Isaac Perez Recao is a Venezuelan
entrepreneur who currently resides in the
United States. He and his family have
invested in numerous ventures within Latin
America and Spain, which include
construction sites, housing projects, and
shopping centers. In 1999, Isaac Perez
Recao was part of a military rescue team that
was credited with having rescued over 400
people during floods in the Venezuelan state
of Vargas.

The state of Vargas is home to approximately 300,000
people and extends from the Maya River to the border
of Miranda, Venezuela. Vargas’ economy is primarily
based on tourism, fishing, and ports. Its capital, La
Guaira, is one of the country’s primary commercial
ports. In the wake of the rains in 1999, Vargas lost a
good deal of its tourism business and experienced
pronounced changes in topography. Tourism has
started to build once again in this area, which has a
number of beautiful beaches. Chichiriviche de La Costa,
a major tourist destination in Vargas, is a coastal town
whose center is set on a mountainside. The beach,
which is at the bottom of the bay, is characterized by
white sand and shady palm trees. Puerto Cruz is
