in Africa are common
• Community led projects can be
adoptable in the countries’ contexts
• Multi-countries initiatives could be
cost effective
• Joint networking , capacity building,
M&E documentation could be
efficient & affordable
• Learning and sharing from research
outputs can easily be organized
Why Pan-African

achievement is feasible
• Effective coordination and
international and regional
partnership can easily be

Planning
• Participatory project formulation from community to Pan-African
Level
• Log -frame with objectives, indicators and means of verification
• Start-up workshops from Pan –African to project levels to agree
on planning and monitoring
Implementation
• Formats are developed at project and country level to record the
daily, weekly and monthly achievement
Reporting
• Weekly report at project level mostly to the district HO
• Monthly quarterly report at country and regional level
• 6 months and annual report at Pan-African Level
• Midterm review and evaluations

Intuitional set-up and structure
• 5 COs have got CLTS Unit with fulltime staff
The right manpower
• Recruit the trained manpower
• Intensive training at all level including natural leaders

12. Lessons learnt the merits & challenges of
CLTS monitoring in the Pan Africa Context
Monitoring Sustainable WASH Service Delivery Symposium- AA Hilton- 9-11 April-13
Merits( good to assess outputs and given targets)
• Establishing common monitoring formats to assess
outputs
• Good opportunity to compare the performance of COs
with different contexts
• Share strength and weakness among the countries for
learning
Challenges ( Mainly monitoring impact &
sustainability)
• More difficult to monitor objectives that ensure
sustainability in a multi-country project
• Monitoring the impact of CLTS without water supply is
more complex, particularly in multi-country context
• Monitoring outcomes of CLTS is impossible as CLTS is
