I’ll talk first about our sustainable energy strategy, since this is what I am directly working on. The first part of our approach to renewable energy is to try to get the local planning policies right. Did a study to see what our resource was, as the basis for setting a district wide target within the planning system. This is what we found
This is obviously out of date!
Following this research, we put the policies in place to create as favourable a planning environment as possible, within national constraints.
However, we still have a long way to go!
But we are determined to make it happen.
That’s why we need a strategy, to look at what solutions will suit us best locally. We will describe a pathway to the targets and set principles. However, gone are the days when the Council will be able to build the renewable energy itself, or fund expensive support programmes, so this will involve looking at what other ways we and our partners can facilitate delivery. Id welcome any thoughts you have on this, in terms of constraints you face as businesses providing renewable energy.
We aim to set up a smooth process for residents to install measures to make their homes warmer and more energy efficient, whether they want to finance it through savings, loans, Green Deal Finance or ECO subsidy.
To do this, we will need to procure two partner organisations to work with, an advice service and a retrofit delivery provider. We will then work together as outlined here (explain). Since one of our aims is to grow the local low carbon economy, we will expect the retrofit delivery provider to use local installers where possible. Likewise, to ensure the advice we provide is neutral, the Advice Service will contract with independent, local assessors. Both of these represent opportunities for local businesses.
We will be advertising the contracts for the Advice Service and Retrofit Delivery Partner in the next two weeks.
