needtostopthe massdumpingof goodsinSouth Africafromcountrieslike China,Brazil and
India,whilstwe shouldbe creatinglocal jobs.
The time for foldingourarmsis overandgovernmenthasa responsibilitytointervene tostopunfair
