2. INTRODUCTION
 An accomplished municipal manager, Stephen Lisauskas serves as Vice President of
Government Affairs and Regional Vice President of Municipal Partnerships at WasteZero in
Cambridge, Massachusetts. Stephen Lisauskas holds an MPA in finance and management from
Syracuse University’s Maxwell School of Citizenship and Public Affairs, which has begun an
initiative called the Tenth Decade Project.
Established by Dean James Steinberg in 2014, the Tenth Decade Project concurred with the
Maxwell School’s 90th anniversary and will continue through its centennial, in 2024. Through the
program, the Maxwell School has implemented numerous initiatives that promote collaboration
and innovation, including several faculty-led citizenship projects.
One of these is the Climate Change and Citizenship Project, which promotes scholarly
exchange, interdisciplinary study, and the development of curricula that explore the ways that
climate change action influences citizenship, and vice versa. Another initiative borne out of the
Tenth Decade Project is the Free Speech Repository, through which a research team collects
data to study those who benefit from court decisions that protect free speech.
The Tenth Decade Project fund has supported these projects in their initial stages, and the
Maxwell School will seek outside funding to continue these efforts.
