ingapore Business Forum (ASBF) is the foremost podium for
nurturing investment, trade and thought management between
Africa and Asia.
ASBF 2014 was held on 27-28 August and has talked about acute
matters and identified occasions for the premeditated evolution
of both regions through demonstrations, panel discussions, and
abundant networking opportunities.
Hosted in Singapore since 2010, the forum has brought together
close to 1,000 business and government leaders from 30 countries to
develop occasions and partnerships between these two lively regions.
Introducing new approaches in areas such as logistics and
water treatment can be Singapore's role in Africa's development by
introducing new approaches, said Deputy Prime Minister Tharman
Shanmugaratnam at the 3rd Africa Singapore Business Forum on
(Aug 27).
"When we think of Africa, we must think of it as an opportunity
to add value," he said. "Because Singapore is a very small country,
we have never thought about opportunities in the rest of the world
in terms of scale - let me go in and grab this, or grab that. It is always
in terms of how can I find a small niche for myself, where I can add
value, where I can introduce new ideas, new approaches, and raise
productivity."
Trade ties between Singapore and Africa are mounting. The
Republic entered into a Bilateral Investment Treaty (BIT) with
two African nations, Burkina Faso and Ivory Coast, at the business
forum.
Singapore's Second Minister for Trade and Industry, S Iswaran,
signed the Burkina Faso-Singapore BIT with Minister for Industry,
Commerce and Handicraft Arthur Kafando. The Ivory Coast-
Singapore BIT was signed with Minister for Commerce, Craft and
SME Promotion Jean Louis Billon.
Both BITS aim to guard investors' benefits from the countries
involved and open up more business and investment opportunities.
Singapore companies functioning in Burkina Faso and Ivory Coast
will appreciate treaty protection on top of protection under their
domestic laws.

are patting themselves on
the back for what they say is their
highest half -year medical and
clinical performance in five years.
Out-patients attendance to
the facility in the first half of this
year rose to over 36,000 up by 35
percentofthe2013,whilematernal
deaths dropped marginally from
64 to 55.

specialist OPD care, representing
38 percent increase over last year's
figure of 92,000.
However deliveries at the
hospital dropped slightly from
over 5,000 in 2013 to just below
the same figure.
The trend over the review
period means demand for the
hospital's services increased
between 50 percent and 150
percent.
The Family Medicine Unit,
for instance, recorded 8, 561
visitors as against 4, 171 in 2013,
representing a whopping 105
percent.
These revelations come at a

to redeem its image following the

The hospital was partially
closed down in the course of the
review period after an assault
on staff by some Zongo youth in
protest of the disappearance of the
body of a still-born baby.
Acting Chief Executive, Isaiah
Offeh Gyimah, attributes the
modest gains to what he describes
as staff resilience and dedication in
the midst of adversity.
He concedes the missing babies
saga had a lot of effects on the
hospital.
“The Suweiba (missing baby)
thing hurt us but somehow it
brought to the fore our deficiencies
so we said fine: what can we do
better and we did that. And then
we encouraged our staff. You
remember some of them were
physically assaulted; we spoke to
them. So we brought them into the
picture and this encouragement
management gave to our staff has
started yielding results”, he said.

Oxygen Plant for resumption of
in-house production of oxygen.
The move is to reduce the huge

to source oxygen from private

half of its oxygen needs from

The period also saw renovation
of the Ear, Nose and Throat (ENT)
building for the first time since
1993 at a cost of Gh₵107,414.
Mr. Offeh- Gyimah concedes

the hospital is a price it had to pay
for the missing baby saga.
He told Nhyira FM that a review
session that management will
invest in customer service training
for staff, using newly-designed
in-house training modules.
“We have become more alert
to our responsibilities towards
the clients that we receive here.
We were unable for example to
produce the body of the still born
baby and that hurt Suweiba and the
family very much. It cut a slur on
our image”. Mr Gyimah explained.

incident is forcing hospital's
management to include customer

companies; Rwanda Energy Group
Limited (REG Ltd) and Water and
Sanitation Corporation Limited
(WASAC Ltd) to help improve
service delivery and efficiency.
The government is looking to
accelerate economic growth and
improve social welfare, and energy
and infrastructure are some of
the key pillars to achieving these
objectives.

aims at promoting growth driven

eychelles is not always
talked about as the tourism
destination for groups
and incentives, but instead it
has continued to consolidate
its position as an events-based
destination.
Over the years, the island
destination has taken the lead
in convincing its international
partners of it strengths in events
planning. South Africa is one of
the African countries which is a
firm believer and supporter of the
islands’ main cultural event, its
annual carnival.

The World Association of mobile
operators (GSMA) has released its
report on telecommunications in
Algeria. It reveals that the Mobilis
branch mobile operator Algeria
Telecom is the leader in 3G in
the second quarter of 2014 with
395,049 subscribers to this new
technology launched five months
ago, on a target of 41,103,587
of subscribers to mobile, GSMA
estimated 0.99% its penetration in
the country.
In 2G Djezzy, remains the
largest mobile operator in the
country. The company has
17,722,901 subscribers, followed
by Mobilis with 13,148,520 and
finally Ooredoo with 10,232,166.
Average revenue per user
(ARPU) is declining with 6.27
euro for the second quarter of
2014 up from 6.42 euro in the
previous quarter. Of the more than
41 million mobile customers in the
country, 36,810,550 are prepaid
or nearly 90% of the mobile
market, although this is more
expensive than postpaid.
On the Internet side, GSMA
predicts strong growth for the
rest of the year, driven by mobile.

islands. A South African tourism
delegation on a working visit to
Seychelles last week re-iterated its
commitment to support Seychelles
event initiatives, and they have
confirmed that they will look into
new opportunities of cooperation
in this domain.
The South African delegation
from the Hotel School and Tourism
Office who were in Seychelles
on a fact-finding mission paid a
courtesy call on Alain St.Ange, the
Seychelles Minister of Tourism
and Culture, at his offices at Espace
Building in Victoria.
The delegation was in
Seychelles to discuss projects that
couldbeimplementedaspartofthe
Memorandum of Understanding
(MOU) which South Africa Tourism
had signed with Seychelles.
In November 2013, a
delegation from the Seychelles
Tourism Academy and Seychelles
Tourism Board effected a fact-
finding mission in South Africa.
It was now the turn of the South
African delegation to come to
Seychelles for a follow-up working
visit.

(FEDHASA); Tshamekazi Temba,
Deputy Director Central, East
Africa and Indian Ocean for the
National Department of Tourism;
and Mandisa Silo, the Head of

to Minister St.Ange that Seychelles
is an important destination for
South Africa, and opportunities
exist for both countries to solidify
their partnership and work even
closer together.
Besides its strength in building
events through training and
management, the South African
delegation spoke of its experience
in hotel classifications.
Seychelles has started the
process of hotel classification and
sees the South African experience
as an ideal opportunity where the
country can share ideas in this
domain. Minister St.Ange said he
firmly believes in the potential of
South Africa to emerge as an airline
hub of Africa.
“A strong country like South
Africa should be a key partner of
Africa for Africa. You should take
ownership of this belief and shine
even more on our continent,” he
said.
Minister St.Ange added that
South Africa and Seychelles
should put more effort to promote
twin-destination holidays as
he explained one of the island's
branding concepts, “From the Big
Five... to the Best Five,” launched
especially for the promotion of
safari and beach holiday packages.
“We should merge our USPs,
our unique selling points. It’s
only by working together that
we can make it easier to push the
continent forward,” Alain St.Ange,
the Seychelles Minister for Tourism
and Culture, said.
The visiting South African
delegation also gave an
oversight of the Memorandum
of Understanding (MOU) signed
between Seychelles and South
Africa.
Tshamekazi Temba said South
Africa is working towards the
implementation of the terms and
conditions of the Memorandum of
Understanding.
Seychelles and South Africa
also believes in the potential
of the Indian Ocean region to
be developed into a region for
cruise ship holidays saying that
this region as a destination has
diversity not seen in any other
tourism region.
The Seychelles Tourism
Academy on the other hand said
that they are keen to work with
South Africa to develop exchange
programs for South African
students to undertake their
internship programs in Seychelles
resort hotels. Minister St.Ange
was accompanied at this meeting
by Sherin Naiken, the CEO of the
Seychelles Tourism Board; Anne
Lafortune, the PS for Tourism; and
Peter Moncherry of the Seychelles
Tourism Academy.

MTN has begun replacing
Johannesburg’s streetlight
infrastructure with lampposts that
double as cellular base stations, with
hundreds of deployments planned
before Christmas. MTN South Africa
has secured a tender from City
Power, Johannesburg’s electricity
supply agency, to turn lampposts into
cellular base stations in a move the
operator believes will go a long way
to solving coverage challenges not
only in South Africa’s largest city but
across urban South Africa.
In the past week, the mobile
operator has deployed the first two
such towers in the leafy suburb of
Bryanston, with more than 100 more
to follow before Christmas, its Chief
Technology Officer, Eben Albertyn,
tells TechCentral.
Albertyn says that through its
deal with City Power, MTN is entitled
to replace any of the approximately
110,000 lampposts throughout the
greater Johannesburg region with
this specially designed base station
infrastructure. It is the only mobile
operator that has permission from
City Power to replace Johannesburg’s
lampposts and is now in discussions
with municipalities elsewhere around
South Africa about extending the
project to other cities.
When MTN identifies a site that
needs better coverage, the company
literally replaces the entire lamppost
with a new, much stronger pole,
which is made of thick, reinforced
steel and which integrates the base
station equipment, including the
radio apparatus. It is then hooked up
to electricity and to fibre backhaul,
which MTN will supply. Naturally, the
lamppost still provides street lighting.
Only a trained eye would recognise
that it’s not simply a lamppost, says
Albertyn.
In terms of the City Power
deal, MTN may only use local pole
manufacturers that have been
approvedbytheCityofJohannesburg.
The poles are designed to withstand
even the strongest gale-force winds
and are earthed and their equipment
shrouded to protect them from
lightning. However, if lightning
destroys a site, MTN will immediately
replace the equipment, says Albertyn.
The operator pays a monthly
fee to City Power for each the sites
it deploys. Constructing a site takes
11 hours from start to finish – this is
significantly quicker than building a
traditional base station, he adds.
The project will also bring
fibre closer to people’s homes, he
says. This will play an important
part in MTN’s broader plan to roll
out home fibre in South Africa and
will also help communities install
security camera infrastructure in their
neighbourhoods. “There will be some
fallout [from unhappy consumers],
but the benefits are massive,” he
says.
MTN intends deploying about
one lamppost base station a day for
the rest of the year as part of phase
one of the project. By Christmas, it
will have more than 100 such towers
in place in areas such as Bryanston,
Sandton, Woodmead, Northcliff,
Westcliff, Kyalami and Fairland. It is
specifically focusing on areas where
it’s 3G and 4G/LTE coverage needs
improvement.

As part of a strategic effort to empower
more Nigerians in line with its key objective
of becoming Nigeria’s number one mobile

announced an empowerment initiative that
focuses on creating awareness for ICT use
and uptake in the rural areas across the

The programme, Boost ICT Usage in
Rural Areas, is designed to help consumers

Farmers tipped
on increasing
agric productivity
Farmers have been urged to embrace
use of a combination of micronutrients
and macronutrients to enhance
agriculture productivity.
According to a recent study by the
International Fertiliser Development
Centre (IFDC) and the Rwanda
Agriculture Board (RAB), application
of macronutrients NPK (nitrogen,
phosphorous potassium) and DAP
(diammonium phosphate), secondary
nutrients (sulfur) and micronutrients
such as boron, copper, zinc stimulate the
plants productivity.
Dr. Leon Nabahungu, the in-charge
of land and water management at RAB,
said if a hectare which produced 15 to
16 tonnes of Irish potatoes when only
micronutrients (NPK, DAP) were used,
this could double to 32 tonnes when
the combination of micronutrients and
macronutrients is used.
“Rice output, for example, can
increase from 3.5 tonnes to seven
tonnes per hectare,” he said.
This was during a workshop to
discuss the final draft of Fertiliser
Demonstration Manual 2014 in Kigali
last week. The manual is informed by
recent on-farm trials on maize, wheat
and potatoes’ response to secondary
nutrients and micronutrients like boron,
copper, and zinc, along with major
nutrients.
Landouard Semukanya, the IFDC
Rwanda’s technologies transfer
officer, noted that farmers were used
to the application of macronutrients
like NPK and DAP, but ignored
secondary nutrients such as sulfur
and micronutrients which affects crop
output.
He said the study showed that there
was lack of such micronutrients, which
makes it difficult for plants to respond
to fertilisers.
Pascal Twizerimana, a farmer
belonging to Imbaraga Association in
Musanze District, said a micronutrient
test that was done in his potato garden
increased yields from 600kg to 1.1
tonnes.
The fertiliser demonstration manual
draft is to be revised in December 2014
to validate its findings.

n Africa, one person in every four, miss sufficient
nutrition for a healthy and vigorous life, and high
food prices and scarcity are pushing more people
into poverty and starvation.
Food security occurs when all people at all
times have both physical and economic access to
adequate food to meet their nutritional needs for a
productive and healthy life. Attaining food security
necessitates that adequate capacities of suitable foods
are consistently available, individuals have adequate
proceeds or other resources to buy or barter for food.
Food should be appropriately processed and stored
and individuals should have sound acquaintance of
nutrition and child care that they put to good use, and
have access to adequate health and sanitation services.
Presently Africa safeguards food supply by a blend
of domestic food production and foreign food imports.
West Africa for example hinge on to 40% on imports
in safeguarding sufficient rice supply with Thailand as
the main rice supplier (FAO, 2010). The total volume
of cereal imports in Africa was around 66 million tons
in 2010 (FAO, 2013a). This means that for the whole
of Africa 30% of all cereals expended were imported.
(Cereals exports are negligible: Even if all exports
were instead to be used for domestic consumption,
28% of cereals consumed would still be constituted of
imports. (FAO, 2013b)) One of the five largest trade
flows of wheat in the world is from the US to Nigeria
(FAO, 2013a). Despite domestic production and import
efforts there were 239 million malnourished people
living on the African continent in 2012, most of them
in Sub-Saharan Africa.
During the last two decades the number of
undernourished people in Africa has increased by
more than 35% (FAO, 2012). This shows that food
insecurity already now is of increasingly relevant
concern. In meeting the rising food demand caused
by the growth in population in Africa, there are three
options of how this rising demand can theoretically be
covered by sufficient food supply: raise overseas food
imports, raise domestic food production, or increase
both food production and food imports.
There are numerous explanations heading to the
conclusion that safeguarding food supply through
augmented overseas food imports will not be a
choice which could mollify the snowballing demand
for food.
The present world population could so far
be affirmed through the paybacks of modern
agriculture, which endorses the practice of irrigation
systems, chemical fertilizer, farm machinery, and
large-scale monoculture farms for augmented
efficiency and yields.
The African population is anticipated to double
from one to two billion people in the course of the
next 40 years. This population growth necessitates a
noteworthy increase in food supply. By now there is
an increasing number of undernourished people that
suggest the increasing significance of safeguarding
food security.
Africa as a continent is presently partially
dependent on food imports yet an adequate increase
in food imports is dubious to occur. This is due
to globally stirring population growth and due
to progressively challenged modern agricultural
systems with their high dependence on non-
renewable resources.
The mounting global population will cause
national governments to cut food exports in order
to meet national food demand. Deteriorating non-
renewable resources on which the agricultural
sector is depended will cause an upsurge in food
prices and a decrease in harvests, both contributing
to compromised global food production and reduced
opportunities for food imports to Africa.
Rather than growing the dependence on
food imports, which would pose an increasingly
large risk in the future as the 2008 rice crisis has
already showed, the African nations must stress on
increasing domestic production sufficiently. This
objective will however also be severely challenged
due to the less favorable growing conditions in many
African regions and will be further impaired by the
ongoing climate change.
How should the African nations answer to these
challenges? Highest instant urgency should be given
to developmental efforts that upsurge agricultural
competence such as the prevalent implementation of
drip irrigation schemes to offset the negative effects
of climate change while still increasing production.
Cognizance has to be created about the effects
of climate change on food security and suitable
adaptive capacity should be created. Changes in
diet and a lower dependence on meat based food
might have to be promoted. Finally, an answer to the
ongoing unsustainable population growth needs to
be originated.

House is the peak estate of Sir George, the

his office and residence here. The Mount
Everest, the highest peak of the Himalayas
was named after Sir George.
Bhatta Fall: About 7 kms from Mussoorie on
Mussoorie-Dehradun road. Access by car or
bus upto Balta village from where the fall is
3kms by car or foot.
Jharipani Fall: About 8.5 kms from Mussoorie
on Mussoorie- Jharipani Road. Visitors can go
by bus or by car upto 7 kms to Jharipani from
where the fall is 1.5 kms, on foot.
Van Chetna Kendra: At a distance of about

Amahoro Stadium in Kigali on
Sunday.
The lone goal was netted
by Kenyan striker Allan Wanga
on the 27th minute after a
good cross from skipper
Ahmed Elbasha. It is a second
consecutive year that APR has
lost in the Cup final after losing
to Vital’O of Burundi last year in
Sudan.
It is the third regional title
for the Sudanese giants, who
last won it in 1988, while the
Rwandan army side was looking
to win it for the fourth time on
home soil, following successes in
2004, 2007 and 2010.

third position in their debut

how are you feeling?
Well, for us, delineating our carnival
as the ‘Carnival of Carnivals’ had some
reason behind it and I feel proud
stating that in Seychelles, we invite
countries from around the world to
participate, and explore Seychelles. Also,
the carnival provides an imperative
platform to showcase Seychelles as we
call it the melting pot of culture.
How do you anticipate India’s
participation in the development of
Seychelles in the coming years?
No doubt, India is one of the key
participants in Seychelles development
and growth as we import lot of our
products and commodities from India
thus making us directly connected
to the Indian Sub-continent. So, we
anticipate to see Seychelles as India’s
first stop on the way to Africa because
we are closest geographically to India
together with culture.
What are the major exports and
imports of Seychelles?
Seychelles imports many products
from India, like manufacturer
equipment, machinery and many more,
most of which is agreed under the line
of credit with India. Seychelles import
and export with outside world opens up
numerous opportunities for Seychelles
businessmen. Also, a great revolution
is foreseen in the country as renewable
energy is the new talk of the town and
India is now producing a lot of high
quality renewable energy products that
are available and also easy to adapt to
Seychelles environment.
How stable is the economy of the
country?
The last five years have been
extremely stable, we have build
ourselves, with new banks coming in
while trying to make sure that there
is a safe and secure environment
for investors both local and foreign.
Also we have a Bilateral Investment
Protection agreement with India
enabling every investor with special
advantages like a strong network of
bilateral treaties with African countries
amongst others.
Tell our readers why investors
should only come to Seychelles for
business?
The country provides advantages
to investors such as relatively low tax,
access to affordable credit and all the
associated guaranties that are present
for any business establishment.
Africa is the fastest emerging
economic space in the world right now
and Seychelles is present as a facilitator
for everyone. With our population of
90,000, Seychelles becomes a micro
economy and seeks investment.
How would you comment on the fine
and friendly relations between India
and Seychelles?
We have many examples to state
the relationship of India and Seychelles.
Both economies have various elements
to offer each other.
We are neighbours sharing Indian
Ocean with an equal share of coming
future.
Seychelles has always been delineated as ‘Another World’ in terms of its nature, scenic beauty and friendly
people, but the Foreign Affairs Minister of this alluring island country of Africa has more to offer through his

ASBF 2014 was held on 27-28 August and has talked about acute matters and identified occasions for the premeditated evolution of both regions through demonstrations, panel discussions, and abundant networking opportunities. Hosted in Singapore since 2010, the forum has brought together close to 1,000 business and government leaders from 30 countries to develop occasions and partnerships between these two lively regions. Trade ties between Singapore and Africa are mounting. The Republic entered into a Bilateral Investment Treaty (BIT) with two African nations, Burkina Faso and Ivory Coast, at the business forum. Singapore's Second Minister for Trade and Industry, S Iswaran, signed the Burkina Faso-Singapore BIT with Minister for Industry, Commerce and Handicraft Arthur Kafando. The Ivory Coast- Singapore BIT was signed with Minister for Commerce, Craft and SME Promotion Jean Louis Billon. Both BITS aim to guard investors' benefits from the countries involved and open up more business and investment opportunities. Singapore companies functioning in Burkina Faso and Ivory Coast will appreciate treaty protection on top of protection under their domestic laws. Singapore, Southeast Asia's smallest country, is a vivacious, vibrant city-state with one of the highest standards of living in the world. Wassupafrica02 A uthorities at the Komfo Anokye Teaching Hospital are patting themselves on the back for what they say is their highest half -year medical and clinical performance in five years. Out-patients attendance to the facility in the first half of this year rose to over 36,000 up by 35 percentofthe2013,whilematernal deaths dropped marginally from 64 to 55. 125,000 people sought specialist OPD care, representing 38 percent increase over last year's figure of 92,000. However deliveries at the hospital dropped slightly from over 5,000 in 2013 to just below the same figure. The trend over the review period means demand for the hospital's services increased between 50 percent and 150 percent. The Family Medicine Unit, for instance, recorded 8, 561 visitors as against 4, 171 in 2013, representing a whopping 105 percent. These revelations come at a timewhenthehospitalisstruggling to redeem its image following the Rwanda is seeking to use the forthcoming iPAD Rwanda Power and Infrastructure Investment Forum to woo investors for its energy and infrastructure sectors. Amb. James Kimonyo, the Director for Cabinet in the Office of the Prime Minister, said the summit will provide an investment platform for Africa’s next ‘best’ business opportunity that Rwanda should utilise fully. “The meeting will provide market entry for international investors, as well as technology and solution providers to deliver a viable investment plan to increase power capacity in the country,” he said in a statement. Average revenue per user (ARPU) is declining with 6.27 euro for the second quarter of 2014 up from 6.42 euro in the previous quarter. Eturbo News MTN has begun replacing Johannesburg’s streetlight infrastructure with lampposts that double as cellular base stations, with hundreds of deployments planned before Christmas. MTN South Africa has secured a tender from City Power, Johannesburg’s electricity supply agency, to turn lampposts into cellular base stations in a move the operator believes will go a long way to solving coverage challenges not only in South Africa’s largest city but across urban South Africa. In the past week, the mobile operator has deployed the first two such towers in the leafy suburb of Bryanston, with more than 100 more to follow before Christmas, its Chief Technology Officer, Eben Albertyn, tells TechCentral. Albertyn says that through its deal with City Power, MTN is entitled to replace any of the approximately 110,000 lampposts throughout the greater Johannesburg region with this specially designed base station infrastructure. It is the only mobile operator that has permission from City Power to replace Johannesburg’s lampposts and is now in discussions with municipalities elsewhere around South Africa about extending the project to other cities. When MTN identifies a site that needs better coverage, the company literally replaces the entire lamppost with a new, much stronger pole, which is made of thick, reinforced steel and which integrates the base station equipment, including the radio apparatus. It is then hooked up to electricity and to fibre backhaul, which MTN will supply. Naturally, the lamppost still provides street lighting. Only a trained eye would recognise that it’s not simply a lamppost, says Albertyn. In terms of the City Power deal, MTN may only use local pole manufacturers that have been approvedbytheCityofJohannesburg. The poles are designed to withstand even the strongest gale-force winds and are earthed and their equipment shrouded to protect them from lightning. However, if lightning destroys a site, MTN will immediately replace the equipment, says Albertyn. The operator pays a monthly fee to City Power for each the sites it deploys. Constructing a site takes 11 hours from start to finish – this is significantly quicker than building a traditional base station, he adds. The project will also bring fibre closer to people’s homes, he says. This will play an important part in MTN’s broader plan to roll out home fibre in South Africa and will also help communities install security camera infrastructure in their neighbourhoods. “There will be some fallout [from unhappy consumers], but the benefits are massive,” he says. MTN intends deploying about one lamppost base station a day for the rest of the year as part of phase one of the project. By Christmas, it will have more than 100 such towers in place in areas such as Bryanston, Sandton, Woodmead, Northcliff, Westcliff, Kyalami and Fairland. The African economy is currently overly dependent on public investment for infrastructure development, the Agriculture Fast Track is a critical tool to better leverage donor funding to catalyze private sector investment in support of infrastructure construction and Africa’s long- term economic growth and food security. Modern Agriculture for augmented efficiency and yields Africa as a continent is presently partially dependent on food imports yet an adequate increase in food imports is dubious to occur. Farmers tipped on increasing agric productivity Farmers have been urged to embrace use of a combination of micronutrients and macronutrients to enhance agriculture productivity. According to a recent study by the International Fertiliser Development Centre (IFDC) and the Rwanda Agriculture Board (RAB), application of macronutrients NPK (nitrogen, phosphorous potassium) and DAP (diammonium phosphate), secondary nutrients (sulfur) and micronutrients such as boron, copper, zinc stimulate the plants productivity. Dr. Leon Nabahungu, the in-charge of land and water management at RAB, said if a hectare which produced 15 to 16 tonnes of Irish potatoes when only micronutrients (NPK, DAP) were used, this could double to 32 tonnes when the combination of micronutrients and macronutrients is used. “Rice output, for example, can increase from 3.5 tonnes to seven tonnes per hectare,” he said. This was during a workshop to discuss the final draft of Fertiliser Demonstration Manual 2014 in Kigali last week. The manual is informed by recent on-farm trials on maize, wheat and potatoes’ response to secondary nutrients and micronutrients like boron, copper, and zinc, along with major nutrients. Landouard Semukanya, the IFDC Rwanda’s technologies transfer officer, noted that farmers were used to the application of macronutrients like NPK and DAP, but ignored secondary nutrients such as sulfur and micronutrients which affects crop output. He said the study showed that there was lack of such micronutrients, which makes it difficult for plants to respond to fertilisers. Pascal Twizerimana, a farmer belonging to Imbaraga Association in Musanze District, said a micronutrient test that was done in his potato garden increased yields from 600kg to 1.1 tonnes. The fertiliser demonstration manual draft is to be revised in December 2014 to validate its findings. New Times I n Africa, one person in every four, miss sufficient nutrition for a healthy and vigorous life, and high food prices and scarcity are pushing more people into poverty and starvation. Food security occurs when all people at all times have both physical and economic access to adequate food to meet their nutritional needs for a productive and healthy life. Attaining food security necessitates that adequate capacities of suitable foods are consistently available, individuals have adequate proceeds or other resources to buy or barter for food. Food should be appropriately processed and stored and individuals should have sound acquaintance of nutrition and child care that they put to good use, and have access to adequate health and sanitation services. Presently Africa safeguards food supply by a blend of domestic food production and foreign food imports. West Africa for example hinge on to 40% on imports in safeguarding sufficient rice supply with Thailand as the main rice supplier (FAO, 2010). The total volume of cereal imports in Africa was around 66 million tons in 2010 (FAO, 2013a). This means that for the whole of Africa 30% of all cereals expended were imported. (Cereals exports are negligible: Even if all exports were instead to be used for domestic consumption, 28% of cereals consumed would still be constituted of imports. (FAO, 2013b)) One of the five largest trade flows of wheat in the world is from the US to Nigeria (FAO, 2013a). Despite domestic production and import efforts there were 239 million malnourished people living on the African continent in 2012, most of them in Sub-Saharan Africa. During the last two decades the number of undernourished people in Africa has increased by more than 35% (FAO, 2012). This shows that food insecurity already now is of increasingly relevant concern. In meeting the rising food demand caused by the growth in population in Africa, there are three options of how this rising demand can theoretically be covered by sufficient food supply: raise overseas food imports, raise domestic food production, or increase both food production and food imports. There are numerous explanations heading to the conclusion that safeguarding food supply through augmented overseas food imports will not be a choice which could mollify the snowballing demand for food. The present world population could so far be affirmed through the paybacks of modern agriculture, which endorses the practice of irrigation systems, chemical fertilizer, farm machinery, and large-scale monoculture farms for augmented efficiency and yields. The African population is anticipated to double from one to two billion people in the course of the next 40 years. This population growth necessitates a noteworthy increase in food supply. By now there is an increasing number of undernourished people that suggest the increasing significance of safeguarding food security. How should the African nations answer to these challenges? Highest instant urgency should be given to developmental efforts that upsurge agricultural competence such as the prevalent implementation of drip irrigation schemes to offset the negative effects of climate change while still increasing production. Cognizance has to be created about the effects of climate change on food security and suitable adaptive capacity should be created. Changes in diet and a lower dependence on meat based food might have to be promoted. Finally, an answer to the ongoing unsustainable population growth needs to be originated. Well, for us, delineating our carnival as the ‘Carnival of Carnivals’ had some reason behind it and I feel proud stating that in Seychelles, we invite countries from around the world to participate, and explore Seychelles. Also, the carnival provides an imperative platform to showcase Seychelles as we call it the melting pot of culture. How do you anticipate India’s participation in the development of Seychelles in the coming years? No doubt, India is one of the key participants in Seychelles development and growth as we import lot of our products and commodities from India thus making us directly connected to the Indian Sub-continent. So, we anticipate to see Seychelles as India’s first stop on the way to Africa because we are closest geographically to India together with culture. What are the major exports and imports of Seychelles? Seychelles imports many products from India, like manufacturer equipment, machinery and many more, most of which is agreed under the line of credit with India. Seychelles import and export with outside world opens up numerous opportunities for Seychelles businessmen. Also, a great revolution is foreseen in the country as renewable energy is the new talk of the town and India is now producing a lot of high quality renewable energy products that are available and also easy to adapt to Seychelles environment. How stable is the economy of the country? The last five years have been extremely stable, we have build ourselves, with new banks coming in while trying to make sure that there is a safe and secure environment for investors both local and foreign. Also we have a Bilateral Investment Protection agreement with India enabling every investor with special advantages like a strong network of bilateral treaties with African countries amongst others. Tell our readers why investors should only come to Seychelles for business? The country provides advantages to investors such as relatively low tax, access to affordable credit and all the associated guaranties that are present for any business establishment. Africa is the fastest emerging economic space in the world right now and Seychelles is present as a facilitator for everyone. With our population of 90,000, Seychelles becomes a micro economy and seeks investment. How would you comment on the fine and friendly relations between India and Seychelles? We have many examples to state the relationship of India and Seychelles. Both economies have various elements to offer each other. We are neighbours sharing Indian Ocean with an equal share of coming future. Seychelles has always been delineated as ‘Another World’ in terms of its nature, scenic beauty and friendly people, but the Foreign Affairs Minister of this alluring island country of Africa has more to offer through his innovative strategies and efforts.
