This document is a letter from Bharat Sanchar Nigam Limited (BSNL), a Government of India enterprise, to heads of various BSNL administrative units. It forwards instructions from the Department of Personnel and Training regarding compliance with the Lokpal and Lokayuktas Act, 2013. 1. The declaration/lnformation is to be given by all Groups A, B, C arrd
equivalent employees working in BSNL to competent authorities.
2. The Circle Heads and Heads of A1l Administrative Units may cause the
uploading of theses declarations on the companv's website. For corporate
office, unit heads may cause similar action.

The u.ndersigned is directed to refer to the subject mentioned above and to say that the
Govemment has notified the Public Servants (Fumishing of Information and Annual Return
of Assets and Liabilities and the limits for Eremption of Assets in Filing Retums) Rules, 2014
under the Lokpal and Lokayuktas Act.20l3- on 14.07.2014. The same is available on this
Department's website at http://persmin.nic. in/Lokpal_Homepage_New.asp.
2. As per the said Act and the Rules framed thereunder. every public servant shall file
declarations. information or retrrn. as the case may be regarding his assets and liabilities as on
the 31" day of March every year. to the competentauthority. on or belore the 3lt'day of July
of that -vear. It may be noted that as per Section 2(lXo) of the Act. "Pubiic Servant" means a
person ref'erred to in clauses (a) to (h) of si-rb-section ( I ) of section I 4 of the Act but does not
include a public serv'ant in respect of ,,vhom the jurisdiction is exercisable bl an-y colrrl or
other authority under the Arn'ry Act, 19.50. the Air Force Act, 1950, the Navy Act. 1957 and
the Coast Grurd Act. 1978 ol the proce'dure is applicable to such public servant under those
Acts.
