It finds that emerging economies are stepping up their clean energy ambitions, with Asia accounting for over half of new solar photovoltaic installations in 2013. However, policy uncertainty in OECD countries has stalled clean energy momentum. While clean technologies are becoming more competitive, policy incentives are still needed to drive investment due to factors like low electricity prices and carbon prices in Europe. Overall progress remains below the levels needed to meet long-term climate and energy security goals.
