As an educator with over 40 years of experience, Dr. Marlaina Palmeri is no stranger to the stigma
surrounding urban schools. While many individuals may incorrectly assume that high-poverty schools are
not capable of producing exemplary results, Dr. Palmeri has dedicated her entire life to proving them
wrong. One of the greatest highlights of her career was witnessing her teachers and students receive the
National Title I Distinguished School of Mastery Award,which is reserved for high-achieving schools
with a high rate of poverty.
After leaving the Rochester City School District after 27 years as a teacher and administrator, Dr. Palmeri
shifted her focus to charter schools in 1999, and since then has made it her mission to change the life
chances of urban children throughout the country. After working for EdisonLearning and GEMS
Education Solutions until 2012, she started her own charter school management company to realize her
vision. As the President and Chief Education Officer of Believe To Achieve International LLC, she
provides leadership and management oversight to new, existing and expanding charter school leaders and
their respective Boards. She also addresses performance accountability, handling state and authorizer
compliance and governance for the schools she serves. Her ultimate goal is to share her expertise with a
network of charter schools, building their local capacity to establish themselves as distinguished schools
of mastery.
To that end, Dr. Palmeri has authored a framework of internationally proven standards of school
excellence, which are supported by rubrics and performance indicators to guide schools through this
transformational process. Yet,it is not only statistical success that drives Dr. Palmeri’s vision. Through
providing a wealth of resources to fellow educators,school leaders and Board professionals, she hopes to
provide school leaders the knowledge and skills they need to nurture their students into knowledgeable,
socially conscious and globally competent citizens.
