According to the American Heart Association, Sudden out-of-hospital cardiac arrest (SCA) is a leading cause of death of adults in the United States, striking approximately 340,000 people every year. Fewer than 5% of those victims survive, largely because emergency medical services cannot reach them in time.
1998, Governor Pataki signed the Public Access Defibrillation (PAD) law into effect here in New York State. The law was intended to reduce mortality and morbidity from sudden cardiac arrest by placing these lifesaving devices in the hands of ordinary citizens, thereby saving precious minutes during an emergency. According to the American Heart Association, survival rates as high as fifty-nine percent (59%), twice those documented in most EMS systems, have been reported in PAD Programs
Designed to encourage greater acquisition, deployment and use of automatic external defibrillators (AED) in communities around the state in an effort to reduce the numbers of deaths associated with sudden cardiac arrest
Medical direction is based on the laws
NYS Public Health Law, Title IX
Cardiac Life provides a licensed NYS MD to serve as Emergency Health Care Provider EHCP
Medical Direction coverage between the customer and our Emergency HealthCare Provider (EHCP)
Filing of required documents; Notice of Intent and Collaborative Agreement, with local EMS Councils as required by state law
Notification of 911 Dispatch Centers and Ambulance Service of customer’s status as PAD Site; as required by counties
Assistance with Development and Implementation of Emergency Response Plans and AED Protocols customized and filed with AED/Medical
Direction documents.

On Site Physical and System inspection of your AED(s) at a scheduled date/time on an annual basis with a written report completed
Inspections include:
Evaluation of signage as required by state law
Physical examination of subscribed AED unit(s): Record Serial #’s along with exact location of AEDs
Use of Manufacturer’s software to get programming information and actual battery percentage and
battery insert date as available
Record expiration dates of adult and pediatric electrodes
Record Battery Energy level as available
Ensure AED is in proper working condition and in compliance with manufacturer’s guidelines
Perform any software upgrades needed.
Inspection of Rescue Ready Kit
Inspection of AED cabinet and alarm
Replacement of AED supplies when needed. Based on expiration date and/or manufacturer recall replacement accessory costs are not included and will be invoiced separately.
Completed report with Inspection recommendations sent to AED Coordinator
Loaner AED of equal make/model for any AED that has either: Been used in a rescue
Found to be defective upon inspection/maintenance
Affected by manufacturer recall
Loaner will remain in location until original is returned in working order.
Any device that is used (attached) will be completely checked
AED Inspection – Onsite

AED Coordinator and any additional identified designees will have access to AED information from any
computer, 24/7 dashboard view of compliance at a glance.
