Trust building in the NPT By Raphael Bueno Barbosa
Trust Although trust is considered to be inexact, it is a major factor in relations. For example, it is pretty common that a relation of trust be established between two people, in which people become more vulnerable to a friend, for example, but hopes that this friend does not hurt him using these vulnerabilities.
Trust Meanwhile, we conquer some great advantages while we compare to the disadvantages. It is simple: a relation of trust implicates in hoping that you are not going to be left behind or taken advantage of.
Trust It does not work always, but it does work, we increase the partnership of a relation, and thus, the cooperation of this relation, processes that also increase trust, and so on.
Trust From this aspect of trust, we can classify it in 2 approaches: trust built with a rationalist approach and trust built by a binding approach.
Trust The rationalist approach, though strong, because it is built by interests, is also easily breakable, if there is no more interest in keeping the trust relation. The binding relation is when there is a true concern about the other part, and thus, both parts try to help each other as expected by this bond
Trust As a matter of fact, trust in international relations in a similar way of that in social relations. This means we have the same efforts, the same concerns and the same vulnerabilities and advantages. That is why it is so important in international relations, and it is also the basis of the Nuclear Non-Proliferation Treaty, NPT.
The NPT As the rise of the Era of the nuclear weapons, efforts to build strategic alliances are a great way of avoiding nuclear attacks. This is because of the great ease of use of this kind of weapon and the great damage they can cause. So, in order to accomplish a worldwide alliance against the use of nuclear weapons, the NPT was born in July 1st, 1968.
Trust in the NPT As the great role the NPT plays, it became present until the present time. In order to better study it, we can assume the relations in it are established as following: the relations between the Nuclear Weapon States (NWS), the relations between the NWS and the Non-Nuclear Weapon States (NNWS) and the relations between the signatories of the treaty and the outsiders.
Trust in the NPT Due to the difficulties of building trust about this delicate subject, the NPT has been stagnated. It is all because the signatories of the treaty do not want to make efforts themselves and seeing they were useless.
The treaty between Iran, Turkey and Brazil As we have already seen, the treaty was stagnated. If it kept in this state for long, it would not be worth keeping efforts to support on, as the relations of trust were lacking initiation of the parts, and thus, it would come to an end, as its goal would not be accomplished if the non-signatories did not join it (which would mean vulnerability to the signatories, because they agreed not to use or to develop nuclear weapons, while the non-signatories would still be able to do that).
The treaty between Iran, Turkey and Brazil So, we can only conclude that, in order to continue the trust relation, someone would have to become more vulnerable, and thus, give a step forward, showing that was willing to cooperate, and that is just what this treaty between Iran, Turkey and Brazil.
The treaty between Iran, Turkey and Brazil My conclusion is that, though it is a little risky to share nuclear knowledge with Iran, I believe it was a necessary step: some part would have to become more vulnerable in order to build trust among the involved parts. Also, it is thoroughly controlled, it would be hard that Iran would develop nuclear weapons, which leads us to hope that this makes Iran build trust towards the signatories of the treaty as well.
