Automation
Despite strong hiring since the middle of last year, the U.S. economy is still 5.3 million jobs short of what it had in February
2020. And Lydia Boussour, lead U.S. economist at Oxford Economics, calculated last month that 40% of the missing jobs are
vulnerable to automation, especially those in food preparation, retail sales and manufacturing.

California and Automation
A new law in California aims at strictly regulating employer-imposed work quotas on warehouse and distribution center
workers in that state. The new law, called AB 701, will go into effect on Jan. 1, 2022.
“We cannot allow corporations to put profit over people,” said Gov. Gavin Newsom (D), when he signed the bill on Sept.
22. “The hardworking warehouse employees who have helped sustain us during these unprecedented times should not
have to risk injury or face punishment as a result of exploitative quotas that violate basic health and safety.”
Legislators and labor union advocates made it clear that a major reason for the new law is to take aim at retail giants
Amazon and Walmart, who they accuse of exploiting their nonunion workforce. But the law’s impact will be felt far beyond
those two companies.

Summary:
Elementary and secondary schools drive payroll
employment increase in educational services in February
Payroll employment in educational services increased by 19,400 (+1.4%) in February 2023,
continuing an upward trend that began in November 2022. Elementary and secondary schools
(+18,200; +2.2%) accounted for over 90% of February's monthly gain in educational services,
while representing roughly 60% of total payroll employment in the sector.
Payroll employment increases in February in retail trade,
construction and professional, scientific and technical
services
In February, payroll employment in retail trade rose by 11,100 (+0.5%), following an increase
of 27,600 (+1.4%) in January.
Payroll employment in the construction sector grew by 10,400 (+0.9%) in February. Payroll
employment in the sector has increased steadily since September 2022, apart from a decrease in
January 2023 (-6,400; -0.6%).
In February, payroll employment in professional, scientific and technical services increased
by 7,100 (+0.6%). This brings cumulative gains from September 2022 to
February 2023 to 35,300 (+3.0%).

  • 11. California and Automation A new law in California aims at strictly regulating employer-imposed work quotas on warehouse and distribution center workers in that state. The new law, called AB 701, will go into effect on Jan. 1, 2022. “We cannot allow corporations to put profit over people,” said Gov. Gavin Newsom (D), when he signed the bill on Sept. 22. “The hardworking warehouse employees who have helped sustain us during these unprecedented times should not have to risk injury or face punishment as a result of exploitative quotas that violate basic health and safety.” Legislators and labor union advocates made it clear that a major reason for the new law is to take aim at retail giants Amazon and Walmart, who they accuse of exploiting their nonunion workforce. Elementary and secondary schools (+18,200; +2.2%) accounted for over 90% of February's monthly gain in educational services, while representing roughly 60% of total payroll employment in the sector. Payroll employment increases in February in retail trade, construction and professional, scientific and technical services In February, payroll employment in retail trade rose by 11,100 (+0.5%), following an increase of 27,600 (+1.4%) in January. Payroll employment in the construction sector grew by 10,400 (+0.9%) in February. Payroll employment in the sector has increased steadily since September 2022, apart from a decrease in January 2023 (-6,400; -0.6%).
