10:50 Morning Break
11:20 Land Acquisition in the Power and Electricity Sectors:
HowForeignInvestorsCanBetterManageComplex,Time-
consuming and Decentralized Processes?
The Indonesian government recognized the need for reform of the
processes underlying land acquisition in the power and electricity
sectors, when it issued Law 2 of 2012 on Land Acquisition in the
Public Interest. Since then, Indonesia’s power and electricity sectors
have become progressively more attractive to domestic and foreign
private investors. However, a significant roadblock remains: increasing
regional autonomy. This decentralization of government authority
has often made land acquisition processes frustrating and time-
consuming by, for example, creating overlapping and otherwise
contradictory interests in land.
In this session, we will discuss, from a legal perspective and with a
foreign investment focus:
• The complexity of land acquisition processes in Indonesia and
how it may be ameliorated
• What the government is doing to continue land acquisition
reform?
• Land acquisition case studies, especially in the power and
electricity sectors
Cameron Grant, Lawyer, Corrs Chambers Westgarth;
Bilma Rachmadi Ganie, Associate, Soemadipradja &Taher
KEY LEARNING OUTCOMES:
Defining the legal issues of land acquisition in Indonesia.
Obtaining industry best practice for efficient treatment and
disposal with land disputes.
Keeping updated with the new Land Acquisition Law.
Exploring regional and international legislation comparing it to
the local regulatory framework.
ABOUT THE WORKSHOP:
Land acquisition has long been a problem for many planned power
plant projects in Indonesia. Land acquisition is considered to be
relevant to public interest and is closely regulated. The entire process
is complex and time-consuming since several factors are involved. In
this workshop, we will focus on defining the local compliance issues,
discuss industry best practices, look into available policies and its
applicability, and explore regional and international legislation
comparing it to the local regulatory framework.

The Indonesian government recognized the need for reform of the processes underlying land acquisition in the power and electricity sectors, when it issued Law 2 of 2012 on Land Acquisition in the Public Interest. Since then, Indonesia’s power and electricity sectors have become progressively more attractive to domestic and foreign private investors. However, a significant roadblock remains: increasing regional autonomy. This decentralization of government authority has often made land acquisition processes frustrating and time- consuming by, for example, creating overlapping and otherwise contradictory interests in land. In this session, we will discuss, from a legal perspective and with a foreign investment focus: • The complexity of land acquisition processes in Indonesia and how it may be ameliorated • What the government is doing to continue land acquisition reform? • Land acquisition case studies, especially in the power and electricity sectors Cameron Grant, Lawyer, Corrs Chambers Westgarth; Bilma Rachmadi Ganie, Associate, Soemadipradja &Taher KEY LEARNING OUTCOMES: Defining the legal issues of land acquisition in Indonesia. Obtaining industry best practice for efficient treatment and disposal with land disputes. Keeping updated with the new Land Acquisition Law. Exploring regional and international legislation comparing it to the local regulatory framework. Land acquisition is considered to be relevant to public interest and is closely regulated. The entire process is complex and time-consuming since several factors are involved. In this workshop, we will focus on defining the local compliance issues, discuss industry best practices, look into available policies and its applicability, and explore regional and international legislation comparing it to the local regulatory framework.
