2. Context and justification for the present revision
Under this decision, the EU commits to strengthening service provision for drug use
prevention, treatment and rehabilitation and HIV/AIDS care for injecting users in Iran.
While the current economic recession in Iran increases the need for such services, public
service provision is being reduced due to the government’s simultaneous budget cuts.
The guidelines for the call were drafted in consultation with Iran’s Drug Control
Headquarters (DCHQ). Subsequent communications from DCHQ as well as the Ministry of
Foreign Affairs underscore the importance attached to this call by the government. One
communication asked to extend the deadline for the submission of concept notes, while
another included a list of four concept notes submitted by Iranian CSOs deemed as of
particular importance.
To enable the contracting of four, rather than three, applications, this amendment proposes
to use unclaimed commitment credits under the MIDEAST budget line (ME BL-C1). The
budget line’s total unused commitment credits for 2019 amount to EUR 378 000, while this
amendment requires EUR 376 000.
The four proposals under consideration by the evaluation committee are all of very high
quality and sufficiently distinct as to not overlap and to be of particular interest under the
call and to the Commission.
3. Modifications
The amendment has financial implications. The EU contribution to “Support to Sustainable
Development in Iran” programme is increased to EUR 18 376 000. There are no changes of
the overall objectives or specific objectives, and no changes in their wording.
