SIGMA is a joint initiative of the OECD and EU that helps governments strengthen governance systems and capacities. It works with countries in transition to meet economic and democratic goals and demonstrate readiness for EU integration. SIGMA provides short-term technical assistance in areas like public administration reform, policy development, and public finance management to help countries meet EU accession requirements.

SIGMA will focus its 2016 country monitoring on a maximum of two areas of the Principles for each country, with the goal of delivering reports to the EC in May after starting data collection in January. In 2017, SIGMA will conduct a second full assessment against the Principles of Public Administration, requiring preparation and data collection to begin in autumn 2016. SIGMA will systematize information collected from 2015 and 2016 to better meet targeted requests, and will review its monitoring framework to reduce indicators and data required from administrations. The main challenge remains availability of evidence, so SIGMA will continue working with countries and the EC to improve data availability for 2017 monitoring.
Select committees hold government ministers and departments accountable for their policies and decisions. Their core tasks are to scrutinize legislation, examine public expenditure, and hold the government accountable. Select committees conduct inquiries where they gather evidence, write reports, and the government responds. Members of Parliament and Lords sit on select committees along with clerks and other staff. The committees encourage public participation by submitting written evidence, giving oral testimony, and engaging with the committee in other ways. Select committees have existed since 1668 and help Parliament oversee the work of the government.

After a vote, these proposals are submitted to the SBA
