Duane “Mike” Smith There has been much discussion of the fact that no one agency can ensure the security of the nations waterways. In response to this, the US Coast Guard has expressed that security can best be achieved through layers and that one of those layers is its partnership with state and local law enforcement agencies. In response to this, the Coast Guard held a National Small Vessel Security Summit and drafted the Department of Homeland Security (DHS) Small Vessel Security Strategy (SVSS). The DHS strategy identified four strategic goals with the one of those goals being to enhance coordination, cooperation and communications between Federal, state, local and tribal partners. The strategy also provided an overview of the roles and responsibilities of the various partners. This presentation will further explore those roles and responsibilities, with an emphasis on the state and local level and provide recommendation on how to make the concept of partnering a reality.

Tracing the root cause of a performance issue requires a lot of patience, experience, and focus. It’s so hard that we sometimes attempt to guess by trying out tentative fixes, but that usually results in frustration, messy code, and a considerable waste of time and money. This talk explains how to correctly zoom in on a performance bottleneck using three levels of profiling: distributed tracing, metrics, and method profiling. After we learn to read the JVM profiler output as a flame graph, we explore a series of bottlenecks typical for backend systems, like connection/thread pool starvation, invisible aspects, blocking code, hot CPU methods, lock contention, and Virtual Thread pinning, and we learn to trace them even if they occur in library code you are not familiar with. Attend this talk and prepare for the performance issues that will eventually hit any successful system.
