Latin America presents the largest sample of PPPs with available data on bill collections, giving the opportunity to observe differences among several countries. Figure shows the increase in bill collection ratio achieved after a few years of private operation in 16 large concessions, leases, and divestitures (representing a combined served population of 28 million).
The evolution of the global efficiency ratio (defined as the ratio of the volume of water billed and for which payment has been collected, divided by the volume of water produced and injected into the network) is shown in figure above. This ratio combines the two indicators—non-revenue water and bill collection—reviewed earlier in this chapter. The figure compares the global efficiency ratio of the water utility before the entry of the private operator and at the end of the contract, analyzing 12 management contracts for which data on both the NRW (Non Revenue Water) percentage and the bill collection ratio were available.
