M&E planandorganisation Comment
Is there a clear M&E framework?
Is there a clear M&E matrix (including SMART indicators and targets)?
Is there a clear M&E workplan (including timelines and responsibilities)?
Links with reporting departments
Do sources (e.g. registers) and reporting forms exist for reporting departments?
Have clear written instructions been given to each reporting department on:
• what they are supposed to report on and how reports are to be submitted?
• to whom the reports should be submitted and by when?
Are reports submitted by reporting departments: (i) on time (i.e. within reporting
deadlines) (ii) complete (i.e. all sections completed properly) and (iii) correct?
Is there a written procedure to address late, incomplete or inaccurate reporting and
follow up with reporting departments?
Are there designated staff responsible for reviewing the quality of data submitted
by reporting departments in terms of timeliness, completeness and correctness?
Has the M&E Unit assessed the capacities of reporting departments and identified
areas for capacity building?
Has the M&E Unit provided capacity building support to reporting departments?
Participation of M&E Unit in planning process
Is the M&E Unit head responsible for ensuring that M&E data are used for
management decision making in planning?
Skillsandexperienceofstaff
Do staff have skills in M&E and data management?
Have staff received training on data management processes and tools?
Do staff have experience in:
• collecting and analysing strategy/plan data from different departments?
• producing regular reports on strategy/plan implementation?
• producing regular reports on strategy/plan results?

TTIPEC: Monitoring and Evaluation (organizational capacity-assessment of readiness)

  • 1. ASSESSMENT OF READINESS M&E planandorganisation Comment Is there a clear M&E framework? Is there a clear M&E matrix (including SMART indicators and targets)? Is there a clear M&E workplan (including timelines and responsibilities)? Links with reporting departments Do sources (e.g. registers) and reporting forms exist for reporting departments? Have clear written instructions been given to each reporting department on: • what they are supposed to report on and how reports are to be submitted? • to whom the reports should be submitted and by when? Are reports submitted by reporting departments: (i) on time (i.e. within reporting deadlines) (ii) complete (i.e. all sections completed properly) and (iii) correct? Is there a written procedure to address late, incomplete or inaccurate reporting and follow up with reporting departments? Are there designated staff responsible for reviewing the quality of data submitted by reporting departments in terms of timeliness, completeness and correctness? Has the M&E Unit assessed the capacities of reporting departments and identified areas for capacity building? Has the M&E Unit provided capacity building support to reporting departments? Participation of M&E Unit in planning process Is the M&E Unit head responsible for ensuring that M&E data are used for management decision making in planning? Skillsandexperienceofstaff Do staff have skills in M&E and data management? Have staff received training on data management processes and tools? Do staff have experience in: • collecting and analysing strategy/plan data from different departments? • producing regular reports on strategy/plan implementation? • producing regular reports on strategy/plan results?
