I’ll be presenting an overview of SB 391 and the CIBThe CIB is a prime example of how California is planning for a future with diminished federal fundsCalifornia’s population grows every year the size of Oakland, but our infrastructure is not keeping pace with that growth, in both new investment and maintaining what we have.In order for us to work with the funds that are available, we need smart planning that links land use and transportation efficiently and sustainably. This in return supports vibrant economies at all levels.Caltrans is developing the CIB as a way to jump start this smart planning concept, while satisfying the requirements of SB 391
  2. While our local partners such as SCAG are responding to SB 375, Caltrans is responding to SB 391We are responding to SB 391 requirements for the California Transportation Plan by developing a California Interregional Blueprint to integrate our plans and test their performanceusing new tools and data being developed as part of the Department’s modeling framework.The CIB combines the state’s 19 regional blueprints and Caltrans major planning documents into one integrated, statewide multimodal plan that addresses the local and statewide needs for effective sustainable regional transportation planning

Building upon existing regional planning efforts and data like the Regional Transportation Plans, Regional Blueprint Plans, and the regional sustainable communities strategies or SCSs–that should address 94-95% of the greenhouse gases statewide; takingthe regional visions and land use planning --not changing them –and overlaying the interregional travel modesto ensure that the State meets its responsibility toward consistency ofinterregional travel data versus intra-regional travel dataDeveloping more robust modeling tools in order to analyze different scenarios and assess their impacts on greenhouse gas emissions, and finallyIn the end ensuringBetter projects and Project Delivery

  6. The Statewide Model Framework ensures Better data and tools will be available for a statewide analysis and available for comparing scenarios and strategies for estimating GHG calculations: testing how changes in policies will impact travel times and costs, VMT, and what facilities will be impacted. We’re partners with the MPOs and State agencies on the California Household Travel Survey; The framework includes the important Statewide Travel Demand Model that’s key to helping the State address inconsistencies in interregional trips and travel data;We’re partnering with ARB on the important Statewide Freight Model;Most elements will be completedby late 2012 and the Freight Model by May 2013. While the SIM is not yet fully funded, we’re working with other state agencies on funding the SIM.
  7. Here’s an example of some new technology were working on using google earth—this is a Screen Capture of CT Earth capabilities supported by a Google Earth technology…CT Earth is an important piece because it provides the capability to provide more accessible and transparent data … in order to visualize GIS layers and identify gaps in the system and share data across the state.CT Earth helps us visualize the modal plans through their respective GIS layers, and other sensitive resources like critical habitat, so we can ensure the plans are really integrated, and further ensuring greater success with GHG emissions reduction strategies. Caltrans making CT Earth available to the public in 2012 as a way to share information, reduce duplicate efforts, provide consistent data, and help reduce costs of sharing data

In this down economy Caltrans currently has $11 billion on contract from federal stimulus and Prop 1B bond moneyThe stimulus came while the State was on 3 days/month furlough, many Caltrans employees worked through these unpaid days, and weekends without over time to get the $11 billion on contract quickly to get unemployed constructions workers back to work BUT, that money is going away, and there’s an urgent need to “tee up” our next big projectsWe need a clear strategy to help us define that next step; the issue is what do we do when the $11 billion’s spent?
