Your company’s new safety “credit report” Began in 2004 as a way to collect all inspection reports, analyze these reports, and determine trends of non-compliance.   FMCSA intends to use CSA 2010 to better direct their limited resources.   Consists of a large database, fed by each state.  Scoring is done with algorithms that weighs each violation on age and severity. Unsafe Driving — Operation of commercial motor vehicles (CMVs) by drivers in a dangerous or careless manner.  Example Violations: Speeding, reckless driving, improper lane change, and inattention. (FMCSR Parts 392 and 397) Fatigued Driving (Hours-of-Service) — Operation of CMVs by drivers who are ill, fatigued, or in non-compliance with the Hours-of-Service (HOS) regulations. This BASIC includes violations of regulations pertaining to logbooks as they relate to HOS requirements and the management of CMV driver fatigue.  Example Violations: HOS, logbook, and operating a CMV while ill or fatigued. (FMCSR Parts 392 and 395) Driver Fitness — Operation of CMVs by drivers who are unfit to operate a CMV due to lack of training, experience, or medical qualifications.  Example Violations: Failure to have a valid and appropriate commercial driver’s license and being medically unqualified to operate a CMV. (FMCSR Parts 383 and 391)

Controlled Substances/Alcohol — Operation of CMVs by drivers who are impaired due to alcohol, illegal drugs, and misuse of prescription or over-the-counter medications.  Example Violations: Use or possession of controlled substances/alcohol. (FMCSR Parts 382 and 392) Vehicle Maintenance — Failure to properly maintain a CMV.  Example Violations: Brakes, lights, and other mechanical defects, and failure to make required repairs. (FMCSR Parts 393 and 396) Cargo-Related — Failure to properly prevent shifting loads, spilled or dropped cargo, overloading, and unsafe handling of hazardous materials on a CMV.  Example Violations: Improper load securement, cargo retention, size and weight, and hazardous material handling. (FMCSR Parts 392, 393, 397 and HM Violations) Crash Indicator— Histories or patterns of high crash involvement, including frequency and severity. It is based on information from State-reported crashes.

Citations do not influence your SMS score, but violations recorded during roadside inspections do.   The Inspection Selection System (ISS) algorithm has not been finalized yet.   Every violation in each of the 7 BASIC’s is given a severity weight of 1-10. Older violations are weighted less then recent violations. A single poor inspection will have limited impact.   Size of company will be considered, so you will be compared to like-size carriers.   A percentile will rank you with your peers. Hours of service drivers’ logs – how is this changing?  What are the new paperless log requirements?
In the United States, your system must comply with the entirety of  CFR 49, Section 395 – Commercial Drivers Hours of Service.    New rule is effective June 1, 2012 Currently compliant systems can be used beyond that date as long as the truck in which the EOBR is installed remains in service.   System must be integrated with the vehicle, and synchronized with the engine to prevent tampering.   GPS is mandated for duty status location logging.   Drivers must have limited editing ability. Mandated for carriers who have > 10% of drivers with HOS violations in a single review.   Relief from supporting documents requirement for voluntary adoption.   What is CSA 2010? Drivers log in to signify they are on duty.  Drivers log out to signify off duty or sleeper. No other driver action is required. Required location entries are automatically made by GPS. Driving and On Duty Not Driving time are automatically switched based on wheel movement. Drivers’ log recaps are automatically calculated. Drivers’ logs are automatically transmitted back to the office at each tour of duty. Drivers find it easier than paper logs.   Eliminates availability conflicts when dispatching.

Filter by: Driver Date(s) Violations Audits can be performed directly from the computer, or from logs printed by LoadTrek. Focus your attention where it’s needed. Payroll, dispatch, and logs will always match. Drivers can log office/shop time from any computer or truck.

Drivers can access their logs in the truck or from any computer with internet access. Drivers can view other information as you allow – such as routes or payroll.   Drivers can show the recap, daily log graph, or both.    Logging in – in the office or in the truck.

What can I do to get ready?
Update your MCS-150 (motor carrier census form). Monitor driving performance.   Individual drivers are not rated in CSA 2010, but many of their actions impact your safety score.  Actively manage and lead your workforce.   Minimize Hours of Service Violations. Adjust schedules on trips that are close or over drive / on duty times.  High severity is assigned to dispatching drivers in violation.   Educate drivers on HOS. Monitor HOS electronically. Driver qualifications. Monitor CDL and medical expirations. Be alert for false medical certificates.   Maintain your vehicles.   Monitor pre-trip and post-trip inspections.   Even “minor” equipment problems that generate a violation will impact your safety score. Devise a system to alert you to repairs needed, especially on longer “relay” trips.   What is CSA 2010?   • 5. Your company’s new safety “credit report” Began in 2004 as a way to collect all inspection reports, analyze these reports, and determine trends of non-compliance. FMCSA intends to use CSA 2010 to better direct their limited resources. Consists of a large database, fed by each state. Scoring is done with algorithms that weighs each violation on age and severity. Unsafe Driving — Operation of commercial motor vehicles (CMVs) by drivers in a dangerous or careless manner. Example Violations: Speeding, reckless driving, improper lane change, and inattention. (FMCSR Parts 392 and 397) Fatigued Driving (Hours-of-Service) — Operation of CMVs by drivers who are ill, fatigued, or in non-compliance with the Hours-of-Service (HOS) regulations. This BASIC includes violations of regulations pertaining to logbooks as they relate to HOS requirements and the management of CMV driver fatigue. Example Violations: HOS, logbook, and operating a CMV while ill or fatigued. (FMCSR Parts 392 and 395) Driver Fitness — Operation of CMVs by drivers who are unfit to operate a CMV due to lack of training, experience, or medical qualifications. Example Violations: Failure to have a valid and appropriate commercial driver’s license and being medically unqualified to operate a CMV. (FMCSR Parts 383 and 391)

Controlled Substances/Alcohol — Operation of CMVs by drivers who are impaired due to alcohol, illegal drugs, and misuse of prescription or over-the-counter medications. Example Violations: Use or possession of controlled substances/alcohol. (FMCSR Parts 382 and 392) Vehicle Maintenance — Failure to properly maintain a CMV. Example Violations: Brakes, lights, and other mechanical defects, and failure to make required repairs. (FMCSR Parts 393 and 396) Cargo-Related — Failure to properly prevent shifting loads, spilled or dropped cargo, overloading, and unsafe handling of hazardous materials on a CMV. Example Violations: Improper load securement, cargo retention, size and weight, and hazardous material handling. (FMCSR Parts 392, 393, 397 and HM Violations) Crash Indicator— Histories or patterns of high crash involvement, including frequency and severity. It is based on information from State-reported crashes.

Citations do not influence your SMS score, but violations recorded during roadside inspections do. The Inspection Selection System (ISS) algorithm has not been finalized yet. Every violation in each of the 7 BASIC’s is given a severity weight of 1-10. Older violations are weighted less then recent violations. A single poor inspection will have limited impact. Size of company will be considered, so you will be compared to like-size carriers. A percentile will rank you with your peers.   • 14. Hours of service drivers’ logs – how is this changing? What are the new paperless log requirements?
  • 15. In the United States, your system must comply with the entirety of CFR 49, Section 395 – Commercial Drivers Hours of Service. New rule is effective June 1, 2012 Currently compliant systems can be used beyond that date as long as the truck in which the EOBR is installed remains in service. System must be integrated with the vehicle, and synchronized with the engine to prevent tampering. GPS is mandated for duty status location logging. Drivers must have limited editing ability. Mandated for carriers who have > 10% of drivers with HOS violations in a single review. Relief from supporting documents requirement for voluntary adoption. What is CSA 2010? High severity is assigned to dispatching drivers in violation. Educate drivers on HOS. Monitor HOS electronically. Driver qualifications. Monitor CDL and medical expirations. Be alert for false medical certificates. Maintain your vehicles. Monitor pre-trip and post-trip inspections. Even “minor” equipment problems that generate a violation will impact your safety score.
