World Radiocommunications Conference 2012
Resolution 233 – called for studies to identify frequency bands below 6 GHZ that would be
suitable for use by IMT (LTE).
‘…resolves to invite ITU-R
1. to study additional spectrum requirements, taking into account:
• technical and operational characteristics of IMT systems, including the evolution of IMT through advances in
technology and spectrally-efficient techniques, and their deployment;
• the bands currently identified for IMT, the technical conditions of their use, and the possibility of optimizing
the use of these bands with a view to increasing spectrum efficiency;
• the evolving needs, including user demand for IMT and other terrestrial mobile broadband applications;
• the needs of developing countries;
• the time-frame in which spectrum would be needed;
2. to study potential candidate frequency bands, taking into account the results of the studies under resolves to invite
ITU-R 1, protection of existing services and the need for harmonization,
further resolves
1. that the studies referred to in resolves to invite ITU-R 2 include sharing and compatibility studies with services
already having allocations in the potential candidate bands and in adjacent bands, as appropriate, taking into
account the current and planned use of these bands by the existing services, as well as the applicable studies
already performed in ITU-R;
2. to invite WRC-15 to consider the results of the above studies and take appropriate actions,….’

Summary
No mobile allocation in the UHF band 470 – 694 MHz
A review of UHF spectrum use to take place in 2023
C band 3.6 – 4.2 MHz No Change
450 – 470 MHz allocated to IMT (PPDR)
694 – 894 MHz identified for use by PPDR (all ready allocated to IMT)
Editor's Notes Region 1: NOC and WRC-23 agenda item to review spectrum use and spectrum requirements of existing services in the band 470-960 MHz and possible regulatory actions in the 470-694 MHz (see Res. COM 6/2)
Region 2: NOC and allocation and identification in country footnotes, Mod Res 224: In the Bahamas, Barbados, Canada, the United States and Mexico, the frequency band 470-608 MHz, or portions thereof, is identified for IMT. In the Bahamas, Barbados, Belize, Canada, Colombia, the United States and Mexico, the frequency band 614-698 MHz, or portions thereof, is identified for IMT (in Mexico and Belize starts as from 31/12/2018). Use of 9.21 and on a non-interference and not claim of protection basis.
Peru and Honduras have removed their names from footnotes for mobile and fixed service allocation in the 470-512 MHz and 614-798 MHz bands.
Region 3: country footnotes, Mod Res 224: In Micronesia, the Solomon Islands, Tuvalu and Vanuatu, the frequency band 470-698 MHz, or portions thereof, and in Bangladesh, Maldives and New Zealand, the frequency band 610-698 MHz, or portions thereof, are identified for IMT. Use of 9.21 and on a non-interference and not claim of protection basis
Brazil on behalf of 14 South American countries read a statement to re-affirm the importance of the continuous development of the broadcasting service.
The compromise solution under this agenda item, attempts to merge the different positions of countries in this Region. In doing so, it is our understanding, that the additional footnotes incorporated to Article 5 of the RR will guarantee that stations of the mobile service for IMT applications shall not cause harmful interference to, nor claim protection from the Broadcasting service.
Therefore, we look forward to consider this situation in the application of the provisions of the Radio Regulation.
China representing Region 3 countries emphasised that many APT countries signed a joint proposal and the proposal is for No Change and hence noted the importance of securing ‘No Change’ in the band. Fundamentally they highlighted that a country footnote solution would not be effective.
GREECE emphasised the importance of ‘No Change’ to secure future investments in terrestrial broadcasting and opposed future studies in the band.
Rwanda on behalf of East African Community (EACO) noted the desire for ‘No Change’ and that the final resolution was a delicate compromise involving C-Band.
