Situation analysis
Successes
Policy dialogue with policy makers (Cabinet Office and Members of Parliament)
MeTA Council members capacity built in supply chain systems and Pharmaceutical Regulatory functions
Desk review/MeTA data disclosure tool survey conducted
CSO have coordinated their organization and are present on the MeTA Council
Minister of Health attended a MeTA Council meeting which indicates his commitment to the process
Desk review and data disclosure survey conducted
MeTA was introduced to the community through a stakeholders meeting in two pilot districts, with excellent media coverage including two community radio programmes

Challenges
Getting stakeholder engagement, given their other conflicting demands
Maintaining interest/commitment amongst members
Getting support from CPs who are signatories to MeTA in promoting the MeTA initiative
MeTA entry point into national health process and health summits
Excessive bureaucracy especially government
Difficulties in extracting information
Despite initial indications that CSO Groups are better coordinated and prepared for engagement with MeTA, they will need re-organization, oversight and strengthening

Reviewed priorities to September 2010
Finalize one year workplan/desk review report
Complete MeTA data disclosure tool report
Move motion in parliament to provoke discussions on MeTA
Follow up action taken by Cabinet office on MeTA de-briefs
Lobby Ministry of Health /CPs for inclusion of MeTA in national health reform processes and health summits
Prepare for January MeTA evaluation
Re-briefing to ZPBF to pin point benefits of belonging to MeTA
Conduct surveys on identified weaknesses from desk review report
Dissemination of findings survey reports through various media
To be done after the log frame is completed
