5. South Africa’s external vulnerabilities
• Current account deficit had deteriorated resulting
from a widening trade deficit and high reliance on
foreign capital inflows.
• Commodity prices had weakened considerably.
• Government reliance on non-residents to fund the
budget deficit.
• Rising perceptions of political constraints.
• Relatively low levels of foreign exchange reserves.
• Market concerns about US exit from quantitative
easing’s.
• Threats of further rating downgrades.

6. South Africa’s internal vulnerabilities
• Too few people work
• The quality of school education for black people is poor
• Infrastructure is poorly located, inadequate and undermaintained and insufficient to foster higher economic growth
• Spatial divides hobble inclusive development and exclude the
poor from fronts of developments
• The economy is overly and unsustainably resource-intensive
• A widespread disease burden is compounded by a
failing public health system
• Public services are uneven and often of poor quality
• Corruption and crime levels are high
• South Africa remains a divided society
