CODE OF ETHICS OF PROFESSIONAL 
TEACHERS 
(Resolution No.435, 1997) 
(Pursuant to Paragraph (e), Article II, of R.A No.7836 (Phil. Teachers Professionalization Act 
of 1994)

Preamble 
Teachers are duly licensed professionals who possesses dignity 
and reputation with high moral values as well as technical and 
professional competence in the practice of their noble 
profession, and they strictly adhere to, observe, and practice 
this set of ethical and moral principles, standards, and values.
Code of Ethics for Professional Teacher
Section 1. This code shall apply to ALL TEACHERS 
in schools in the Philippines 
Section 2. Covers ALL PUBLIC and PRIVATE school 
TEACHERS in all educational institution at the pre-school, 
primary, elementary, and secondary levels 
whether academic, vocational, special, technical, 
or non-formal. “Teacher”-industrial arts or 
vocational teachers and all other persons 
performing SUPERVISORY and/or 
ADMINISTRATIVE functions in all school, 
whether on full time or part time basis.
Section 1. The schools are the nurseries of the 
future citizens of the state; each teacher is a trustee 
of the cultural and educational heritage of the 
nation and is under obligation to transmit to 
learners such heritage as well as to elevate national 
morality, promote national pride, cultivate love of 
country, instill allegiance to the constitution and for 
all duly constituted authorities, and promote 
obedience to the laws of the state. 
Section 2. Every teacher or school official shall 
actively help carry out the declared policies of the 
state, and shall take an oath to this effect.
Section 3. In the interest of the State and of the 
Filipino people as much as of his own, every teacher 
shall be physically, mentally and morally fit. 
Section 4. Every teacher shall possess and actualize a 
full commitment and devotion to duty. 
Section 5. A teacher shall not engage in the 
promotion of any political, religious, or other 
partisan interest, and shall not, directly or indirectly, 
solicit, require, collect, or receive any money or 
service or other valuable material from any person or 
entity for such purposes.
Section 6. Every teacher shall vote and shall exercise 
all other constitutional rights and responsibility. 
Section 7. A teacher shall not use his position or 
official authority or influence to coerce any other 
person to follow any political course of action. 
Section 8. Every teacher shall enjoy academic 
freedom and shall have privilege of expounding the 
product of his researches and investigations; 
provided that, if the results are inimical to the 
declared policies of the State, they shall be brought 
to the proper authorities for appropriate remedial 
action.

The Supreme Court of the U.S said that 
Academic Freedom means a university 
can “determine for itself on academic 
grounds:

Section 1. A teacher is: 
-facilitator of learning and of the development of the youth; 
-render the best service by providing an environment 
conducive to such learning and growth. 
Section 2. …shall provide leadership and initiative to actively 
participate in community movements for moral, social, 
educational, economic and civic betterment. 
Section 3. …shall merit reasonable social recognition 
….shall behave with honor and dignity at all times 
….refrain from such activities as gambling, smoking, 
drunkenness, and other excesses, much less illicit relations.
Section 4. …shall live for and with the community’ 
…shall study and understand local customs and traditions in order 
to have sympathetic attitude, 
…refrain from disparaging the community. 
Section 5. …shall help the school keep the people in the 
community informed about the school work and accomplishments 
as well as its needs and problems. 
Section 6. …is intellectual leader in the community, 
…shall welcome the opportunity to provide such leadership when 
needed, 
…extend counseling services, as appropriate, and to actively be 
involved in matters affecting the welfare of the people.
Section 7. Every teacher shall maintain 
harmonious and pleasant personal and 
official relations with other professionals, 
with government officials, and with the 
people, individually or collectively. 
Section 8. A teacher posses freedom to 
attend church and worships as appropriate, 
but shall not use his positions and influence 
to proselyte others.
Section 1. Every teacher shall actively insure 
that teaching is the noblest profession, and 
shall manifest genuine enthusiasm and 
pride in teaching as a noble calling. 
Section 2. Every teacher shall uphold the 
highest possible standards of quality 
education, shall make the best preparations 
for the career of teaching, and shall be at his 
best at all times and in the practice of his 
profession.
What is QUALITY EDUCATION?

education is really solid, because if it is 
not solid, it affects the quality of 
secondary education. If secondary 
education is poor, then the person goes 
to college unprepared for college work. 
And if he is allowed to graduate again 
with a poor quality college education, he 
goes to university professional education 
even more unprepared.”

Section 3. Every teacher shall participate in 
the Continuing Professional Education (CPE) 
program of the Professional Regulation 
Commission, and shall pursue such other 
studies as will improve his efficiency, 
enhance the prestige of the profession, and 
strengthen his competence, virtues, and 
productivity in order to be nationally and 
internationally competitive.
In Evelyn Pena vs. NLRC, the SC said— 
“x x x schools can set high 
standards of efficiency for its 
teachers since quality education is a 
mandate of the Constitution x x x 
(s)ecurity of tenure x x x cannot be 
used to shield incompetence.”
Section 4. Every teacher shall help, if 
duly authorized, to seek support from 
the school, but shall not make 
improper misrepresentations through 
personal advertisements and other 
questionable means. 
Section 5. Every teacher shall use the 
teaching profession in a manner that 
makes it dignified means for earning 
a decent living.
Section 1. Professional loyalty, mutual confidence, 
and faith in one another, self-sacrifice for the 
common good, and full cooperation with colleagues. 
Support one another. 
Section 2. …refrain from claiming credit or work not 
of his own, and give due credit for the work of others 
which he may use. 
Section 3. …organize and leave to his successor such 
records and other data as are necessary to carry on 
the work before leaving.
Section 4. …shall keep confidential information concerning 
associates and the school, and shall not divulge to anyone 
documents which has not been officially released, or remove 
records from files without official permission. 
Section 5. seek correctives for what may appear to be an 
unprofessional and unethical conduct of any associate. 
However, if there is incontrovertible evidence for such 
conduct. 
Section 6. …submit to the proper authorities any justifiable 
criticism against an associate, preferably in writing, without 
violating any right of the individual concerned.
Section 7. …may apply for a vacant position 
for which he is qualified, provided that he 
respects the system of selection on the basis 
of merit and competence, provided, 
further, that all qualified candidates are 
given the opportunity to be considered.
Section 1. …make an honest effort to understand and 
support the legitimate policies of the school and the 
administration regardless of personal feeling or private 
opinion and shall faithfully carry them out. 
Section 2. …shall not make any false accusations or charges 
against superiors, especially under anonymity. However, if 
there are valid charges, he should present such under oath 
to competent authority.

except when special conditions warrant a different 
procedure..

Section 4. …has a right to seek redress against injustice to the 
administration and …shall raise grievances within acceptable 
democratic processes. …shall avoid jeopardizing the interest 
and the welfare of learners whose right to learn must be 
respected. 
Section 5. …right to invoke the principle that appointments, 
promotions, and transfer of teachers are made only on the 
basis of merit and needed in the interest of the service. 
Section 6. A teacher who accepts a position assumes a 
contractual obligation to live up to his contract, assuming full 
knowledge of employment terms and conditions.

PROCEDURE ON THE APPOINTMENT & PROMOTION OF TEACHING 
RELATED, TEACHING AND NON-TEACHING POSITION 
1. Publish vacant position. 
2. Announce vacant position and post in at least three (3) 
conspicuous places in the DepED/schools concerned 
for at least 15 working days. 
3. List applicants 
4. Conduct preliminary evaluation of the qualifications of 
all applicants. 
5. Prepare selection line-up which shall REFLECT the 
QUALIFICATIONS of all applicants. 
6. Post in 3 conspicuous places for at least 15 calendar 
days. Indicate the date of posting. 
7. Notify all applicants for the outcome of the preliminary 
evaluation. 
8. Submit the selection line-up to the PERSONNEL 
SELECTION BOARD for deliberation en banc. 
9. Conduct further assessment (written exam, skills test, 
interview and others. 
10. Submit to the appointing authority the short list of 5 
ranking candidates.

concessions, especially if undeserved.

a student due to sex, ethnic

child or his parents?

No, because such refusal will violate 
the right of the student to have quality 
education as provided in Sec. 1Art.XIV 
of the 1987 Constitution and it will also 
violate his constitutional right to be 
accorded equal protection of the laws 
guaranteed under Sec.1 Art. III of them 
1987 Constitution to all Filipino 
citizens.
SAMPLE CASE (Sections 2 and 3) 
Mr. P of Bulubundkin high 
school refused to admit a 
student for not being a 
resident of the said barangay 
where the school is located. 
Is it legal?

No, because such refusal 
will violate the 
Constitutional right of 
the child to have quality 
education.
SAMPLE CASE 
Mr. L, a principal of Masambahin 
elementary school limit the 
enrolment to sixty pupils per 
classroom and gave priority to 
residents over the non-residents of 
the barangay. 
Is it valid and acceptable?
ANSWER 
Yes, because limiting the 
enrolment is in consonance 
with DepEd Order No.32 S.2003 
provided that the principal will 
give assistance to the student 
to enrol in nearby school so as 
not to deprive him of his right 
to education.
Section 5. …shall not accept, directly or indirectly, any 
remuneration from tutorials other what is authorized for 
such service. 
Section 6. …evaluation of the learner must be based on 
work only in merit and quality of academic performance. 
Section 7. …where mutual attraction and subsequent love 
develop between teacher and learner, the teacher shall 
exercise utmost professional discretion to avoid scandal, 
gossip and preferential treatment of the learner.

scholastic ratings as a punishment for acts which are 
clearly not manifestation of poor scholarship.

contribute to the maximum development of 
learners are adequate, and shall extend needed 
assistance in preventing or solving learner problems 
and difficulties.

parents, and shall conduct himself to merit their confidence and

utmost candor and tact in pointing out the learner's

legitimate income generation;

financial affairs.
Section 3. No teacher shall act, directly or indirectly, as 
agent of, or be financially interested in, any commercial 
venture which furnish textbooks and other school 
commodities in the purchase and disposal of which he 
can exercise official influence, except only when his 
assignment is inherently, related to such purchase and 
disposal; provided they shall be in accordance with the 
existing regulations; provided, further, that members of 
duly recognized teachers cooperatives may participate in 
the distribution and sale of such commodities.

Section 1. Any violation of any provision of this code shall 
be sufficient ground for the imposition against the erring 
teacher of the disciplinary action consisting of revocation 
of his Certification of Registration and License as a 
Professional Teacher, suspension from the practice of 
teaching profession, or reprimand or cancellation of his 
temporary/special permit under causes specified in Sec. 
23, Article III or R.A. No. 7836, and under Rule 31, Article 
VIII, of the Rules and Regulations Implementing R.A. 
7836.
Section 1. This Code shall take effect upon 
approval by the Professional Regulation 
Commission and after sixty (60) days following 
its publication in the Official Gazette or any 
newspaper of general circulation, whichever is 
earlier.

Preamble Teachers are duly licensed professionals who possesses dignity and reputation with high moral values as well as technical and professional competence in the practice of their noble profession, and they strictly adhere to, observe, and practice this set of ethical and moral principles, standards, and values.
  • 4. Code of Ethics for Professional Teacher
  • 5. Section 1. This code shall apply to ALL TEACHERS in schools in the Philippines Section 2. Covers ALL PUBLIC and PRIVATE school TEACHERS in all educational institution at the pre-school, primary, elementary, and secondary levels whether academic, vocational, special, technical, or non-formal. “Teacher”-industrial arts or vocational teachers and all other persons performing SUPERVISORY and/or ADMINISTRATIVE functions in all school, whether on full time or part time basis.
  • 6. Section 1. The schools are the nurseries of the future citizens of the state; each teacher is a trustee of the cultural and educational heritage of the nation and is under obligation to transmit to learners such heritage as well as to elevate national morality, promote national pride, cultivate love of country, instill allegiance to the constitution and for all duly constituted authorities, and promote obedience to the laws of the state. Section 2. Every teacher or school official shall actively help carry out the declared policies of the state, and shall take an oath to this effect.
  • 7. Section 3. In the interest of the State and of the Filipino people as much as of his own, every teacher shall be physically, mentally and morally fit. Section 4. Every teacher shall possess and actualize a full commitment and devotion to duty. Section 5. A teacher shall not engage in the promotion of any political, religious, or other partisan interest, and shall not, directly or indirectly, solicit, require, collect, or receive any money or service or other valuable material from any person or entity for such purposes.
  • 8. Section 6. Every teacher shall vote and shall exercise all other constitutional rights and responsibility. Section 7. A teacher shall not use his position or official authority or influence to coerce any other person to follow any political course of action. Section 8. Every teacher shall enjoy academic freedom and shall have privilege of expounding the product of his researches and investigations; provided that, if the results are inimical to the declared policies of the State, they shall be brought to the proper authorities for appropriate remedial action.

  • 10. ANSWER The Supreme Court of the U.S said that Academic Freedom means a university can “determine for itself on academic grounds: 1. Who may teach 2. What may taught 3. How it should be taught 4. Who may be admitted to study.”
  • 11. Section 1. A teacher is: -facilitator of learning and of the development of the youth; -render the best service by providing an environment conducive to such learning and growth. Section 2. …shall provide leadership and initiative to actively participate in community movements for moral, social, educational, economic and civic betterment. Section 3. …shall merit reasonable social recognition ….shall behave with honor and dignity at all times ….refrain from such activities as gambling, smoking, drunkenness, and other excesses, much less illicit relations.
  • 12. Section 4. …shall live for and with the community’ …shall study and understand local customs and traditions in order to have sympathetic attitude, …refrain from disparaging the community. Section 5. …shall help the school keep the people in the community informed about the school work and accomplishments as well as its needs and problems. Section 6. …is intellectual leader in the community, …shall welcome the opportunity to provide such leadership when needed, …extend counseling services, as appropriate, and to actively be involved in matters affecting the welfare of the people.
  • 13. Section 7. Every teacher shall maintain harmonious and pleasant personal and official relations with other professionals, with government officials, and with the people, individually or collectively. Section 8. A teacher posses freedom to attend church and worships as appropriate, but shall not use his positions and influence to proselyte others.
  • 14. Section 1. Every teacher shall actively insure that teaching is the noblest profession, and shall manifest genuine enthusiasm and pride in teaching as a noble calling. Section 2. Every teacher shall uphold the highest possible standards of quality education, shall make the best preparations for the career of teaching, and shall be at his best at all times and in the practice of his profession.

If secondary education is poor, then the person goes to college unprepared for college work.   • 17. Section 3. Every teacher shall participate in the Continuing Professional Education (CPE) program of the Professional Regulation Commission, and shall pursue such other studies as will improve his efficiency, enhance the prestige of the profession, and strengthen his competence, virtues, and productivity in order to be nationally and internationally competitive.
  • 18. In Evelyn Pena vs. NLRC, the SC said— “x x x schools can set high standards of efficiency for its teachers since quality education is a mandate of the Constitution x x x (s)ecurity of tenure x x x cannot be used to shield incompetence.”
  • 19. Section 4. Every teacher shall help, if duly authorized, to seek support from the school, but shall not make improper misrepresentations through personal advertisements and other questionable means. Section 5. Every teacher shall use the teaching profession in a manner that makes it dignified means for earning a decent living.
  • 20. Section 1. Professional loyalty, mutual confidence, and faith in one another, self-sacrifice for the common good, and full cooperation with colleagues. Support one another. Section 2. …refrain from claiming credit or work not of his own, and give due credit for the work of others which he may use. Section 3. …organize and leave to his successor such records and other data as are necessary to carry on the work before leaving.
  • 21. Section 4. …shall keep confidential information concerning associates and the school, and shall not divulge to anyone documents which has not been officially released, or remove records from files without official permission. Section 5. seek correctives for what may appear to be an unprofessional and unethical conduct of any associate. However, if there is incontrovertible evidence for such conduct. Section 6. …submit to the proper authorities any justifiable criticism against an associate, preferably in writing, without violating any right of the individual concerned.
  • 22. Section 7. …may apply for a vacant position for which he is qualified, provided that he respects the system of selection on the basis of merit and competence, provided, further, that all qualified candidates are given the opportunity to be considered.
  • 23. Section 1. …make an honest effort to understand and support the legitimate policies of the school and the administration regardless of personal feeling or private opinion and shall faithfully carry them out. Section 2. …shall not make any false accusations or charges against superiors, especially under anonymity. However, if there are valid charges, he should present such under oath to competent authority. Section 3. …transact all official business through channels except when special conditions warrant a different procedure..

Section 4. …has a right to seek redress against injustice to the administration and …shall raise grievances within acceptable democratic processes. …shall avoid jeopardizing the interest and the welfare of learners whose right to learn must be respected. Section 5. …right to invoke the principle that appointments, promotions, and transfer of teachers are made only on the basis of merit and needed in the interest of the service. Section 6. A teacher who accepts a position assumes a contractual obligation to live up to his contract, assuming full knowledge of employment terms and conditions.
  • 26. FYI PROCEDURE ON THE APPOINTMENT & PROMOTION OF TEACHING RELATED, TEACHING AND NON-TEACHING POSITION 1. Publish vacant position. 2. Announce vacant position and post in at least three (3) conspicuous places in the DepED/schools concerned for at least 15 working days. 3. List applicants 4. Conduct preliminary evaluation of the qualifications of all applicants. 5. Prepare selection line-up which shall REFLECT the QUALIFICATIONS of all applicants. 6. Post in 3 conspicuous places for at least 15 calendar days. Indicate the date of posting. 7. Notify all applicants for the outcome of the preliminary evaluation. 8. Submit the selection line-up to the PERSONNEL SELECTION BOARD for deliberation en banc. 9. Conduct further assessment (written exam, skills test, interview and others. 10. Submit to the appointing authority the short list of 5 ranking candidates.

School officials shall encourage and attend the professional growth of all teachers… recommend them for promotion, giving them due recognition for meritorious performance, and allowing them to participate in conferences in training programs.

  • 38. Section 1. A teacher has a right and duty to determine the academic marks and the promotion of learners in the subject they handle. Section 2. …interest and welfare of learners are of first and foremost concern, and shall deal justifiably and impartially with each of them. Section 3. Under no circumstance shall a teacher be prejudiced or discriminate against a learner. Section 4. …shall not accept favors or gifts from learners, their parents or others in their behalf in exchange for requested concessions, especially if undeserved.
  • 39. SAMPLE CASE (Sections 2 and 3) May a principal of a public high school refuse the enrolment of a student due to sex, ethnic grouping, or religion of the child or his parents?
  • 40. ANSWER No, because such refusal will violate the right of the student to have quality education as provided in Sec. 1Art.XIV of the 1987 Constitution and it will also violate his constitutional right to be accorded equal protection of the laws guaranteed under Sec.1 Art. III of them 1987 Constitution to all Filipino citizens.
  • 41. SAMPLE CASE (Sections 2 and 3) Mr. P of Bulubundkin high school refused to admit a student for not being a resident of the said barangay where the school is located. Is it legal?
  • 42. ANSWER No, because such refusal will violate the Constitutional right of the child to have quality education.
  • 43. SAMPLE CASE Mr. L, a principal of Masambahin elementary school limit the enrolment to sixty pupils per classroom and gave priority to residents over the non-residents of the barangay. Is it valid and acceptable?
  • 44. ANSWER Yes, because limiting the enrolment is in consonance with DepEd Order No.32 S.2003 provided that the principal will give assistance to the student to enrol in nearby school so as not to deprive him of his right to education.

  1. This preamble reflects the desired nature and character of a professional Filipino teacher. It emphasizes the nobility of the teaching profession and the concomitant responsibilities of every individual who desires to join this noble profession.
  2. Section 1. The Philippine Constitution provides that all educational institution shall offer quality education for all competent teachers. Committed to its full realization, the provision of this Code shall apply, therefore, to all teachers in schools in the Philippines. Section 2. This Code covers all public and private school teachers in all educational institutions at the preschool, primary, elementary, and secondary levels whether academic, vocational, special, technical, or non-formal. The term “teacher” shall include industrial arts or vocational teachers and all other persons performing supervisory and /or administrative functions in all school at the aforesaid levels, whether on full time or part-time basis. School Officials, on the other hand, refers to any engaged in educational work other than classroom teaching, in supervisory, administrative or directive, like superintendents, college deans, university president, rectors, members of the governing board of a school, and other supervisory and administrative officials. School embraces all educational institutions irrespective of grade or type, and include primary, intermediate, elementary, secondary whether academic, vocational, special, technical or professional. Pursuant to this, a college instructor or professor technically is not covered by the Code of Ethics for Teachers. A faculty member of the tertiary level is not even required by law to pass LET, only master’s degree. Those handling subjects in the College of Education are required by CHED to have LET.
  3. Section 1. The schools are the nurseries of the future citizens of the state; each teacher is a trustee of the cultural and educational heritage of the nation and is under obligation to transmit to learners such heritage as well as to elevate national morality, promote national pride, cultivate love of country, instill allegiance to the constitution and for all duly constituted authorities, and promote obedience to the laws of the state. Section 2. Every teacher or school official shall actively help carry out the declared policies of the state, and shall take an oath to this effect.
  4. Section 3. In the interest of the State and of the Filipino people as much as of his own, every teacher shall be physically, mentally and morally fit. Section 4. Every teacher shall possess and actualize a full commitment and devotion to duty. Section 5. A teacher shall not engage in the promotion of any political, religious, or other partisan interest, and shall not, directly or indirectly, solicit, require, collect, or receive any money or service or other valuable material from any person or entity for such purposes.
  5. Section 6. Every teacher shall vote and shall exercise all other constitutional rights and responsibility. Section 7. A teacher shall not use his position or official authority or influence to coerce any other person to follow any political course of action. Section 8. Every teacher shall enjoy academic freedom and shall have privilege of expounding the product of his researches and investigations; provided that, if the results are inimical to the declared policies of the State, they shall be brought to the proper authorities for appropriate remedial action. EXPLANATIONS Article II, simply outlines the responsibilities of the teachers vis-à-vis the State. Since the schools are considered as training grounds for future citizens of the country, the teachers have the solemn duty of molding the minds of their students into the right direction. As the saying goes, “train up the child in the way he should go and when he is old, he shall not depart from it.” (King Solomon, Proverbs 22:6 Moreover, the teachers are exhorted to avoid acts that would demean the profession and tarnish its nobility. A teacher may exercise the right to vote as enshrined in Article V of the Constitution, but he may not directly campaign for a political party or candidate. Ex: Husband of a teacher running for any local or national election, can she participate in her husband’s campaign sorties? A teacher may exercise his own religious beliefs as enshrined in Section 5,Article III of the Constitution, but he may not influence or proselyte (converted to other belief) his students into joining another faith. Ex: A principal who requested a teacher to pray in a meeting, and admonished the teacher for not doing so.
  6. Section 1. A teacher is a facilitator of learning and of the development of the youth; he shall, therefore, render the best service by providing an environment conducive to such learning and growth. Section 2. Every teacher shall provide leadership and initiative to actively participate in community movements for moral, social, educational, economic and civic betterment. Section 3. Every teacher shall merit reasonable social recognition for which purpose he shall behave with honor and dignity at all times and refrain from such activities as gambling, smoking, drunkenness, and other excesses, much less illicit relations.
  7. Section 4. Every teacher shall live for and with the community and shall, therefore, study and understand local customs and traditions in order to have sympathetic attitude, therefore, refrain from disparaging the community. Section 5. Every teacher shall help the school keep the people in the community informed about the school’s work and accomplishments as well as its needs and problems. Section 6. Every teacher is intellectual leader in the community, especially in the barangay, and shall welcome the opportunity to provide such leadership when needed, to extend counseling services, as appropriate, and to actively be involved in matters affecting the welfare of the people.
  8. Section 7. Every teacher shall maintain harmonious and pleasant personal and official relations with other professionals, with government officials, and with the people, individually or collectively. Section 8. A teacher posses freedom to attend church and worships as appropriate, but shall not use his positions and influence to proselyte others. EXPLANATIONS: Teachers are considered leaders of the community where they live and in order to merit the respect and admiration of the people in the community the teacher must lead a morally upright life. A teacher may not engage in immoral relations, gambling, and drunkenness and other vices considered immoral by the standards of the community where he/she lives and serves. The teachers are also mandated by the code to have a clear understanding of the customs and traditions of their community inorder for them to avoid acts that would be considered aberrant (not typical) by the people of that community.
  9. Section 1. Every teacher shall actively insure that teaching is the noblest profession, and shall manifest genuine enthusiasm and pride in teaching as a noble calling. Section 2. Is also supported by BP 232 (Education Act of 1982), Section 16 (2) provides- “The teacher shall xxx be accountable for efficient and effective attainment of specified learning objectives xxx.”

EXPLANATIONS: That teaching is the noblest profession is already a trite (overused) expression. However, its veracity can and must never be questioned especially by the teachers themselves. Other professionals may also claim that theirs is the noblest profession but the truth remains that without the teacher, there can be no lawyer , doctor, engineer or even priest for it is a teacher who trained them to be such.
  13. Section 1. Teachers shall, at all times, be imbued with the spirit of professional loyalty, mutual confidence, and faith in one another, self-sacrifice for the common good, and full cooperation with colleagues. When the best interest of the learners, the school, or the profession is at stake in any controversy, teachers shall support one another. Section 2. A teacher is not entitled to claim credit or work not of his own, and shall give due credit for the work of others which he may use. Section 3. Before leaving his position, a teacher shall organize and leave to his successor such records and other data as are necessary to carry on the work.

A teacher shall hold inviolate all confidential information concerning associates and the school, and shall not divulge to anyone documents which has not been officially released, or remove records from files without official permission. Section 5. It shall be the responsibility of every teacher to seek correctives for what may appear to be an unprofessional and unethical conduct of any associate. However, this may be done only if there is incontrovertible evidence for such conduct. Section 6. A teacher may submit to the proper authorities any justifiable criticism against an associate, preferably in writing, without violating any right of the individual concerned.

A teacher may apply for a vacant position for which he is qualified, provided that he respects the system of selection on the basis of merit and competence, provided, further, that all qualified candidates are given the opportunity to be considered. Organize and turn over the necessary documents/ records to successor and leave. School official or teachers must not divulge confidential informations/ documents which have not yet been officially released. Every individual has the right to protect his/her privacy against the prying eyes of the public. Professional criticism of associates should be made for the welfare of the students and only in formal accusations. Justified criticism, however, in the interest of the service, should not be withheld, but should be presented with evidence. It’s a big “NO-NO” to criticize nor correct an associate or colleague in the presence of students, fellow teachers for any infraction of the rules. Observe the proper venue or forum. Refrain from spreading gossips, and accusations which are unsubstantiated. Remember, every person is “presumed innocent unless proven.” Refrain from sharing or telling or criticizing your or colleagues’ personal or private matters, family stories, affairs, sexual references, physical or mental capabilities in the presence of your colleagues or faculty room. Devote your time in doing job-related works and sharing professional thoughts for your professional advancement rather gossiping. Ex: Can a principal or coordinator reprimand the teacher in front of the students or while the teacher is inside the classroom for infraction of rules? 8. Marking or promotion of students are generally determined by the teacher within the standards set by the administration. However, it does not preclude the exercise of supervisory and administrative powers of a superior authority over such matter, especially when there has been gross or manifest abuse of judgment on the part of the teacher. Ex: Can the principal ask his teacher to change particular student’s grade? 9. Given a chance to criticize a competitor for a position that a teacher is applying for, he/she must never give derogatory comments against such competitor/opponent. Professional courtesy. 10. Use official title inside the office such as Sir or Ma’am. Refrain from using familial address. 11. In the event that one of your family member (child or husband), or your former student is already your colleague, address them as “Sir or Ma’am”. Refrain from using personal or familial title. Office is not your home nor business place. Professionalism and Meritocracy

Every teacher shall make it his duty to make an honest effort to understand and support the legitimate policies of the school and the administration regardless of personal feeling or private opinion and shall faithfully carry them out. Section 2. A teacher shall not make any false accusations or charges against superiors, especially under anonymity. However, if there are valid charges, he should present such under oath to competent authority. (Charges under a fictitious name have no PROBATIVE VALUE and must be dismissed as HEARSAY. Section 3. A teacher shall transact all official business through channels except when special conditions warrant a different procedure, such as when special conditions are advocated but are opposed by immediate superiors, in which case, the teacher shall appeal directly to the appropriate higher authority.

Every teacher, individually or as part of a group, has a right to seek redress against injustice to the administration and to extent possible, shall raise grievances within acceptable democratic processes. In doing so, they shall avoid jeopardizing the interest and the welfare of learners whose right to learn must be respected. Section 5. Every teacher has a right to invoke the principle that appointments, promotions, and transfer of teachers are made only on the basis of merit and needed in the interest of the service. (Professionalism and Meritocracy) Section 6. A teacher who accepts a position assumes a contractual obligation to live up to his contract, assuming full knowledge of employment terms and conditions.

All school officials shall at all times show professional courtesy, helpfulness and sympathy towards teachers and other personnel, such practices being standards of effective school supervision, dignified administration, responsible leadership and enlightened directions. Section 2. School officials, teachers, and other school personnel shall consider it their cooperative responsibility to formulate policies or introduce important changes in the system at all levels. Section 3. School officials shall encourage and attend the professional growth of all teachers under them such as recommending them for promotion, giving them due recognition for meritorious performance, and allowing them to participate in conferences in training programs. EXPLANATION: Article VII, provides that effective school supervision and administration demand responsible leadership and direction by all school officials who should show professional courtesy, helpfulness, and a sympathy towards their subordinates. In the interest of service, a school official, before formulating major policies or introducing important changes in the system, should give his teachers and other subordinates opportunity for a broadminded discussion and constructive criticism in the spirit of inquiry for the good of the students and teachers. A policy formulated and approved once implemented affects all sectors of the school. Hence, in formulating such policy, it is incumbent upon the school official to consult the sectors that will be affected by a policy and get their inputs. It is easier to enforce compliance among the subordinates if they understand the reason behind the enforcement of a school policy. School official must never practice “Bata-bata” system in the promotion of his subordinate. Vacancy and Promotion must be open to all and for the few favorites. Underground promotion has legal consequences. No school official should stand in the way of just promotion of a deserving subordinate. Moreover, school official should encourage and carefully nurture the professional growth of worthy and promising teachers by recommending them for promotion.   19. Section 4. No school officials shall dismiss or recommend for dismissal a teacher or other subordinates except for cause. Section 5. School authorities concern shall ensure that public school teachers are employed in accordance with pertinent civil service rules, and private school teachers are issued contracts specifying the terms and conditions of their work; provided that they are given, if qualified, subsequent permanent tenure, in accordance with existing laws, and provided, further that they are duly registered and licensed professional teachers. EXPLANATION: No school official should dismiss or recommend for dismissal a teacher or other subordinates except for a cause. School officials must always think that they are promoted because once upon a time, there was a superior who trusted them and recommended them to a higher post in the organization. A teacher has a right and duty to determine the academic marks and the promotion of learners in the subject or grades he handles, provided that such determination shall be in accordance with generally accepted procedures of evaluation and measurement. A teacher shall recognize that the interest and welfare of learners are of first and foremost concern, and shall deal justifiably and impartially with each of them. Section 3. Under no circumstance shall a teacher be prejudiced or discriminate against a learner. Section 4. A teacher shall not accept favors or gifts from learners, their parents or others in their behalf in exchange for requested concessions, especially if undeserved. EXPLANATION: This Article explains the relationship between the teachers and the students. Prejudice and discrimination (race, ethnicity, beliefs, sexual orientation and others), intellectual ability, social standing, or favors received from them or parents.
