Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

geholpen door de kieswet, die ook stemrecht verleent
aan Somaliërs die in Ethiopië of Kenia wonen.
In 1969 wordt een staatsgreep gepleegd door een
aantal officieren onder leiding van Siyad Barre, voor-
stander van een Groot Somalië en fel gekant tegen de
invloed van clans en religie. Aanvankelijk is er nog wel
draagvlak voor het militaire regime. Het leger heeft
Kolonialisering
Het belang van Somalië neemt
vooral toe na de opening van het
Suezkanaal. In 1887 wordt het
protectoraat Brits Somalië gesticht.
Ten noorden hiervan ontstaat Frans
Somaliland (het huidige Djibouti).
Rond de eeuwwisseling vestigt Italië
een kolonie in het zuiden, Somalia
Italiana. Dit gebeurt met instemming
van de Britten, die willen voorkomen
dat grote rivaal Frankrijk te veel
invloed krijgt in de regio. Naast
de Europese kolonisatoren speelt
Ethiopië een belangrijke rol. Al
in het midden van de 19de eeuw
bezetten de Ethiopiërs de Ogaden-
regio en in 1887 veroveren zij de
stad Harar. Ethiopië claimt grote delen van de Somali-
sche regio, waaronder land van clans die al verdragen
hebben gesloten met de Fransen en de Britten. Omdat
de betwiste gebieden ver landinwaarts liggen, zijn ze
voor de Europeanen niet cruciaal. De Britten gaan
uiteindelijk akkoord met de inlijving van Somalische
gebieden door Ethiopië. De grenzen van de Italiaanse
kolonie zijn nooit goed afgebakend.
Tijdens de Tweede Wereldoorlog komt het tot een
botsing tussen Groot-Brittannië en Italië. Mussolini
heeft enkele jaren ervoor in 1936 Ethiopië veroverd
met hulp van Somalische soldaten. In het begin van de
oorlog heerst Italië ook enkele maanden over Brits
Somaliland. In 1941 verslaan de Britten Italië en ge-
durende enkele jaren vallen alle Somalische gebieden,
met uitzondering van Frans Somaliland, onder het
bestuur van dezelfde koloniale macht. Deze periode
voedt het Somalische nationalisme, het idee van een
natiestaat die alle door Somaliërs bewoonde gebieden
omvat. Na de oorlog worden voorbereidende gesprek-
ken gevoerd om het Britse en het Italiaanse deel samen
te voegen. Als op 26 juni 1960 Brits Somaliland on-
afhankelijk wordt, is dat dan ook om vijf dagen later
op te gaan in de onafhankelijke republiek Somalië.
Sterk leger
Het nieuwe Somalië is in opzet een parlementaire
democratie, met meerdere partijen en een onafhan-
kelijke rechtspraak. Toch is er vooral in het noorden
nogal wat weerstand. De politieke rol van Hargeisa
(de hoofdstad van Brits Somaliland) is grotendeels uit-
gespeeld, en Mogadishu wordt duidelijk het centrum
van de macht. Er blijven regionale bestuurslagen, maar
die worden aangesteld door de centrale regering. Het
eerste decennium van de onafhankelijkheid is een
zuidelijk blok, gedomineerd door leden van de Darod-

een aantal factoren. In de recente geschiedenis is de
staat vooral misbruikt om de eigen clan te verrijken en
rivaliserende clans te domineren. Er heerst een groot
wantrouwen tussen clans onderling, maar ook ten
aanzien van een sterke staat. En terwijl sommige clans
liever hun eigen bestuur organiseren, streven andere
naar een natiestaat met alle door Somaliërs bewoonde
gebieden, voor een deel gelegen in Ethiopië, Kenia en
Djibouti.
Ook internationale verhoudingen beïnvloeden de
staatsvorming in Somalië. Dat was uiteraard zo tijdens
de periode van kolonisatie en dekolonisatie. Maar ook
gedurende de Koude Oorlog en in de huidige oorlog
tegen het terrorisme spelen geopolitieke overwegingen
van grootmachten een rol. Nog belangrijker zijn de
verhoudingen met landen in de regio, vooral met aarts-
vijand Ethiopië. We belichten de verschillende factoren
door de tijd heen.
Somalië is een mislukte staat. Ze wordt door de inter-
nationale gemeenschap erkend, maar slaagt er niet
in haar inwoners enige vorm van veiligheid te bieden.
In het overgrote deel heerst oorlog en wetteloosheid.
De laatste jaren vielen er honderdduizenden doden en
waren meer dan een miljoen vluchtelingen op drift.
Op lokaal en regionaal niveau is wel enige voor-
uitgang geboekt, vooral in het noorden van het land. Zo
heeft Somaliland zich in 1991 onafhankelijk verklaard.
Het land wordt officieel door geen enkele andere staat
erkend, maar is er wel in geslaagd enige vrede en
veiligheid binnen de eigen grenzen te realiseren.
De staatsvorming in Somalië wordt bemoeilijkt door
Somalië wordt al jaren verscheurd door bloedige conflicten
tussen rivaliserende clans, waarin ook buurlanden zich mengen
en geopolitieke overwegingen van grootmachten meespelen.
Om tot verzoening te komen heeft de voorlopige regering een
bredere basis nodig, waarin meerdere clans vertegenwoordigd zijn.
Zonder druk van de VN zal dat niet lukken.
Geef clans een plaats aan tafel
De Somalische samenleving
kent een uitgebreid systeem
van clans en subclans, gebaseerd
op patrilineaire afstamming.
De belangrijkste scheidslijn is die
tussen Samale en Sab. De Sab zijn
van oudsher landbouwers, die als
eersten in Somalië in vaste neder-
zettingen zijn gaan wonen in het
vruchtbare gebied tussen de rivie-
ren Shabelle en Juba. Bijna alle Sab
horen tot de Rewin clanfamilie.
De Samale, van oorsprong
nomaden, zien zichzelf als de
oorspronkelijke Somaliërs en
claimen daarom politieke en cultu-
rele dominantie. De spreiding van
de verschillende Samale-clans is in
de loop der tijd bepaald door de
aanwezigheid van water en voed-
sel voor het vee.
De Samale kennen een inge-
wikkeld onderscheid in clans en
subclans; het belangrijkste is dat
tussen Irir en Darod. Zowel de Dir,
de Isaq als de Hawiye zijn sub-
clans van de Irir.
De Darod wonen het meest
verspreid: vooral in het noorden
(de Harti), maar ook in Ethiopië
(de Ogaden) en rond de grens met
Kenia. Ook de gebieden van andere
clans worden doorkruist door
staatsgrenzen.
De afbakening van de clan-
territoria is in de loop der tijd
minder strikt geworden. Oorlog
en extreme droogte hebben grote
migratiestromen op gang
gebracht, vooral naar Mogadishu
(steeds meer een gemengde stad)
en het vruchtbare gebied tussen
de rivieren. Een groot deel van de
migranten betreft leden van de
machtigste clan (afwisselend
Darod en Hawiye) die zich in het
gebied van de Rewin vestigen.

elkaar samenwerken, en
worden afspraken gemaakt
over de regering in het tijdperk
na Barre. In januari 1991 wordt
Barre gedwongen te vluchten.
Nog vóór de leiders van de
verzetsgroepen in de hoofd-
stad arriveren vormen de
Hawiye een nieuwe regering.
Deze krijgt de steun van het
buitenland, maar geniet weinig
vertrouwen onder de eigen
bevolking.
De Somalische staat stort
volledig in. Overheidsinstanties
als de nationale bank worden
leeggeroofd, en leger en politie
vluchten het land uit. In mei 1991 valt ook de territoriale
basis van de staat weg als Somaliland in het noorden
de onafhankelijkheid uitroept, uit vrees opnieuw over-
heerst te worden door het zuiden, ditmaal door de
Hawiye. De contouren van het nieuwe Somaliland zijn
gebaseerd op de grenzen van de Britse kolonie uit 1887.
In het zuiden van Somalië heersen vanaf 1991
wetteloosheid en toenemend geweld door politieke
groeperingen maar ook door bendes gewapende jonge-
ren. In 1992 besluiten de VN in te grijpen. De missie
Unosom heeft echter een beperkt mandaat. Zo komt er
geen bestuurlijke oplossing en wordt er weinig gedaan
aan ontwapening. De VN willen de centrale staat her-
stellen met de grenzen van 1960, waarvoor weinig
draagvlak bestaat. Als de VN zich in 1995 terugtrekken,
zijn er regionaal nog steeds gewapende conflicten.
Somaliland
Somaliland kent na 1991 wel vooruitgang. Hoewel het
door geen enkel land wordt erkend, neemt de veiligheid
langzaam maar zeker toe. Er vormt zich een bescheiden
maar functionele staatsstructuur met ministeries,
gemeenten, politie en rechtspraak. Het succes is deels
gebaseerd op de beslissing om in het nieuwe bestuur
ook traditionele autoriteiten op te nemen – naast de
Isaq ook andere clans. Er treedt ook enig economisch
herstel op. Dat gebeurt grotendeels op eigen kracht,
want de meeste ontwikkelingshulp gaat naar erkende
staten.
Ook de Rewin in het rivierengebied doen een poging
om een regionaal bestuur te vestigen. Zij streven naar
regionale autonomie binnen een federaal Somalië. De
vele Darod en Hawiye die inmiddels ook in dit vrucht-
bare gebied wonen, laten het echter niet zover komen.
Meer succes heeft de regionale staat Puntland, die in
1998 wordt uitgeroepen. Ook Puntland is voorstander
van een federaal Somalië. Het territorium van Punt-
zich van de goede kant laten zien bij
natuurrampen, en de militairen zijn
afkomstig uit alle clans. Het draagvlak
verdwijnt echter snel als Barre zich meer
en meer als dictator opstelt. Leden van
Barres eigen clan, de Darods, worden
bevoordeeld en het geweld tegen andere
clans neemt toe.
De Sovjet-Unie ziet in het onafhan-
kelijke Somalië een goede bondgenoot
vanwege de strategische ligging aan de
Indische Oceaan. Bovendien is buurland
Ethiopië een trouwe bondgenoot van de Verenigde
Staten. Met Sovjetsteun bouwt Somalië een van de
grootste legers in Afrika op. Als in 1974 in Ethiopië
een anti-Amerikaanse coup wordt gepleegd, gaat de
Sovjet-Unie ook dit bewind steunen.
Barre sluit daarop een alliantie met de VS, in de hoop
te profiteren van de overgangssituatie. In 1977 begint
Somalië een oorlog met Ethiopië over de Ogadenregio.
Binnen een jaar trekt Somalië zich al terug omdat de
steun van de VS achterblijft bij de verwachtingen. De
gevolgen zijn desastreus: het leger wordt flink uitgedund
en de enorme vluchtelingenstroom vanuit Ethiopië leidt
tot een ware crisis in Somalië, waarna grootschalige
internationale noodhulp op gang komt. Het zijn echter
vooral de Darod die daarvan profiteren. De vluchtelin-
gen, overwegend Ogaden, een subclan van de Darod,
komen veelal terecht in kampen in het noorden en
zuiden van Somalië. Ze zijn daar door ontwikkelings-
hulp vaak beter af dan de lokale bevolking. In de jaren
tachtig groeit dan ook het verzet tegen het regime van
Barre, vooral in het noorden.
Ineenstorting
Na twee jaar onderhandelen sluiten Somalië en Ethiopië
in 1988 een verdrag waarin ze de grens erkennen en
beloven te stoppen met het steunen van oppositie-
bewegingen op elkaars grondgebied. Het verzet (vooral
Isaq en Hawiye) verliest daarmee zijn uitvalsbasis in
Ethiopië. In het nauw gedreven vallen de verzetstrijders
in mei 1988 de noordelijke steden Hargeisa, Burao
en Berbera aan. De regering kan de steden behouden,
maar niet de controle over de omliggende gebieden.
De burgeroorlog is een feit. Opnieuw vallen er veel
slachtoffers en komt een grote vluchtelingenstroom op
gang, voornamelijk Isaq die naar Ethiopië vluchten.
Ook elders in Somalië komt gewapende oppositie
op gang. Vanaf eind 1990 gaan de verzetsgroepen met
geleverd. De missie is niet berekend op haar taken en
de deels vijandige bevolking. De RIR is wel verdreven,
maar het radicale islamisme zeker niet. De militante
Shabab-beweging heeft een groeiende aanhang en
wordt in verband gebracht met Al Qaeda. De militanten
verzetten zich tegen Anisom, dat in hun ogen een
bezettingsmacht is. Ze worden daarbij geholpen door
hun internationale netwerk. Volgens Ethiopië en de VS
is het vooral Eritrea dat de Shabab bewapent. In april
worden de gevechten heviger. Mede op verzoek van de
VS en de Afrikaanse Unie besluit Ethiopië haar posities
te handhaven. Ook de onafhankelijkheidstrijd in
Ogaden verhevigt. Na aanslagen door de Somalische
separatisten reageert de Ethiopische regering met een
volledige blokkade. Zelfs organisaties als Artsen zonder
Grenzen en het Rode Kruis wordt de toegang tot het
gebied ontzegd. Ook hier wordt Eritrea gezien als
wapenleverancier van de rebellen.
Pogingen om de strijdende partijen bij elkaar te
krijgen, verlopen moeizaam. De voorlopige regering is
bang voor verlies van macht, en de islamisten willen
niet onderhandelen voordat de Ethiopische militairen
het land hebben verlaten. Een vredesconferentie in juli
leidt vooral tot een opleving van het geweld in Moga-
dishu. Opnieuw vallen er veel slachtoffers en slaan
honderdduizenden mensen op de vlucht. Ingrijpen
van de VN lijkt inmiddels onafwendbaar.

leidt tot een conflict met Somaliland over Sool en Sanaag.
Puntland claimt dit gebied omdat er veel Harti wonen.
Ethiopië
De Hawiye, inmiddels politiek en economisch dominant,
voelen niets voor decentralisatie en federalisme. Toch
stellen de VN in 2004 een overgangsregering in, de
Transitional Federal Government (TFG). Deze moet
een grondwet voorbereiden voor een federale staat,
mogelijk zonder Somaliland. Ondanks internationale
steun en maar liefst 82 ministers (waaronder één voor
toerisme) krijgt de TFG nauwelijks voet aan de grond
in Somalië. In grote delen van het land ligt de macht
nog bij warlords en bendes. De Hawiye, die buiten de
besprekingen zijn gehouden, beschouwen de TFG als
stromannen van de Darod en Ethiopië. De onvrede
onder de Hawiye vormt een goede voedingsbodem voor
de opkomst van de Raad van Islamitische Rechtbanken
(RIR), die vanaf 2005 de macht grijpt in grote delen
van zuid- en centraal Somalië.
De RIR streeft naar een op de islam gebaseerd
Groot Somalië. Veel lokale vormen van bestuur worden
verboden; Somaliland en Puntland worden gezien als
Ethiopische uitvindingen. Somalië wordt wel weer
veiliger door ontwapening van bendes. Er is weer politie
en de haven en luchthaven gaan weer open. Hierdoor
oogst de RIR ook bijval van de Somalische burgers.
Eind 2006 heeft de RIR de controle over het grootste
deel van Somalië. De invloed van de TFG reikt niet veel
verder dan de directe omgeving van Baidoa.
Na 19 december verandert de situatie compleet, als
het Ethiopische leger de Transitional Federal Govern-
ment steunt bij gevechten tegen de islamisten. De RIR
heeft juist terugtrekking geëist van de vele Ethiopische
troepen in het grensgebied met Somalië. De regering
in Addis Abeba heeft verschillende redenen voor haar
bemoeienis aldaar. Ten eerste worden rebellerende
groepen in Ethiopië (onder meer de Ogaden) door de
RIR van wapens voorzien. Ook is men bang voor
radicalisering van de eigen moslims, ongeveer een
derde van de Ethiopische bevolking. Daarnaast speelt
de dreiging van een grootschaliger conflict in de hoorn
van Afrika.
Het Ethiopische leger heeft een groot overwicht en
wordt ook nog gesteund door de VS, die in Somalië een
vrijplaats voor terroristen zien. Nog voor het einde van
het jaar wordt de RIR verdreven uit Mogadishu.
In januari 2007 wordt overeengekomen dat het
Ethiopische leger zich geleidelijk zal terugtrekken, om
vervangen te worden door een vredesmissie (Anisom)
bestaande uit 8000 militairen van de Afrikaanse Unie.
Vooralsnog heeft alleen Uganda de beloofde troepen

Verzoening
Om tot verzoening te komen heeft de voorlopige
regering een bredere basis nodig, en moeten ook
Hawiye daarin een plaats krijgen. De strijd om de
nationale hegemonie tussen Hawiye en Darod zal
doorbroken moeten worden om tot een legitieme en
voor iedereen aanvaardbare regering te komen.
Het alternatief, afzonderlijke op clan gebaseerde
staten, is weinig aanlokkelijk. De staat zal gebruikt
worden als machtsmiddel om minderheden te over-
heersen met mogelijk zelfs etnische zuiveringen. De
territoriale afbakening van de clangebieden is ook
gecompliceerd door de nomadische achtergrond van
clans en door migratie. Vooral het zuiden is etnisch
zeer heterogeen. Staatsvorming langs clangrenzen lijkt
dan ook een recept voor nieuwe conflicten.
Somaliland zou als voorbeeld kunnen dienen voor
de Somalische regering. Het heeft een succesvolle over-
gang doorgemaakt van een op clans gebaseerd bestuur
naar een parlementaire democratie. Sinds oktober 2005
is er een regering aan de macht die bestaat uit een
coalitie van meerdere partijen, wat in Afrika vrij uniek
is. Bijzonder is ook dat de grenzen van Somaliland niet
gebaseerd zijn op het territorium van een bepaalde
clan, maar juist op de grenzen uit de koloniale tijd.
Zonder internationale druk wordt het moeilijk om
stappen te zetten op weg naar duurzame vrede in
Somalië. De huidige crisis biedt mogelijkheden om te
zorgen voor meer stabiliteit, maar er is evengoed een
risico dat het conflict zich buiten de landsgrenzen
uitbreidt, gezien de betrokkenheid van Ethiopië en
Eritrea. Het is daarbij lastig manoeuvreren voor de VN.
Die mogen vooral niet nadrukkelijk partij kiezen.
Wel moet duidelijk worden dat politieke, militaire en
economische steun afhangt van de mate van verzoening
en evenwichtige machtsverdeling. ■

Geheel in lijn met de gangbare vormen van bestuur
– in het bijzonder binnen de EU waar het altijd aan
uitvoeringscapaciteit ontbreekt – is de hele uitvoerings-
organisatie uitbesteed; de TAIEX-staf omvat slechts
twaalf fte. Een Duits en een Belgisch bedrijf zorgen voor
de logistiek (reizen, verblijven, conferentiefaciliteiten
inclusief vertaling, enzovoorts). Experts uit diverse lid-
staten kunnen zich aanmelden; hun gegevens worden
opgenomen in een elektronische database die de aan-
vragers kunnen raadplegen. Ook de aanvragen worden
centraal opgeslagen, zodat de aanwezige experts hun
diensten kunnen aanbieden. De TAIEX-staf hoeft hier-
bij in principe niet in actie te komen. Ook hier dus –
geheel naar de eisen van de tijd – een minimum aan
sturing en maximale marktwerking.
De kaart toont de (vermoedelijk eind 2006) geregis-
treerde experts naar land van herkomst. Vrijwel alle
lidstaten zijn vertegenwoordigd. Weeg je de aantallen
naar de omvang van landen en/of staatsapparaten, dan
zijn de posities van België en Nederland opvallend
sterk. Langdurig lidmaatschap en dus veel expertise
regels met de eigen wet- en regelgeving vergeleken, er
komen cursussen voor rechters en advocaten, seminars
over gangbare praktijken (witwassen, handhaving
milieuwetten, weghalen van belemmeringen voor vrij
economisch verkeer). Er volgen korte bezoeken van
experts om knelpunten in het openbaar bestuur aan te
pakken die door toetreding kunnen ontstaan, en er zijn
zelfs oefensessies ter voorbereiding op het toekomstig
voorzitterschap van de EU.
In het topjaar 2005 waren er 1322 bijeenkomsten,
41.802 deelnemers en 5225 experts die advies verleen-
den. In mei 2004 waren er tien landen toegetreden,
waaronder acht voormalige Oostbloklanden. Maar de
toename van het aantal TAIEX-activiteiten had vooral
te maken met Roemenië en Bulgarije, die een sprint
trokken om hun lidmaatschap veilig te stellen, en met
Turkije dat op dat moment nog een ongefnuikte ambitie
voor het lidmaatschap vertoonde. In 2006 lagen deze
aantallen zo’n 15 procent lager.
Expertisebeurs
Om alles te financieren is het eigen TAIEX-budget van
zo’n 20 miljoen euro volstrekt ontoereikend. Een groot
deel van de kosten voor de EU wordt dan ook betaald uit
andere begrotingsonderdelen, die verwachten te profi-
teren van TAIEX-activiteiten. De totale kosten van TAIEX
voor de EU bedragen zo’n 40 miljoen euro per jaar.
Toetreding tot de Europese Unie vraagt om
aanpassing van de nationale wet- en regelgeving aan
de EU-regels. De TAIEX ‘deskundigenbeurs’ helpt
kandidaat-lidstaten hierbij. Die expertise wordt nu ook
ingezet bij EU-buren. Het is een voorbeeld van de
‘zachte macht’ van de EU als initiator en hoeder van
normen in het internationale verkeer.
Ambtelijke expertise als zachte macht van de EU
TAIEX staat voor Technical Assistance and Infor-
mation Exchange. De afdeling werd ruim tien jaar
geleden opgericht toen duidelijk was dat de EU in de
onderhandelingen met de staten uit het voormalige
Oostblok een uiterst lastig uitbreidingstraject inging.
De verschillen in economische ontwikkeling en maat-
schappelijke organisatie waren groter dan voorheen en
het ging om maar liefst tien landen die allemaal zo
snel mogelijk wilden toetreden.
Topjaar 2005
Het TAIEX-bureau moest zorgen dat nieuwkomers rap
vertrouwd raakten met de regelingen die in de EU gel-
den. Het hart daarvan is het acquis communautaire, het
omvangrijke stelsel van rechtsregels dat bij toetreding
van kracht moet worden. Het acquis omvatte kort
geleden 80.000 pagina’s tekst en groeit nog steeds.
Bij elke toetreding moet er een versie in de landstaal
komen; er moet begrip van die regels ontstaan, de
regels moeten kunnen gelden binnen de rechtspraktijk
van de nieuwe lidstaat en anders moet die rechts-
praktijk daarop aangepast worden. Verder hebben zich
tal van gebruiken en omgangsvormen binnen de EU
ontwikkeld op allerlei beleidsterreinen, waarnaar de
nieuwkomers zich moeten voegen.
De TAIEX vertaalservice helpt bij een eerste vertaling
van het acquis communautaire. Daarna worden de EU-
