Stirring up Public Opinion and Action to stop
          Sexual Street harassment
Proposed Solution - Snapshot
Problem What we want to Do How we plan to do it

1 Public Apathy Enable empathy – Make it Use Symbols to identify
easier to take initiative and help – Display support.
                      help
2. Under- a) Project the problem in a) Online Reporting –
Reporting its true severity. Facebook, twitter,
                      b) Build a transparent SMS, Phone Apps
                         system of rating etc.
administrative areas – b) Real time mapping of
visible to public. incidents in geo-
                                                         space to monitor
                                                         unsafe areas.
3. Male-Mindset a) Disseminate positive a) Visit college students
ideas of masculinity and hold discussions
                      b) Shape mind sets of b) Transform Youth into
                         young males. Change agents
PUBLIC APATHY

Can we convert Apathy into Empathy ?
Public Apathy
• Key Question : Is it that the bystanders do
not want to help or are there some inhibitors
that stop them from acting ?

• We are of the view that the primary inhibitor
is the fear in an individual – what can I do
alone ? Will anyone else help if I intervene ?
What can I do alone ?
Assume this figure represents a public
I want to help bus where ‘A’ is harassing ‘B’.
but no one else will support
As illustrated here, it is likely that more
than one person may be feeling that
he/she is alone and cannot do
    B anything,
A No one will join me

But each one is unaware of the fact
that other passengers in the bus may
also be thinking exactly what they are
              I am Alone.
              What can I do
thinking - “I want to help but I am
                                       alone”

If somehow it was known to each one
that they have 2 more persons to help,
it would have been easier for them to
                                       take initiative.
SYMBOLISM - Enabling Empathy
The idea is to display 'support and
willingness to help' by the means of a
I have two more 'visual symbol' (IndiaOYE bands)
        people to support me

Assume everyone who is against ‘Eve
Teasing’ wears a bright, cool IndiaOYE
                               band on their wrist.

A B I have support.
Let's get up Now the situation changes. Each one
who wants to help knows who else may
support him/ her. It becomes easy to take
initiative now, that you know YOU HAVE
We are 3 & outnumber SUPPORT.
          the perpetrators.
The person who is doing wrong
should fear he is alone, not one who
                               wants to help
UNDER - REPORTING

          Easier way to report
Using technology to map 'Unsafe' areas.
Reporting – Current Statistics
2 out of every 3 girls in India say they face an incident of harassment
twice or more than twice in a year ( A UN Women Study)

• Facts : 51,000 (approx) cases of Sexual Street Harassment reported as per
National Crime Bureau (2011) Vs UN Women estimate of more than
         5,00,00,000 cases.

• Severe Under – reporting : Not even 1% of total cases are reported.

What happens when cases are not reported ?

    • Sexual Street Harassment is dismissed as a trivial problem.
    • No Strong Laws can exist for trivial problems.
    • Police (even if they want to) cannot help.
No Easy Mechanism

 Lack of Awareness

 Lack of Strong Laws

Insensitive Police Staff

Legal Hassles of reporting

   Social Stigma
Why are incidents not reported ?
An Alternative Solution - 'Online Reporting Portal'
• Easy way to report ( Web link,
  Mobile Application, twitter,
  facebook, SMS etc.)

• Real time report update on the
  portal with geographic location.

• Will act as a repository of
incidents - a true indicator for the
  public by the public

• Identification of UNSAFE areas.

• Data based advocacy to improve
  Legal Structure
SHAPING THE MALE MINDSET

        Targeting the Root Cause
 Transforming Youth into Change Agents
Male Mindset – The Root Cause
• We never HARASS someone, who we think is equal or
superior to us. We only HARASS someone who we perceive is
INFERIOR to us. (For e.g. we never harass our boss ! )

• It is important to try and change this perception (hardened
especially in India by our cultural/ historical sanctions) by engaging
with young men and having discussions related to healthy
  masculinity.

• We’ll aim for this formidable yet most important task by
visiting colleges – Transforming Youth into Change Agents.
Is being a MAN = not being HUMAN
• It is not HUMAN to disrespect
someone's freedom

• It is not HUMAN to bully someone -
just because you are more 'powerful' -
it is infact an ABUSE of power.

• It is not HUMAN to draw pleasure
by hurting someone

• It is not HUMAN to use violence to
establish, assert and perpetuate
inequality.

'A deeper sea is always more calm' -
'The more huMAN you are, lesser you Are we teaching MEN to not be HUMAN
resort to violence'.
