Covington-Newton deserves a gateway that befits its legendary beauty and charm. The Highway 278 Improvement Association is organized to create a Community Improvement District to make that happen. We are owners of non-residential commercial property along Highway 278 Improvement Association includes properties from the Exit 90 at I-20 to the John R. Williams Highway (the Bypass), and from the Highway 278 intersection with the Bypass to Lockridge Blvd. These boundaries are just a starting point for what we hope will become a Community Improvement District (CID), and they might change depending on the response we receive. CIDs give property owners the right to self-determine how a portion of their taxes are used to beautify the area, clean up blight and re-engineer the roads to make them safer and to ease traffic. CIDs are unique public-private partnerships that receive grants from the state, regional and national sources to finance major roadway and other infrastructure improvements. CIDs have a large, positive impact on property values. On average, the value of property held by CID members increases by 15% compared to properties outside of the CID zone. This results in significant quality of life improvements for local merchants and the residents of adjoining neighborhoods.
