Hello, I'm Yury Fontão Vieira, and this presentation is the result of a small form of written work, which I did to obtain the title of Specialist in International Relations.
By decree of the President of the Russian Federation, Vladimir Putin, published in 2016, I decided to write this work as a way of explaining Russian foreign policy based on his concept.

8. Abstract
The present work of monographic nature encloses primarily in the aim of
introducing and analyzing the pillars which shape in the current situation the
legal foundations that support the Foreign Policy of Russian Federation. Such
proceedings are notably structured from the new concept of the Russian Foreign
Policy which was approved by the president of the Russian Federation Vladimir
Vladimirovitch Putin on the basis of the Presidential Decree n. 640, November,
30th, 2016. Into the feature of the research the objectives are presented with
which the Russian Federation has the aim to achieve, through the foreign policy,
such act that reverberates the Decree n. 640 where are introduced in a
comprehensive manner the challenges and the means which Russia has to
overcome and undertake, not only in terms of politics but also in diplomatic,
economic and military fields, of human and environmental rights, of cooperation,
of the priorities of the Russian Federation and other themes related with the
concept of foreign policy current adopted by the country.

11. INTRODUCTION
Presidential Decree No. 640 of November 30, 2016, which contains the new
concept of Russian Foreign Policy, presented its legal instrumentation
referenced in the Constitution of the Russian Federation, and also in the norms
and principles ordinarily agreed through international law, by the
international treaties concluded by the Russian Federation and other rules.
12. SEARCH PROBLEM
What are the topics that constitute the new concept of Russian Foreign Policy
approved by the President of the Russian Federation Vladimir Putin on the
basis of Presidential Decree No. 640 of November 30, 2016 and how is the
foreign policy of the Russian Federation currently oriented?
13. JUSTIFICATION
Considering the part that concerns the Russian Federation in the international
context, special attention is recommended to its performance in the scope of
the formulation and consequently implementation in the guidelines exercised
in its foreign policy, in the same way the perception in relation to the
presented theme is highlighted, since they have insufficiently collaborated
academically or socially with research directly or indirectly related to Russia
and in the way it conducts its international relations with other States through
its foreign policy.
14. MAIN GOAL
To analyze the structuring topics that constitute the orientation of the new
concept of Russian Foreign Policy approved by the President of the Russian
Federation Vladimir Putin based on Presidential Decree nº 640 of November
30, 2016, and its consolidation in the international scenario.
15. SPECIFIC OBJECTIVES
Subsequently, the specific objectives are the investigation, identification and
demonstration of the guiding themes of Russian Foreign Policy based on its
new concept introduced through Presidential Decree nº640 of November 30,
2016 approved by the President of the Russian Federation Vladimir Putin in
order to clarify them.
16. THEORETICAL FOUNDATION
FOREIGN POLICY CONCEPT
[…] it can be inferred that the term or expression “foreign policy concept” can
be interpreted as a mechanism that was designed to assist activities that can
guarantee interactivity, actions and reactions between States in a mutual way,
respecting sovereignty. of the same and other principles that are governed and
sedimented in the corpus iuris of Public International Law, whether through
Treaties, Acts, Bilateral and Multilateral Agreements, among other legal and
diplomatic instruments capable of creating legal obligations at the
international level.
17. GENERAL PROVISIONS
At the beginning of the 'General Provisions' some aspects relevant to the document are
identified, as well as the Constitution of the Russian Federation as dealt with in
paragraphs 1 and 2 successively:
1.This concept provides a systemic view of the principles, priority areas, goals and
objectives of the foreign policy of the Russian Federation.
2. This concept is based on the Constitution of the Russian Federation, generally
principles and rules of international law, international treaties of the Russian Federation,
federal laws, Presidential Decree No. 605 of May 7, 2012, on measures to implement the
foreign policy of the Russian Federation Russian Federation, National Security Strategy of
the Russian Federation, Military Doctrine of the Russian Federation, statutes and
regulations of the Russian Federation concerning foreign policy activities of federal
authorities, as well as instruments of legal application of the Russian Federation.

19. THE MODERN WORLD AND THE FOREIGN
POLICY OF THE RUSSIAN FEDERATION
Russia understands the setbacks that are currently affecting international relations, as
well as interstate and intraregional relations as set out in paragraphs 4 to 9 of
Presidential Decree No. 640 of November 30, 2016, as described below:
4. The world is currently undergoing fundamental changes related to the emergence of
an international multipolar system. The structure of international relations is becoming
enormously complex. Globalization has led to the formation of new centers of economic
and political power. Global power and development potential is becoming decentralized
and is shifting to the Asia-Pacific region, eroding the dominance of the global economy
and politics of traditional Western powers. The world's cultural and civilizational
diversity and the existence of multiple models of development have become clearer than
ever.

In order to continue preserving and seeking to increasingly safeguard the guidelines that guide
international relations through international law, and through the more active participation of the
United Nations (UN) and likewise the United Nations Security Council United Nations (UNSC) in order
to have the due result expected by these international organizations, the Russian Federation makes
some reservations as stated in its foreign policy guiding document, let's see what they are:
23. The foreign policy of the Russian Federation aims to create a stable and sustainable
system of international relations based on generally acceptable norms of international
law and principles of equal rights, mutual respect and matters of domestic non-
interference of States, so to ensure solid security and of equality for each and every
member of the global community.

SUSTAINABLE WORLD ORDER
23. RULE OF LAW IN INTERNATIONAL RELATIONS
Evidence of this element is essential for the development of foreign policy and is
described explicitly in accordance with paragraph 26, portrayed below.
26. Russia consistently advocates strengthening the legal foundation of
international relations and complies with international legal obligations in good
faith. Maintaining and strengthening the norms of international law of law that
is among its priorities in the international arena. The rule of law in international
relations is intended to ensure peaceful and fruitful cooperation among States
while seeking to balance their interests, as well as ensuring the complete
stability of the global community.
24. STRENGTHENING INTERNATIONAL SECURITY
International Security is understood as a priority issue for the Russian Federation since the country has a
territorial extension of approximately 17,100,000 km², a population of 144.3 million according to the World
Bank survey in 2016. Russia has the immensity of its territory from Eastern Europe to Northern Asia, thus
being called many times by geographers and historians as a Eurasian State, the Russian Federation also
borders 16 countries, namely: Norway, Finland, Estonia. , Latvia, Lithuania, Belarus, Poland, Ukraine, Georgia,
Abkhazia, South Ossetia, Azerbaijan, Kazakhstan, People's Republic of China, Mongolia and North Korea.
27. Russia consistently advocates strengthening international security and valuing strategic and regional
stability. To this end, the Russian Federation:
a.strictly enforces its international arms control obligations and encourages its partners to do the same;
B. attaches great importance to the implementation of the Treaty between the Russian Federation and the
United States of America in the Measures for Further Reduction and Limitation of Strategic Offensive
Weapons of 8 April 2010;
25. STRENGTHENING INTERNATIONAL SECURITY
Regarding the Russian Federation, it
is necessary to understand the
geopolitical importance of the
country, it borders 16 countries,
namely: Norway, Finland, Estonia,
Latvia, Lithuania, Belarus, Poland,
Ukraine, Georgia, Abkhazia, Ossetia
South, Azerbaijan, Kazakhstan,
People's Republic of China, Mongolia
and North Korea.
This makes the country increase its
level of surveillance, with the
activities carried out by its neighbors,
and strategically update its regional
and international security policies.
26. ECONOMIC AND ENVIRONMENTAL COOPERATION OF THE
RUSSIAN FEDERATION
Understanding the importance of these actions, the President of the Russian Federation Vladimir Putin
demonstrates that his country is committed to fulfilling these purposes of cooperation in the economic
and environmental spheres, not only related to the planet, but also in the preservation of the resources
that Russia has in these areas. areas, highlighted in paragraphs 39 to 44 of Presidential Decree No. 640,
as follows:
39. In the quest to ensure sustainable economic growth based on stable export and domestic growth
demand, its unique natural resources, using accumulated financial resources and implementing a
responsible socio-economic policy, the Russian Federation makes a significant contribution to ensuring a
global economic and financial stability, contributes to international efforts aimed at preventing and
overcoming global economic and financial crises. Russia intends to proactively contribute to the creation
of a fair and democratic economic, monetary and financial architecture, the determination of global
sustainable development guidelines and the achievement of United Nations sustainable development
goals, assuming that a common approach is needed. to address current global economic challenges that
offer new opportunities for international cooperation.
27. INTERNATIONAL HUMANITARIAN COOPERATION AND
HUMAN RIGHTS
In the understanding of international humanitarian cooperation, Russia has as its core the rights of
Russian citizens when residing abroad, to the protection of Russian compatriots, the instruction that
must be given to them when living in countries whose eccentric characteristics, not only in language, but
also about the different cultures and their specificities.
45. As a nation committed to universal democratic values, including human rights and freedoms, Russia
pursues the following objectives:
The ensure respect for human rights and freedoms throughout the world through constructive and equal
international dialogue, taking into account the national context, culture, history and values of each
State, monitor the human rights situation in the world and facilitate the involvement of Russian civil
society, society institutions to address issues in this area, including the Civic Chamber of the Russian
Federation and non-governmental organizations;
and to protect the rights and legitimate interests of compatriots living abroad, subject to international
law and international treaties concluded by the Russian Federation, recognizing the important
contribution of compatriots to preserving and promoting the Russian language and culture;
28. INFORMATION SUPPORT FOR FOREIGN POLICY ACTIVITIES
OF THE RUSSIAN FEDERATION
The Russian Federation understands that the modern world has also brought new
technologies to obtain information, in an attempt to join efforts to promote information
security, Russia deals with current issues in this regard together with the international
community, paragraphs 46 to 48 of the Decree nº640 demonstrate in a more objective way
how to execute these objectives for the proper functioning of its foreign policy.
47. Russia seeks to ensure that the world has an objective image of the country, develops its
own effective ways of influencing foreign audiences, promotes Russian and Russian-language
media in the global information space, providing them with the necessary government
support, is proactive in international information cooperation, and takes necessary steps to
combat threats to its information security. New information and communication
technologies are used for this purpose. Russia aims to promote a set of legal and ethical
standards regarding the safe use of this technology.
29. PRIORITIES OF THE REGIONAL FOREIGN POLICY OF THE
RUSSIAN FEDERATION
In an article published on the website of the Unique Federation of Oil Workers (FUP), the Professor of
International Political Economy at the Federal University of Rio de Janeiro (UFRJ) and consultant to the
Strategic Studies and Proposals Group for the Oil and Gas Sector (GEEP/ FUP) José Luís Fiori highlighted
the prevalence of Russia relevant to issues involving the areas of its Regional Foreign Policy through
which he makes a concise analysis of the role of the Russian Federation in the region.
[...] in 2008, in the Georgian War, Russia gave a first demonstration that it would no longer accept the
indiscriminate expansion of NATO towards its borders. Later on, it incorporated the territory of Crimea,
in response to the Euro-American intervention in Ukraine in 2014, and finally, in 2015, it made its first
successful military intervention outside its borders, in the Syrian war. In other words, once again, 15
years after the gigantic collapse of the Soviet Union, old Russia resumed its historical path, rebuilt its
economy, made a technological leap in the military and electronic informational field, took control of its
mineral and energy resources, and returned to occupy its place among the great military powers of the
international system. It has become, at the same time, an indispensable bridge between the Atlantic
world and the new dynamic center of world capitalism, located in the Pacific and Asia, and within the
entire territory involved in the strategic embrace of the Shanghai Cooperation Organization, and for the
economic embrace of the Chinese project, the “one road, one belt”. (FIORI, 2017).
30. THE FORMULATION AND IMPLEMENTATION OF THE FOREIGN
POLICY OF THE RUSSIAN FEDERATION
Chapter IV of the Constitution of the Russian Federation translated by Igor Kapyrin
and Fernando Roboredo Seara discipline in verbis “Art. 80, 1. The President of the
Russian Federation is the Head of State. 2. The President of the Russian Federation is
the guarantor of the Constitution of the Russian Federation and of the rights and
freedoms of man and citizen. According to the modality established by the
Constitution of the Russian Federation, it adopts measures to guarantee the
sovereignty of the Russian Federation, its independence and territorial integrity,
ensures the concerted functioning and collaboration between the organs of State
power. 3. The President of the Russian Federation, in accordance with the Constitution
of the Russian Federation and federal laws, determines the basic guidelines of the
State's domestic and foreign policy. 4. The President of the Russian Federation as
Head of State represents the Russian Federation within the country and in
international relations. (SEARA,1994, p.16).
31. CONCLUSION
In view of what has been mentioned, the present study allowed an
analysis of which are the topics that constitute the structure of the new
concept of foreign policy of the Russian Federation based on
Presidential Decree nº 640 in the current scenario, the way in which the
President of Russia Vladimir Putin, together with the diplomatic corps
of his country, is taking measures that require intense cooperation
between States to resolve the conflicts that emerge in the world in the
present century, in addition, the promotion of human rights, Russian
culture, combat to terrorism, economic cooperation through economic
blocs and other aspects emanating from foreign policy.
