The Definitions of

• A “tactic” is a day-to-day technique or
procedure that groups use to accomplish a
short-term or intermediate goal that supports
long-term strategies. Tactics are short-term
actions.
• A “strategy” is a long-term action used to
accomplish goals central to the mission.

Step 1: Decriminalize/Legalize
The Culture of Death indirectly acknowledges that
a practice (abortion, homosexuality, euthanasia,
etc.) is basically evil. But the laws are being
ignored, so we should legalize the behavior, since
it is “happening anyway.” They cast the laws as
oppressive, and portray the perpetrators of the
illegal acts as helpless “victims.” They talk about
these acts incessantly, hoping to desensitize
people.
Pedophilia, hard drug use, euthanasia, and
human cloning are at this stage in the USA now.

The behavior in question has been legalized
(always through the courts). It is now a moral
question that cannot really be judged right or
wrong. It becomes a protected “civil right,”
and this new “right” becomes progressively
entrenched at all levels of government.
Abortion, “gay rights” and population
control are at this stage now in the United
States.
Step 2: Institutionalize

The behavior in question becomes a “settled
issue” and a positive social good deserving
vast [and usually coercive support] by society.
Remaining opponents are labeled “backwards
kooks” and “religious fanatics,” and their views
are systematically ridiculed and censored.
When the process is complete, what was once
abnormality has evolved into normality.
Contraception, divorce and pornography
are at this stage now in the United States.
Step 3: Trivialize

How Roe v. Wade Violated the
Principle of Gradualism
