This document discusses USA-Uganda bilateral cooperation in science and biomedical engineering. It outlines goals for building biomedical engineering (BME) capacity in Uganda, including training students to international standards, stimulating knowledge transfer through international partnerships, creating new research opportunities, and addressing Uganda's national development strategy. Barriers to effective science diplomacy are also presented, such as unclear motivations and restrictions on mobility. The document advocates for better partnerships between governments, private sectors, and NGOs to support BME education and research through a "spiral innovation" framework.
