of companies “Urban Centre”, which consists of the
main company “Southern Urban Planning Centre” and
three subsidiaries: “Don Urban Planning Centre” (Rostov-
on-Don), “Astrakhan Urban Planning Centre” (Astrakhan)
and “Centre of Urban Education” (Rostov-on-Don).

3. REGION
The Southern Federal District includes six regions; it is a multi-
ethnic and multi-confessional region with a rich history. There were
ancient Greek cities, the Khazar Khanate, Turkish towns and the
Cossack settlements in this area.
The nature is very diverse. The Black Sea, the Caucasus
Mountains, steppes and deserts, rivers and lakes… You’ll enjoy the
varied cuisine of many nations who live here. You can learn about
the traditional culture, customs and beliefs
4. City centre
LOCATION
The Centre of Urban Education is located in the
centre of the city of Rostov-on-Don, close to the
Central City Hospital. You can reach it by bus
from the Central railway and bus stations (about
10 minutes) or airport (20 minutes).
5. CITY
Rostov-on-Don is the largest city in the South of Russia. It is located in the Southern Federal District of Russia,
on the Don River, 32 km from the Sea of Azov. Rostov-on-Don is a port of five cities, there is an international
airport and a big railway junction. The population of the city is 1 089 261 persons according to the last Census
(2010). Rostov-on-Don is one of the ten largest cities in Russia.

Professional education in Rostov-on-Don is provided by a wide range of educational institutions.
Rostov-on-Don hosts higher educational establishments, including universities, academies, secondary schools of
vocational training including colleges, technical schools, specialized schools, and elementary schools of vocational
training including lyceums, professional colleges and general education schools.
Along with the higher educational institutions there is a French cultural centre (Alliance Francaise), sections of the
British Council and of the German Goethe Institute (DAAD and Bosch foundation), and a Korean Cultural Centre.
8. MAIN COMPANY
Southern Urban Planning Centre
The main company of the group, “Southern Urban Planning Centre” is
well experienced in the field of spatial planning, urban design and
strategic planning at different levels of government under market
economy conditions based on the current legal system. In addition to
practical work we are engaged in research in the field of urban
planning, which allowed us to create a special education program for
municipal employees.
The need for analysis and synthesis of problems during the years of
spatial planning has resulted in scientific papers and articles, as well
as the development of an educational complex for the professional
education of municipal employees.
Scientific leadership in the "Urban centre“ is upheld by the Doctor of
Architecture, Honored Architect of Russia, Professor Vladimir Belousov,
scientist and urban planner at an international level.

educational activities in accordance with Russian law.

AUDIENCE
Managers and specialists of organizations working in the field of
spatial planning, zoning and planning of territories;
Teaching staff of educational institutions of secondary vocational,
higher vocational education, postgraduate education, and additional
professional education - teachers in subjects such as "urban
planning", "architecture", "urban development", "urban cadaster".
The main goal of educational programs is the exploration of modern requirements for the
preparation of documents for territorial planning and for the organization regulation of urban
planning of the municipal territory.

LECTURERS
Our lecturers take part in numerous conferences and are authors
of a number of articles in professional journals, methodological
manuals and books. Moreover, all our lecturers are involved in
project activities.
16. Ways of education.
COURSES
The most popular means of education in
our centre is education at a distance.
This form allows to improve the skills of
municipal employees in remote Russian
regions at their workplaces, providing an
opportunity for budgetary savings. In
addition, the cost of education at a
distance is also lower.
Our centre offers different options for passing the training courses.
Students can come to our
city for full-time education,
which gives students a
possibility to share their
practice experience, to pose
questions to our lecturer
and to discuss problems
with their colleagues.
If training for a large staff is
necessary in your area, we
conduct outreach courses.
We also offer various kinds
of educational events, such

17. Full-time courses.
COURSES
Full-time courses take place at our centre in the city of Rostov-on-Don. Groups are formed on the basis of
applications which are submitted through our website or by mail.
Duration of the full-time course is 72 hours, it takes 6 days (8 hours every day).

COURSES
We organize different excursions for our students, such as a
visit of the historical centre of Rostov-on-Don and surroundings,
boat trips on the river Don, trips to the beach and swimming in
summer time.
21. Distance courses.
COURSES
Distance learning is carried out through the site "Gradokurs" (http://gradokurs.ru/),
where the student signs the contract for tutoring, gets access to lectures,
methodical materials, learns, has the opportunity to contact a program support
service, solves applied problems and passes tests on the knowledge of material.
22. Distance courses.
COURSES
The online course consists of lecture materials,
explanatory animation movies, slides and interactive
tests. A training online game, an urban simulator
“The City N”, is also included in the structure of the
course. This game gives the possibility to solve a
city’s problems as its mayor.
23. FINAL TESTING
The final test is a necessary part of the
educational process. Its format depends on the
form of education (full-time or distance). The test
results are recorded in the attestation sheet,
which is a must-have for application for
certification.
24. CERTIFICATE
On passing the final test, the certificate of
professional development in Town Planning direction
is given.
25. Vision of the future.
DEVELOPMENT
The intensifying process of globalization nowadays plays an important role in the socio-economic and
political processes of a single country. Change happens very quickly, and adaptation to it should be just
as fast.
The period after the Soviet Union’s collapse was very difficult for Russia and had a big influence on the
system of planning and professional education. Nowadays we are facing the problem of a shortage of
specialists in the field of urban development of the territory, especially in the area of municipal
management.
Russia has recently adopted a new planning system and the law in this area continues to change. It is
clear that the process has not completed yet.
Under these conditions, the constant improvement of professional skills is very important.
26. Vision of the future.
DEVELOPMENT
The main goal of the Centre’s future development is enhancing the interaction between theory and practice,
between different participants in the process of urban development.
We promote an interdisciplinary approach and attract the most interesting professionals who have practical
experience.
The Centre aims to utilize its research results and competence for the good of society.
The Centre will invest in new learning models and technologies and increase international education
interactions. We plan to expand our educational programs to enhance their topics and options.
We are going to attract different partners by further developing targeted services and organizing events that
bring together various interest groups.
The Centre will actively promote discussion and communicate its expertise in resolving global challenges.
