In March 2018, another presidential election took place in the Russian
Federation. For the fourth time Vladimir Putin won the election by a large majority of
votes. Alexei Navalny – an opposition candidate who had been preparing his election
campaign since the end of 2016 – was not allowed to stand in the election. Regardless
of his elimination from the election, Navalny remained an active member of Russian
political life before and after the election; he carried out a boycott of the election,
and organized post-election protests. Without a doubt, despite the ban on running in
the election, Navalny was one of the main figures in the electoral process. Thus, the
aim of this article is a detailed analysis of Navalny’s preparations for the campaign
– the authors focused not only on the candidate’s opposition activity, but also on his
unique measures and methods of running a campaign (Internet, social media, crowdfunding). The article examines the campaign preparations, as well as the reasons for
the rejection of Navalny’s registration as an election candidate, social support index,
relationships with other candidates and the change of strategy after the Central Election Commission’s decision. The analysis is based on Russian law, Central Election
Commission’s decisions, opinion poll results and information from the Russian and
international media.

The war in Donbas and the annexation of Crimea are comprehensively studied in this Monograph. The research is conducted from the perspective of national security of Ukraine. Russia’s military aggression is described as a stress-test for global and national security, and as a catalyst for Ukraine’s foreign policy restart. Authors also analyze reasons and consequences of a temporary loss of control of some of Ukrainian territories. Particular emphasis is put on the position of Ukraine and approaches of the EU and Russia in the Minsk process for resolving the situation in Donbas.
Reintegration terms and recovery priorities for Donbas are outlined. The ways to overcome social consequences of Russian military aggression against Ukraine are defined. Authors provide prognoses for development of situation in Donbas and Crimea with focus on possible scenarios of the future of Ukraine in a globalized world. The research is intended for politicians, political analysts, senior civil servants. The study results will be useful for national security researchers, as well as for conscious citizens.

Ukrainian negotiators at talks with Russian officials demanded a ceasefire and humanitarian corridors to evacuate besieged citizens as Moscow’s invasion forces surrounded and bombarded Ukrainian cities. Earlier, Russia’s Foreign Minister Sergey Lavrov had said that Moscow is ready for talks to end the fighting in Ukraine but will continue to press its effort to destroy Ukraine’s military infrastructure.Ukraine’s state emergencies agency said that at least 22 civilians have been killed in a Russian strike on a residential area in the city of Chernihiv, a city of 280,000 in Ukraine’s north. It said the casualties could be higher as rescuers are continuing to look through debris for more bodies. The development comes even as talks between Russia and Ukraine were underway in Belarus. In other news, Major General Andrei Sukhovetsky, the commanding general of the Russian 7th Airborne Division, was killed in fighting in Ukraine earlier this week, news agency AP reported. His death was confirmed by a local officers’ organization in the Krasnodar region in southern Russia. The circumstances of his death were not immediately clear.Meanwhile, the International Criminal Court prosecutor has launched an investigation that could target senior officials believed responsible for war crimes, crimes against humanity or genocide amid a rising civilian death toll and widespread destruction of property during Russia’s invasion of Ukraine. ICC Prosecutor Karim Khan announced the probe after dozens of the court’s member states asked him to take action. The United States issued a strong statement Monday condemning elections held by pro-Russian
separatists in Ukraine the previous day.
The Obama administration also warned Russia that there would be rising costs if it continued to act
in ways that, to Washington"s eyes, threaten to destabilize Ukraine.?
"The United States condemns the illegitimate, so-called 'elections' held on Sunday by Russia-backed
separatists in parts of Donetsk and Luhansk," said National Security Council Spokeswoman
Bernadette Meehan in a statement.?

any individuals claiming to represent parts of Donetsk and Luhansk on the basis of this illegal vote,"

Meehan said the "sham elections" violate the Sept. 5 Minsk Protocol agreed to by Russia and its
"separatist proxies" in Ukraine, who are engaged in an armed insurgency against Ukrainian forces.?

State Department spokesperson Jen Psaki said Monday that any elections would need to be
conducted under the auspices of the central Ukrainian government. Local elections are set for
December, under the Protocol.?
The separatists' elections threaten to undo the ceasefire agreement reached by Ukraine and Russia.
Hostilities between the two sides broke out after Russia annexed Crimea in March and began to
support pro-Russian separatists in eastern Ukraine.?
The United States and the European Union have slapped several rounds of sanctions on Russian
officials and businesses, but Moscow has responded with continued support for the separatists, as
well as increased incursions into European airspace.?
NATO officials said Thursday they had detected and monitored four groups of Russian bombers and
tankers conducting "significant" military maneuvers in European airspace. The "sizable" Russian air
forces "represent an unusual level of air activity over European airspace," they added.?
"My opinion is that they're messaging us," said Gen. Philip Breedlove, NATO's Supreme Allied
Commander (Europe) at a Pentagon briefing Monday. "That they are a great power and that they
have the ability to exert these kinds of influences in our thinking."
Breedlove said there were seven Russian battalion task groups on the border of Ukraine, and about
250 to 300 Russian troops inside Ukraine.?
He also? told a small group of reporters? on Monday that the United States believes Russia is
considering plans to put aircraft in Crimea, including some that may carry tactical nuclear weapons.
But the Associated Press has reported that there are no indications this is happening yet.?
Meehan said the United States was also concerned by reports that drones operated by the
Organization for Security and Cooperation in Europe (OSCE) to monitor the Russia-Ukraine border
have come under attack in recent days.?
Psaki also said there were reports and images of dozens of unmarked military trucks in Eastern
Ukraine carrying heavy weaponry and ammunition within the last several days.?
American officials, and others in the international community, believe Russia provided the rebels
with the weapons that led to the shooting down of a civilian airliner in July, and the deaths of its 298
passengers.?
