once
again
making
headlines
here in
San Antonio.
Police
have issued
an arrest warrant
for a
14-year-old
boy.
They say
he's the one
who shot
and killed
another
14-year-old.
An attempted
burglary
at a northwest
side
church
ended
violently
tonight
with a--
Arrested two
alleged
gang members
in the carjacking
and murder of a
Dallas man
in San
Antonio--
Juvenile
crime
is up over
400%,
and the
age of
those kids
getting
arrested,
shot,
and buried
continues
to
get
younger
and
younger.

Hello,
and
welcome
to
School
Crime:
Campus
Combat
Zone.
I'm
Larry
Estepa.
Would
it
surprise
you
to
hear
that
gunshot
wounds
are a
leading
cause
of
death
among
high-school
age
children
in
the
United
States,
second
only
to
motor
vehicle
deaths?
It's
estimated
that
students
carry
more
than
100,000
guns
to
school
every
day.
Schools
that
were
once
thought
of
as
safe
havens
have
fallen
victim
to
crime
and
violence,
with
our
nation's
children
caught
in
the
crossfire.
In
the
next
half
hour,
we'll
hear
what
the
Bureau
of
Alcohol,
Tobacco
and
Firearms
is
going
to
do
about
guns
in
the
hands
of
juveniles.
And
we'll
visit
with
officers
from
two
different
areas
of
the
country
about
this
problem.
When
you're
finished
watching
today's
program,
you'll
know
various
methods
and
techniques
for
keeping
weapons
out
of
schools.
In
addition,
you
will
have
a
better
understanding
of
the
rules
governing
search
and
seizure
when
juveniles
are
involved.
Let's
begin
by
taking
a
look
at
what
the
Bureau
of
Alcohol,
Tobacco
and
Firearms
is
doing
about
weapons
in
the
hands
of
juveniles.
It's an
all
too
familiar
scene
in
the
nation's
capital.
But
even
worse,
it's
a
phenomena
that's
spreading
across
the
country.
Kids
are
killing
kids
and
others
with
guns
at
an
alarming
rate.
Even
areas
long
considered
safety
zones
are
now
threatened.
Each
day,
100,000
students
take
guns
to
school.
While
Congress
considers
legislation
which
will
have
impact
on
this
problem,
it
is
imperative
that
we
do
everything
humanly
possible
within
existing
law
to
curb
this
terrible
trend.
ATF
is
making
the
tracing
of
guns
involved
in
juvenile
crimes
its
highest
priority,
and
is
shifting
resources
to
beef
up
its
National
Tracing
Center
to
handle
the
job.
The
ultimate
objective
is
to
try
to
determine
where
these
guns
are
coming
from
that get
into
the
hands
of
children.
McGaw
went
to
local
law
enforcement
to help
find
answers
to
some
tough
questions.
How
many
of
them
are
being
stolen
from
residences
or
friends'
houses
where
they're
in
a
drawer
or
in a
dresser
drawer?
How
many
of
them
are
being
received
through
trades
of
some
kind
of
appliances
or
things
like
that
that are
being
stolen,
radios,
TVs,
and
that
kind
of
thing?
How
are
these
children
getting
these
weapons?
The
Bureau
wants
all
guns
linked
to
juvenile
crime
traced,
not
just
the
ones
needed
to
solve
a
particular
case.
That's
because
there
may
have
been
crimes
committed
along
the.
Way
When
a
person
sells
a
gun
to
a
juvenile,
we
must
exercise
every
detail
of
the
state
and
local
law
to
see
if
that
adult
can
be
prosecuted.
We
have
to
look
at
the
district
attorney
and
the
local
prosecutors
and
say,
this
adult
sold
a
handgun
to
a
juvenile.
What
laws
are
on
the
books
within
your
local
state
county
jurisdiction?
In
addition
to
increasing
arrests
of
juvenile
gun
traffickers,
ATF
hopes
the
tracing
efforts
will
lead
to
innovative
solutions.
Knowledge
is
power.
If
we
can
tell
local
law
enforcement
that,
say,
50%
of
all
the
handguns
are
taken
from
home
burglaries,
have
we
caught
the
person?
No.
But
we
know
now
to
safeguard
against
home
burglaries.
Where
there's
a
predominant
problem
with home
burglaries
in a
geographical
area,
local
law
enforcement
can
go
out
and
say,
hey,
we
had
500
guns
in the
hands of
juveniles.
Well,
people,
50%
of
those
guns
came
from
home
burglaries.
Lock
your
doors.
Close
you
windows.
Safeguard
your
weapons.
And
we can
cut
it
down.
We
need
to
tell
the
community
what
to
do.
There
is
a
strong
commitment
at
ATF
on
this
and
other
programs
to
work
closely
with
local
law
enforcement,
and
to
respond
quickly
to
their
needs.
When
the
phone
rings
and it's
local
law
enforcement,
we
will
almost
put
down
anything
else
we're
doing
and go to
help.
Whether
it's
arson,
whether
it's
explosives,
whether
it's
firearms,
whatever
it
might
be
within
our
jurisdiction.
And
that

Recently,
LETN's
Dave
Smith
traveled
to
Orlando,
Florida
to
talk
with
Jim
Corbett,
who
is
the
president
of
the
National
School
Resource
Officer's
Association.
Jim
has
also
been
an
SRO
for
the
past
15
years,
and has
very
enlightening
things
to
say
about
crime
and
violence
in
schools.
Jim,
you've
been
a
school
resource
officer
for
15
years.
That's
a
long
time.
You've
seen
a
lot
of
changes
in
the
schools
at
a
very
tough
social
time
in
our
country.
Talk
about
what
you've
seen
change
in
schools.
I think
the school
environment
is
basically
the
same.
What's
different
is
the
baggage
kids
are
bringing
into
the
schools.
Our
kids
are
a
lot
different
because
of societal
changes.
The
broken
families,
we
all
hear
about
that--
the broken
families,
the
violence
in the
home.
It's
very
hard
to
teach
a
kid
when
he's
coming
to
school,
he
got
off
work
at
2
o'clock
in
the
morning,
or
he
hasn't
eaten
since
he
left
school
the
day
before,
and
hasn't
eaten
in
22,
23
hours.
These
are the kinds
of
approaches
that
kids
are
bringing
into
schools.
The
gang
influence,
the
neighborhood
influence,
the
family
influence.
It's
a
lot
different.
The
pressures
to
be
a
kid
right
now
are a
lot
different
than
what
we
experienced
quite
a
few
years
ago.
Right.
The
social
changes
have
a
direct
effect
on
the
kids'
attitudes,
also?
And
their
ability
to
learn.
It's
very
hard
to
teach
a
kid--
he
sees
no
reason
to
sit
in a
history
class
when
he's
having
to
worry
about
whether
he's
going
to
get
home
tonight
without
getting
shot.
And
that,
to
these
kids,
is
on
their
mind?
Sure.
It
would
be
on
ours,
wouldn't
it?
They're
no
different
than
we
are.
These
kids
bring
the
weight
with
them to
school,
and
they
have
to
take
it
home.
And
they've
got
to
go
home
and
live
in
the
same
environment.
A
Pollyanna
where
you
go
to
school
and
everything's
happy
and you
learn,
and
you
get
your
education,
and you
go out and
make
millions
of
dollars--
these
kids
don't
see
that
in
their
future.
They're
worried
about
tomorrow.
They're
worried
about
tonight.
How
does
this
manifest
itself
in
their
behaviors?
Short
attention
span,
more
violent.
Because
they're
more
violent
in the community.
When
somebody
makes
you
mad,
you
strike
out
at
them.
When
we
were
kids
in
high
school,
somebody
made you
mad,
you fought
after
school,
and
it
was
over.
That
was
probably
your
best
friend,
and
the
next
day
at
school
you
laughed
about
it.
Now
when
somebody
makes you
mad,
you go
home
and get
your gun,
or your knife,
or your
stick,
or
whatever,
and
you
attempt
to
hurt
them.
And you
hurt
them
as
badly
as
you
possibly
can.
And
we
see this
growth
in
gang
activity
related
to
that,
somewhat.
I
think
so.
There's
nobody
at home.
There's
nobody
in
the
house.
There's
nobody
to
take
care
of
them.
They're
looking
for
some
kind
of
group
identity,
someone
that
cares.
And
right
now
on
the
street,
who
cares
the
most?
Your
homeboy
or
homegirls.
They
care.
They
will
accept
you
for
all
your
shortcomings.
They
will
accept
you.
You
don't
have
to
have
A's
and
B's
to
be
accepted.
You
don't get
yelled
at
if
you
fail.
You
don't get
yelled
at
if you
quit
school.
You're
accepted.
You're
part
of
the
group.
And
they're
looking
for
that
group
identity.
They're
looking
for
that
sense
of
belonging.
They're looking
for
someone
that
cares
for
them.
And they're
getting
that
from the
gangs
or from
youth
groups
or
whatever.
One way
or the other,
they're
going
to
find
it.
Exactly.
What
are
the
reactions
you've
seen
from
teachers
and
administrators
toward
SRO's?
When
you
first
go
into
the
program,
there's
a
lot
of
misconceptions
about
what
you're
going
to
be
there
for
anyway.
A
lot
of
teachers,
when
you
first
go into
the
schools,
see you
as
threatening.
What's
he
here
for?
Their
only
contact
with
a
law
enforcement
officer
may have been
when they
got a
speeding
ticket
when
they
were
late
to
class
and
they were
trying
to get to
school
or
trying
to
get
back
to
school.
And
they
have
to
see
that
you
are,
first
and
foremost,
a
human
being,
a
person.
And
that's
when
you'll
begin
to
make
changes.
After
you've
been
there
for
a
while,
the
administrators
a
lot
of
times
see
you
as
threatening,
that
you're
there
to
take
some
of
their
power,
some
of
their
responsibilities.
But
we're
there
to
work
with
them.
And
that's
what
it's
all
about.
But don't you
also
council
them
on
things
like
search
and seizure
and other
things?
Definitely.
Administrators
who have
had
the
program
for any
length
of
time,
when
asked
about
the
program,
the
effectiveness,
a
lot
of
them
would
rather
give
up
one
of
their
administrators
or
a
teaching
position
than
give
up
the
school
resource
officer
when
funding
becomes
a
problem.
But
I
think
a
lot
of
times
that
we
are
there
as
a
tool
for
them.
They
still
handle
the
administrative
discipline.
They
can
still
do
everything
they've
been
doing.
We make
counseling
and
give
them
some
ideas
on
how
they
can
do
their
jobs
better.
We
do
some
security
surveys
for
them.
But
they
still
do
their
job,
and
then we
work
in
conjunction
with
them.
Searches
and
seizures.
And
the
principals
and
assistant
principals
are
held
or
burdened--
reasonable
suspicion,
which
can
be
almost
anything.
Rumor,
notes,
he
said,
she
said.
And
their
searches
are
legal
with
reasonable
suspicion.
And
then
they
can
turn
the
results
of that
search
over
to
us.
It
becomes
probable
cause
for
arrest
at that
point.
Speaking
of
search and
seizure,
if
you're with
the
principal
and
they're
going to
do a
search
and
seizure
or a
search,
are you
allowed
to be
with
them?
As
long
as
they're
not
acting
as
our
agent.
As
long
as
we
haven't
said,
hey,
you
need
to go
search
John
Smith.
He
may
have
a gun
in
his
pocket.
As
long
as
we're
not
directing
them.
We
can
still
be
there
with
them
to
maintain
their
security.
And
that's
something
that,
a
lot
of
times,
law
enforcement
officers
and
educators
don't
realize.
That
as
long as
we
don't
participate
in
the
search,
as long
as we
don't
direct
them
to
do
the
search,
it's
fine
for
us
to
be
there.
And
that's,
again,
the
partnership.
You've
got
to
learn.
You've
got
to
learn
from
each
other.
And
it's
a
process.
It
doesn't
happen
overnight.
The
trust
isn't
there.
The
learning
process
takes
a
long
time.
How
often
do you
see
guns
and
knives
in
school?
Too
often.
Too
often.
One
gun
a
year
is
way
too
many.
The
weapons
on
campus
have
become
a
problem.
But
it's
no
different--
it's
probably
better
on
campus
than
it
is
in
the
community.
Kids
with
weapons
are
a
problem.
A
lot
of
times
when
you
hear
about
young
people
involved
in weapons,
it's
not
kids
that are
going
to
school
anyway.
It's
the
drop
outs
or the
throw
outs.
But
because
our
society
is
more
violent--
and
we talked
about
it--
our
society
is more
violent
when
somebody
makes
you
mad
and you
strike
out
at
them,
you try
to
hurt
them.
The
weapons
are
available.
They're
too
readily
available
to them.
All
right.
But
measures
like
the
metal
detector
haven't
proven
particularly
effective?
No.
Schools
are
open.
There
aren't
many
schools
that only
have
one
door.
When
you're
going
through
an
airport
checkpoint,
there's
one
way
in
and one
way
out.
So
that
may
be
effective.
Schools,
you
have
back
doors,
you have
side
doors,
you have
practice
fields,
you have
lockers,
you
have
cars.
Metal
detectors
just
aren't
going to
work,
because
the
schools
are
too
fluid.
You've
got
to
change
the
attitudes.
And that's
another
kind
of
the
benefit
of
having a
school
resource
officer
on
campus.
Because
when
a
school
resource
officer
is there
and he
has
the
trust
and
the
kids
believe
in
him
or her,
then
if
there's
a
weapon
on
campus,
a
lot
of
times
they'll
come
tell
you
about
it.
Why
do
kids
bring
these
weapons
to
school?
One of
the
violent
society.
And
a
lot
of
times
it's just
for
show,
to
develop
a
reputation.
And if
I
show
a gun,
people
will leave
me
alone.
They
will
think
I'm
bad.
And
I
will
not
be
intimidated.
I
think
a
lot
of
kids
use
the
excuse
of
fear.
I
was
in fear,
so I had
to arm
myself
to
protect
myself.
I
think
that's
an
excuse
and not
a
reason.
There
are
as many
reasons
for
weapons
on
campuses
as there
are
weapons
on
the
street.
The
gangs
are
permeating
or
crossing
all
the
cultural
and
social
economic
barriers
now.
Is that
what you're
seeing?
Definitely.
It's
not
one
race,
one
ethnicity.
It's
everybody
is
involved
in it
now.
What do
you
see
as
the
cure
for
that?
Education.
Education.
We
have
got
to
change
the
environment.
We've
got
to
change
the
need
for
belonging.
We've
got
to
help
them
find
somewhere
else
to
be
successful
and
be
accepted.
If
we
do
that,
the
need
for
the
gang
involvement
will
go
away.
How
would
we
develop
that
sense
that
gangs
are
not
a
good
thing?
You
said
earlier,
attitudes
are
so
important.
How
are we
going
to
affect
the
attitude
about
gangs
besides
just--
First
of all,
we've got
to
start
young.
We're
not
going
to
jump
in
high
school
and
change
attitudes.
We've
got
to
start
elementary
school,
we've got to
start
middle
school.
And
we've
got
to
change
the
attitudes.
We've
got
to
make
them
not
as
attractive
to
younger
kids.
We've
got
to
show
the
reality
and
not
the
myth.
And
that's
what's
happening
too
long
in
too
many
of
our
neighborhoods.
They're
seeing
the
myth.
And
if
young
people
are
exposed
to
the
truth,
most
of the
time
they
make
responsible
choices.
And
we've
got to
expose
them to the
truth
at a
very,
very
young
age,
and
keep
reinforcing
it.
You
can't just
show
them
that
gangs
are
bad.
Just
like
with
just
say
no,
they
had
to
say
yes
to
something.
Just
say
no
to gangs--
we've
got
to
have
them
say
yes
to
something.
And that
may
be
academic
success,
social
success,
involved
in
youth
organizations,
athletics,
something
where
they
feel
success.
We've
got
to
find
somewhere
where
every
kid
can be
successful.
And
It's
not
the
same
for
every
kid.
Right.
Positive
identification.
That
will
have
the
biggest,
quickest,
and
most
long-lasting
impact
on
gang
involvement
that's
positive.
That's
great.
Is
there
anything
that
you'd
like
to
end
with,
advice
for
school
resource
officers and
administrators?
The
advice
would
be
communicate.
For
the
school
resource
officer
and
for
the
administrator,
if
you
don't
talk
to
each
other,
the
mistrust
and
the
misinformation
will
be
spread.
On
a
daily
basis,
hourly
basis,
you
need
to
communicate.
There
has
to
be
a
learning
process.
They
have
to
learn
what
our
responsibilities
and
guidelines
and
requirements
are.
And
for
the
law
enforcement
officer,
you've
got
to
take
time
to
realize
that that
school
administrator
is
responsible
for
everything
that
takes
place
on his
campus.
Even
what
you
do,
he's
still
ultimately
responsible
for.
And
with
that
ownership
comes
a
great
deal
of
responsibility
for
him.
You've
got
to
be
able
to
communicate
to
him
what
you're
doing
so
he
understands
it.
Once
the
trust
is
built,
you
can
do
a
lot
of
different
things
and a
lot
more
things
for
your
kids.
And
that's
what--
service
the young
people.
That's
bottom
line.
Whoever
takes
credit for it
is fine,
as long as
young
people
get
serviced.
You
spent
15
years
as a
school
resource
officer
and
didn't
try
to
go
up
the
chain,
didn't
take
promotion.
What
has it
meant
to
you
to be a
school resource officer?
I
feel
better--
I
feel
great
coming to
work
every day.
That
feels
as good
for me now
as it did
15
years
ago.
Young
people
have changed.
It's
forced
me
to
change.
It's
forces
me
to
stay
young,
if
you
will.
If
you
can
be
young
and
be
adult--
but
kids
change
constantly.
Kids
are
involved.
And
I
have
never
felt
better
about
anything
in
my
life
as I do
coming to
work and
working
with
young
people.
They
have
become
a
part
of
my
extended
family.
They
come
back
and
see
me.
They're
bringing
their
kids
back.
I've got
kids that
are
attorneys,
doctors,
lawyers.
And
they
come
back
and
see
me.
I've
got
9
kids
in
the
county
that
are
law
enforcement
officers
now
since
I've
graduated.
I
go
to
law
enforcement
graduations,
and
weddings,
and
college
graduations
for
my
kids.
And
I
wouldn't
change
a minute.
I
wouldn't
trade a minute
for what
I've done.
It's a great
way
to
make
a
difference
in people's
lives.
It
is.
Thanks
for
being
with
us

We
also
asked
officers
at
the
San
Antonio
Independent
School
District
a
variety
of
questions
about
guns
in
school.
And
here's
what
they
had
to
say.
If
you had
asked
me this
question
three
years
ago,
I would have
told
you
that
most
of
them are
gang-related
carrying
of
weapons.
I'm
not
so
sure
that's
true
today.
I
know
from
a
number
of
instances
where
we've
been
involved
recently,
we
see
students
bringing
weapons
because
of
a
sense
of
fear.
Going
to
and
from
school,
concerns
about
what
someone
might
do
to
them.
And
so
I
see
a
shifting
here,
and
I'm
not
so
certain
anymore
that
it's
related
to
gang
or
gang
retaliation.
But
more,
there
is
a
concern
about
personal
safety,
especially
going
to
and
from
school.
We're
seeing
a
lot
more
of that.
We're
getting
many
more
weapons
in
the
vicinity
of the
school
before
they
even
get
to
school
than
actually
having
problems
with
the
weapons
on the
campuses.
A
lot
of
the
kids,
the
ones
that
we
interviewed,
tell
us
they
bring
them
to
school
for
protection.
And
a
lot
of
these
kids
have
a lot of
enemies.
If
you've
been
involved
in
a gang
anywhere
between
a
year
to two
years,
you're
going
to
make
a
lot
enemies
along
those
lines.
And it's
not easy
for
you to
walk
down
the
street
without
having
to
look
over your
back.
So
the
basic
reason
is
for
protection.
A
lot
of the
kids
bring
guns
to
school
because
they
think
that they
are
in
danger.
So
they
have
a
perceived
need
for
protection,
so
they
bring
guns to
school.
And
several
also
bring
them
strictly
to
show
off
to
other
people.
Oftentimes,
we'll
find
guns
that
aren't
even
loaded.
They
brought
them
from
the
house
or
they
bought
them,
but
they
don't
have
any
bullets
with
the,.
Those
are the
show
off
type
of
people
that
we
find
guns
with.
I
think
it
depends.
And
I
get
this
question
many
times
from
all
over
the
country,
people
asking
me this
question.
Do
metal
detectors
work?
And
I
think
there
are
a
number
of
factors
you
have
to
be
aware
of
when
you're
looking
at
metal
detectors.
I
think
it
has
to
do--
if you
use
metal
detectors--
we've
had
people
that
we've
talked
to
and they
said,
what
do
you
suggest
we
do?
And
I
say,
the
first
thing
is
assess
your
situation
out
there.
If
you're
looking
at
metal
detectors
as
a
cure
all,
you're
wrong.
And
in
fact,
they'll
call
back
in
two or
three
months
and they'll
say,
Dave,
you're
right.
Kids
got
through
with the
weapons
anyhow.
What do
we
do
next?
Metal
detectors,
just
like
anything
else--
you
put
them
up,
kids
are
going
to
find
a
way
to
get those
weapons
in there.
It
will
serve
as
a
challenge.
It will
serve as a
challenge for
those
kids.
And
I
guarantee
they will
get those
guns
in.
The
best
key
here
is
to
keep
an
open
line of
communication,
get
a
level
of
trust
there,
get
the
kids'
confidence.
And
they'll
let
you
know
what's
going
on.
Metal
detectors
and
kids
don't
necessarily
go
hand
in
hand.
If
you
put
something
out
there
for
the
kids
to
try
to
beat,
it's
like
a
challenge.
And
especially
the
problem
occurs
where
you've
got
buildings
like
in
most
inner
cities
that
are
older,
and
they
were
not
set
up
in
terms
of
security.
So
you'll
have
kids
that
will
find
alternate
routes
to
get
the
weapon
into
the
school.
And
we
know
from
experience
that
they'll
even
leave
a
window
open
the
night
before.
Before
leaving
school,
they'll
leave
a
window
ajar,
and
they
could
pass
a
weapon
through
the
window.
So
to
say
that
metal
detectors
are
the
solution,
I
can't
buy
into
that.
We
found
that
metal
detectors
are
very
subject
at
best.
Because
when
you
put
up
a
metal
detector,
you're
presenting
a
challenge
to
the
kids
to
bring
a
gun
to
school.
We
do
use
weapon
detector
dogs
who
conduct
periodic
sweeps
at
the
parking
lots
and the
lockers,
mainly
as
a
deterrent
type
of
method.
But
the
most
effective
method
that
we
found
so
far
is
by
these
officers
talking
to
the
kids
on
a
daily
basis.
The
kids
have
extremely
good
rapport
with
the
officers,
and
they
trust
the
officers.
And
when
they
find
out
that there's
a
gun on
campus,
they
will
come
tell
the
officer
stationed
here
at these
schools
that
so and
so
has
a
gun.
Because
they
are
concerned
for
their
safety.
It's
not
unusual
for
us
to
get
a
call
from
a
gang
member
and
warn
us of
impending
trouble.
They'll let
us
know,
hey,
so and
so
is
carrying
a
tech-22
or
a
tech-9,
so
be
on the
lookout.
That's
how
we
get
our
information.
But
I
think
the
better
approach
is
to
look
at
kids
and
say,
what
are
we
trying
to
do.
We
go
back
to
our
mission
statement.
Ours
is
to
build
productive
citizens.
Citizenship
means
taking
responsibility
for
your
actions.
We
want
students
to
get
to
the
place
of
being
responsible
for
their
community,
their
campus.
They
are
responsible
to
report
to
us
when
things
are
going
on there
at
that
school.
It's
part
of
their
community
and part
of
their
educational
environment.
And
they
do
call us
and
tell
us.
So
I'm
concerned
more
with
building
in to
kids
a sense that
you're
responsible
rather
than
relying
on
some
piece
of
equipment
to
give
me
a
sense
of
security
that
all
is
well
when
in
reality,
it
turns
out
all
is
not
well.
And
then
where
am
I?
I
have
all
this
expensive
equipment,
and
I
have
told
the
community
that
it's
going
to
work
now.
We've
got
these
metal
detectors
in
place,
and
you
should
have
a
safe
school.
And

campus.
Now
what
do I
tell
to the
parents?
Better
to
say
that
that
is an
option
to
consider,
but
you
have
to
consider
many
things
along
with
it.
Is
your
school
environmentally
designed
to
deal
with
that?
If
you
have
multiple
points
where
the
kids
can
come
in,
it's
not
going
to
work
as
effectively
as
one
point.
If
there
are
time
constraints,
it's
going
to
be
a
problem.
How
sensitive
are
you
going
to
make
that
equipment,
selectivity
ratings
and such?
So
I'm
not
saying
there's
something
wrong
with
metal
detectors.
I
say
we
don't
use
them
on
a
regular
basis
here.
We're
more
interested
in
having
children
buy in to
the
responsibility
for
the
campus.
And
it
is
working.
So
I
stay
with
that
approach.
In
terms
of
searching
on
a
school
grounds,
there's
two
different
sets
of
parameters
that
we
go
by.
Number
one,
as
an
officer--
any
law
enforcement
officer
regardless,
of
his
jurisdiction,
has
to
go
by
probable
cause
when
he's
going
to
conduct
a search.
The
other
standard
that
we
have
as
school
administrators,
by
virtue
of
their
power,
they
merely
have
to
have
reasonable
suspicion
to
conduct
a
search.
The
problem
comes
about
is
when
both
the officer
and
the
principal
are
working
in
concert.
When
you
have
an
officer
stationed
at a
school
who maybe
works
with
the
principal,
they
work
very,
very
well
together.
But
that
can
present
a
problem
when
an
offer
gets
brought
in
on a
search
that
a
principal
is
conducting
when
the
principal
only
has
reasonable
suspicion.
The
officer
cannot
take
part
in
that
search,
because
as
soon
as
the
officer
is
directly
involved,
he
has
to
have
probable
cause.
In
searching
the
lockers
in
the
school,
some
of
the
criteria
you
have
to
go
by
is
obviously
the
school
itself
is
going
to own
the
locker.
So
it
is
the
school's
property.
Who
supplies
the
lock
on
the
locker
is
very,
very
critical.
If
the
school
itself
supplies
the
lock,
that
makes
one
statement.
If
it
is
a
student's
lock,
that
makes
a
completely
different
statement.
If the
student
owns
the
lock
that is
on
the
locker,
he
has
a
reasonable
expectation
of
privacy.
So
therefore,
the
entire
Fourth
Amendment
spectrum
comes
in
at
that
point
in
time
if
he
owns
the
lock.
It
depends
also--
what
is
the
policy
of
the
school
in
regards
to
searching
the locker?
We
as
peace
officers
are peace
officers
all
the
time.
A
school
administrator
is
acting
in
loco
parentis
and
has
some
rights
and
some
say-so
in
being
able
to
search
certain
areas
for
the
safety
and
welfare
of
the
students.
A
student,
regardless
of
whether
he's
a
juvenile
or
an
adult,
is
covered
by
the
Fourth
Amendment
in
most
regards.
But
the
most
important
thing
you
have
to
remember
as
an
officer
working
with
these
kids,
if
you're
conducting
a
search,
you
have
to
have
probable
cause.
If
the
principal
is
conducting
a
search,
or a
school
administrator,
he
in
most
cases
needs
only
reasonable
suspicion
to
conduct
a
search.
And
the
best
thing
that you
can
do
if
he
asks
you
to
accompany
him
on
a
search
is
to
not
get
directly
involved
in
it.
Do
not
direct
the
principal
where
to
search.
Do
not
conduct
part
of
the
search
for
him.
Because
you
may
lose
your
case
at
that
point
in
time.
So
while
there
are
various
methods
and
techniques
that
have
proven
to
be
effective,
it
sounds
like
communication
with
students
is
the
key
ingredient
in
weapon
recovery.
