It is my great honor and privilege to welcome you to the VI th International

Association.
We are glad and proud that our medical forum is to be held in Odessa, Ukraine
the “Perl of the Black Sea”, a city with a long, stormy and dynamic past, filled
with cultural and historical sights.
This year our medical event is marked with the 25th anniversary of the
Ukrainian Medical Association and its 14th Congress. We are deeply honored
to be part of this anniversary and on behalf of the Board of SEEMF, I want to
salute the Ukrainian physicians for all of their excellent work, accomplishments in medical practice
and many contributions in medical science, despite the difficult period the country is going through.
Your presence at the Congress brings satisfaction and stimulates us continue sharing our findings
and experiences in the field of medicine. I believe that the topics addressed during the Congress in
the field of oncology, cardiology, reproductive health and military medicine will spark your interest,
that through the lectures and workshops, we will learn something new and useful, and that through
constructive discussions and social programme, we will be able to resolve medical dilemmas and
questions we are facing.
Hearing about the new findings and experience of our colleagues from different countries in
the public health will help us strengthen our partnership, collaboration and cooperation for further
development of medical science and profession in order to make our world a better place.

It’s a great pleasure to invite you to the 6th SEEMF Congress in Odessa.
South East European Medical Forum is one of the most active societies which
joins countries from this part of Europe and represents the bridge between South
and East Europe and also between East and West European Countries.
The most important mission of SEEMF is to promote the knowledge and the
science in different fields of medicine, to unify the standards for management of
patients with different diseases and to improve the standards of medical care
systems. The society is growing and more and more countries join this forum which
is the result of very active and high work of leading persons of SEEMF, particularly
prof. Kehayov. It is important that we overcome the political and ethnical differences and that the aim of
the society is to broaden the knowledge and to help each other in providing high quality of health care.
I believe that SEEMF Congress in Odessa will be an outstanding meeting with many participants of
different branches of medicine. As usual, it will provide an opportunity for presenting new findings in
professional and scientific field of medicine to exchange experiences, to discuss controversies. Therefore,
I believe that we all will have opportunity to listen and to learn.

We are glad to welcome you in one of the most beautiful places in Ukrainie -
the city of Odessa, where for the first time in our 24-year history such significant
international medical forum will take place.
Sincerely and with great pleasure we invite you to attend the VI International
Medical Congress of the South-East European Medical Forum (SEEMF) in close
cooperation with the Ukrainian Medical Association (UMA).
Today, our organization SEEMF, with head office in Bulgaria, brings together
physicians, scientists and health professionals from 14 Southeast European and
Central European countries. We enable doctors of countries with close mentality
and traditions to exchange experience and information on best practices in the health care systems.
The multidisciplinary topics of our congress, the leading experts-lecturers in their field of expertise,
scientists, and public health specialists make it possible for each of us to find the most appropriate way
of professional development. I am sure that this will boost the credibility of the medical profession and
enhance the public status of doctors.
The provisional program of the Congress is very intensive. Especially topical for Ukraine and for
all of Europe, under the current conditions of war on the European continent, are the issues of military
medicine. Tomorrow, God forbid, aggression can relate to each of you, and we must be prepared to
simultaneously save more lives under major conflict conditions.

established in Varna, Nessebar, Belgrade, Portoroz, Ohrid.

Chers Confrères
It is for me a great honor and pleasure to be here in ODESSA , representing the
WORLD MÉDICAL ASSOCIATION in front of you and all the medical associations
of SEEMF .
And you will easily understand that it is with some emotion that I address you
today because it is my first visit in Ukraine and my message is a message of Peace
and of Indépendance .
La WMA , que je préside , cultive au plus haut niveau les valeurs universelles
de l’éthique :
1. The INDEPENDENCE of the doctor, which should be duly respected by the
political, the administrative, the military as well as the religious authorities. The independence of the
doctor’s decision is at stake in the TRUST indispensable to the doctor – patient relationship.
2. The PROFESSIONAL SECRECY: in all circumstances, including during armed conflicts, the
professionalsecrecyshouldberespectedaswellastheINFORMATIONonthepatients,andtheirCONSENT
to the health care proposed to them.
3. A high-level and quality EDUCATION is at the cornerstone of the competence of doctors and it is
essential that the WMA be one of the effective players in this field, especially through the development
of the worldwide Junior Doctors Network. The JDN has demonstrated its role within the WMA. The WMA
should be at the service of the education of the doctors of tomorrow.
4. Let us not forget the PROTECTION of our patients’ PERSONAL DATA, at this time of new
technologies, e-health and m-health. The protection of these sensitive data should be enhanced as
rigorously as possible without jeopardizing the evolution of our medical science.
5. At the same time, in a world where everything tends to have a monetary value, we should remain
very watchful in all potential CONFLICTS of INTERESTS. The human being must always prevail over
finance bearing in mind that the well-being of the human being cannot be dissociated from financial
contingencies. The WMA has to participate in finding a balance between « primacy of individual » and
«societal primacy».
All these ethical values have been masterly underlined in the last version of the Declaration of
Helsinki, which is a shining example of universality of medical ethics. Even if its drafting seemed to be
laborious, our Declaration of Helsinki has the merit to compile the cultures of 111 medical associations
and, thus, is an authentic factor of PEACE and UNION between medical professions around the world
in full respect for the patients and for the care.

16. I am French and my country, France, is not only the country of human rights but also a Republic
whichisbasedonthetriptych:LIBERTY,EQUALITY,FRATERNITYsince1789(andtheFrenchRevolution).
This triptych is based on the inescapable principle of RELIGIOUS NEUTRALITY,
Therefore, I will strive to promote healthcare EQUITY for each human being regardless of his or
her language, culture, religion…
To conclude, one last wish: our current world is going through a dramatic increase of armed
conflicts in which the values of our association are permanently violated. NEUTRALITY remains an
inescapable ethical value, as much in our schools as in our administrations and our hospitals. This
neutrality, is the guarantee for a deep respect for all cultural differences and the negation of all kinds
of fundamentalism.
That is why I am asking everyone to be peacemakers by strictly observing these values within your
Associations, your Governments but also towards each of your patients.
Let us be the actors and also the builders of a healthier, fairer and more equitable society in which
human rights, but also liberty, equality and fraternity as well as health care quality enable each person
to grow and live in Peace.
Let us be doctors acting towards peace in the name of the universality of ethics of our Medical
Association…!

ItisanhonorfortheUkrainianMedicalAssociationtowelcomethecolleagues
from our neighboring countries united in South East European Medical Forum
and the guests of the Congress. We believe that the reports and discussions on
all Congress symposia will be interesting and useful to both - Ukrainian doctors
and foreign colleagues.
It is especially important for us that this international forum is held on the
25 year anniversary of the re-establishment of our activities and is combined
with the XIV Assembly of our Association.
We suggest members of the Congress pay attention to the roundtables, which will discuss issues
of medical associations’ activity in transforming societies and public health problems. We invite our
colleagues at the big satellite event - All-Ukrainian medical council dedicated to discussing the ways of
implementing of the physicians self-government in Ukraine.

Щиро вітаю учасників ювілейного з’їзду Всеукраїнського лікарського

до 25-річного віку, який визначає зрілість покоління.
Чверть століття за обставин байдужості з боку державних осіб та
інституційдонашоїдіяльності,нашихпропозиційчлениВУЛТуневтрача-
ли надії на державницьке визнання здоров’я громадян, здоров’я поколінь
як важливої ланки державотворення, на належне ставлення до численної медичної громади
із забезпеченням її діяльності.
